The City Commission of the City of Sanford, Florida, met in Special Called. session
at the City Hall in the City of Sanford, Fl~llda, at 8:00 o'clock P. M. August 6, 1956.

Meeting called to order by the Chairman.
Letter next submitted from George Morgan, local manager of Sherman-Williams Company,
requesting a "Loading IZone" in front of t heir store at 117 Magrolia Avenue.
After discussion, Commissioner Higginbotham moved. that .Mr. N~rgan be notified that
the request will be considered when all the downtown parking zone s are reviewed for the purpose
of revising. Seconded by Commissioner Krider and carried.
Ap~01ication next submitted from Sam Willlama, colored, for permit to sell:beer and
wines, for consumption on the premises, in the Jerry Arcade Building on Sanford Avenue, and
on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, same
was approved upon recommendation of the Chief of Police.
Consideration next given to establishing a fee to cover the cost of preparing and
recording ordinances for the abandonment of streets, alleys, public easements, etc., and for
City deeds.
After discussion, Commissioner Higginbotham moved that the City charge a fee of
$20.00 for handling and recording abandonments, etc., and ~10'00 for deeds. Seconded by
Commissioner Krider and carried.
Request next submitted from Bill Evans to purchase a part of the City owned property
at ncrthwest corner of Commercial Street and Holly Avenm for the purpose of erecting a

building thereon for conducting a heating and air conditioning business, offering a price
of $500.00 for a 170 'xl20 ' lot.
After discussion, action was deferred, pending further consideration.
Consideration next given to the' recommendation of the City Manager that the sale
of lots in the municipal cemetery be restricted to only the residents of the City, due to
the limited number of lots and single spaces left, and also that the price for single baby
spaces be increased from $3.50 to $10.00 each.
After discussion, and on motion of Commissioner Higginbotham, seconded by Commissioner
Wilson and carried, the Commission authorized and directed that t he sale of cemetery lots be
restricted to only the residents of Sanford and to people who now own lots in the cemetery,
and that the minimum price on all spaces be increased to $10.00.
Consideration next given to matter of requiring the merchants to remove all articles
and merchandise from the sidewalks, and after considerable discussion, Commissioner Krider
moved tha. t same be referred to the Retail Merchants Association for recommendation. Seconded
by Com~iissioner Wilson and carried.
Ed. Lane, local insurance agent, next appeared and reported that he had not received
his pro rata of premiums from City's f~_re insurance coverage for past year, in accordance
~.~ith the mutual agreement ~-~ith the ten local agents handling such insurance for the City.

Thereupon the City Clerk was ira tructed to investigate wh.y such insurance premiums
are not being divided with the smaller agents, as agreed to by all concerned.
Request next submitted from Charles V. Atkinson for an indication from the Commission
as to whether or not the City would relinquish all claims to the park property at 9th Street
and French Avenue, should the heirs of the donor, to whom ~.t would revert, agree to sell
it to h~m.
After discussion, and in view of French Avenue being rapidly developed into a com-
mercial center, it was ~felt that the City should retain this property for a future parking
lot, e~d the question ~f city's rights to ~e it for such purpose was referred to the City
Attorney for an opinion.
0n motion of Commissioner Krider, seconded by Commissioner Wilson and carried, the
Commission next granted the New Smyrna Beach Riding Club permission to parade in Sa~o~ on
Augus tlO.
The Commissi en next proceeded ~o a further study and discussion of the proposed
capital improvement program, as prepared and submitted by ~he City Manager at special meeting
of July 30.
Jo~ Burton, Architect, submitted three sketches for the proposed community center
building to be erected under the program.
After careful study of each sketch, and consideration of ~he estimated construction
cost, the Commission eliminated the proposed library wing fro~ the building, and i~tructed
Nr. Burton to design plans and c~t estimate on a building, to include auditorium wi~ seat-
i~g capacity of 1,000 and banquet roo~ and kitchen facilities to accommodate 300.
The City Manager su~itted revised plans on the propose~ street lights, consisting of
153 lights at estimated cos~ of $45,900.00.
After careful consideration, Commissioner Gatchel moved the appr~al of the revised
plan, and t~t the City proceed immediately with ad~vertising for bids for furnishing ~ e
lights. Seconded by Commissioner Krider and carried.
The City Manager submitted cost estimate of $600.00 for air conditioning the Police
Station with two window units, and $6,361.00 for air conditioning and heating the City Hall
by using t~ee central type units, excluding the Public Works Office.
After discussion, and in view of the current high temperature, it was felt t~t both
buildings s~ould be air condi'timned immediately, and on motion of Commissi~er Wilson, seco~ed
by Commissioner Higginbotham and carried, the Commission aut~ rized the City Manager to adver-
tise for bids for air conditioning the City Hall and Police Station, with alternate bids ~o
include heating, and also an alternate bid to include the Public Works office. The Bids to
be received and opened at 2:00 P.~. August 13, and submitted to the Com~.ssion for consider-
ation at 8:00 P. N. on said date.
On motion of Commissioner' Krider, seconded by Commissioner Gatchel and carried, the
Commlss ion approved the proposed fire improvements under the program, c~isting of additional
fire station and two new pumpera at estimated cost of $63,000.00, and authorized the securi~
of preliminary plans and specifications.
On motion duly carried, the Commission eliminated the proposed radio network for
Public Works Department from the proEr~.

at estimated cost of $21,000.00 less trade-in allowance on orz old packer.
On motion of Commissioner Higginbotham, .seconded by Commissioner Gatchel and carried,
the Commission approved the following equipment-for the Street Department, as proposed under
the program, with further authorization to advertise for bids on immediate purchase of the
derrick t tuck chasis:
Dozer and Loader at estimated cost of $13,750.00
Less trade-in allowance
2 Dump Trucks at estimated cost of 14,000.00
Lees trade-in allowance
i Derrick Truck Chassis at estimated cost of 3,500.00

I Street Sweeper at estimate cost of 10,400.00

On motion duly made and secon~'ed, the Commission authorized the City Manager to
secure preliminary plans and cost estimates on the proposed swimming pool and bcmt'~,baSin,
as proposed under the program.
There being no further business, the meeting adjourned.
