The City Commission of the City of Sanford, Florida, metin Special called session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. July 30, 1956.

Meeting called to order by the Chairman.
The Board then proceeded to a lengthy study and discus sion of the f oilowlng proposed
Capital Improvement Program, as prepared and submitted by the City Manager, to be financed
over a period of ten years from the revenues to be derived from the power franchise agreement:

After careful consideration of each proposed improvement l'isted under the program,
it w~s felt that the street lights should be given first priority, but should include lights
on French Avenue from 20th Street south to intersection of Park Avenue, and on Park Avenue
from 25th Street south to the intersection of French Avenue, and the City Nanager was in-
structed to submit cost estimate on these additional lights, for fu~;ther consideration.
The Commission also felt that the specifications for air conditioning the City Hall
and Police Station should include central systems instead of windoN, units, and also heating
and requested cost estimates on same for further consideration.
It was the opinion of the Commission that the replacement of automobiles for the
P~l~ne and F~ Densrtment_ and wheel tractor for Street Deoartment should'; be eliminated

The proposed radio network for the Public Works Department was also set aside for
further consideration.
On motion of Commissioner Gatchel, seconded by Commissioner Krider and carried, the
Commission approved the ~ oposal to construct a community center building, and authorized
negotiations for employing an architect to prepare preliminary plans and specifications, for
further study and consideration.
The Commission then tentatively approved the other proposed improvements, but ~ook
them under advisement, pending further study and eonsideration.
Letter next submitted from WillJams H. Conrad, of 2422 Princeton Avenue, requesting
the Commission to take some action toward eliminating ~he surface drainage that flows onto
his property, and on motion' of Commissioner Higginbotham, seconded by Commissioner Gatchel
and carried, same was referred to the City Manager.
On motion of Commissioner H'igginbotham, seconded by Commissioner Krider and carried,
the Commission next authorized a Quit-Claim Deed from City to Hugh C. Whelchel on Lore ~-~,37
of Fort Mellon, in Order ~o clear the title. The title 'to this property having been vested
in the City at one time thru foreclosure of tax liens.
There being no further business, on motion duly made a~ seconded, ~he meeting was
adjourned.
