The City Commission of the City of Sanford, Florida, met in regUlar session at the
City Hall in the City of Sanford, Flortda,~ at 8:00 o'clock P. M., November 26, 1956.

Nesting called to order by the Chairman.
The City Manager reported that Gunby & Company and B. J. Van Ingen & Company, Inc.,
had failed to exercise the option granted them by the Commission~on October 26, 1956, to pu~-
chase the $400,000.00 Revenue Certlficate~s for flDmncing the Capital Improvement Program.
After discussion, and in view of not having received a favorable report from Gunby
& Company and B. J. Van Ingen, Inc., the City Manager and Clerk~were authorized to secure pro-
posals from other investment firms on purchase or handling the proposed revenue certificate
issue.
Pursuant to authorization at meeting of October 24, and appraisal of $9,000.00
ne×t submitted from A. B. Paterson, Sr., and Robert A. Williams, local realtors, as today's
fair market value on the following City owned property which J. W. Adams submitted appli-
cation to purchase for a warehouse site: Begin at Northwest corner of Holly Avenue and Com-
mercial Street, run North 250 ft., West 338 ft. to the A. C. L. property, South 250 ft., East
338 ft. to point of beginning.
After discussion and consideration, Commissioner Higginbotham moved that the City
retain the entire tract of property for future industrial development. Seconded by Commissionez
Krider and carried.
On motion of Commissioner Higginbotham, seconded by Commissioner Krider and carried,
current invoices and payrolls next approved, as evidenced by General Fund Banford Atlantic
National Bank Vouchers Nos. 6990 thru 7023; General Fund Florida State Bank Vouchers Nos.
682 th~u 87~; and Water & Sewer Revenue Sanford Atlantic National Bank Vouchers Nos. 116 thru
ii9.
' Consideration next given .to the matter of City widening Park from 23rd Street south
to French Avenue, in connection with the resurfaclng by the State Road DePartment.
After discussion, and in view of this street being a part of the state highway
system, Commissioner Ga%chel moved that the City Manager be au. tho rized to secure approval for
wid~ening it f~rom the State Road Department, and also to contact engineer W. A. Kratzert relatiw
to assisting with the survey and specifications. Seconded by Commissioner Krider and carried.
The City Manager next submitted the following prices from Harper Neon Company, Inc.,
Orlando, for installing a neon sign at northwest corner of French Avenue and First Street,
lettered "Downtown Sanford" with arrow indicatirg the location:
15" letter size; double neon 15' x 6~'
8" letter size; single neon 8' x 3~'
$1,185.00
After discussion as to, he size that would be required in order to be ef:~;ective,
Commissioner Gatchel moved the purchase of the 15" letter size double neon sign at price of
$1,185.00, and further moved ~that it be included in the Capital Improvements Program and paid

On motion of Commissioner Krider, seconded by Commies loner Gatchel and carried,
National Molasses Company, of Oretand, Pa,, Was next granted permissi~u to dock at the muni-
cipal pier at the pleasure of 'the City Commission without paYing dock fees, provided they
assume all responsibility for damages.
Commissioner Krider next intrQduced Ordinance No. 597, entitled:

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had 'passed and adopied said Ordinance No. 597, entitled:

ll-13 OF THE CITY CODE OF THE CITY OF SANFORD, FLORIDA, 1954
SAID SECTION PROVIDING FOR DUTY TO KEEP PREMISES FREE FROM
FILTH, TRASH, RUBBISH, WEEDS, ETC., SAID AMENDMENT PROVIDING
FOR THE PLACING OF FILTH, TRASH, RUBBISH, WEEDS, ETC., FOR RE-

Commissioner Higginbotham next introduced Ordinance No. 598, entitled:

ORDINANCE NO. 362 OF SAID CITY, AS AMENDED, SAID ORDI-
NANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN
WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT
TRANSFERRING CERTAIN TERRITORY iN DISTRICT R~-A SINGLE
FAMILY RESIDENTIAL DISTRICT TO R-1 SINGLE FAMILY RESI-

and same was placed on its first reading and read in full.
Commissioner Higginbotham then mo1~ed the waiver of the requirement of the second

1954, SAID SECTION PROVIDING FOR THE LEVY AND ASSESSMENT
AND COLLECTION OF AN ADMISSIGN TAX TO THE SANFORD, MUNICI--
PAL ATHLETIC FIELD, AND ESTABLISHING THE AMOUNT OF SAID
TAX, SAID AMENDMENT EXEMPTION FROM THE LEVY AND EFFECT OF
SAID TAX EDUCATIONAL INSTITUTIONS AND NO~4PROFIT ORGANI-
ZATIONS.

Commissioner Higginbotham next introduced Ordinance No. 600, entitled:

EASEMENT IN THE CITY OF SANFORD, FLORIDA AND EXTENDING

OF LOT l, AND LYING 5 FEET SOUTH AND 7 FEET NORTH OF
THE SOUTHERLY LINE OF SAID LOTS I AND 2, ALL OF GROVE

Commissioner Higginbotham next introduced Ordinance No. 601, entitled:

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 601, entitled:

ORDINANCE NO. 362 OF SAID CITY, AS AMENDED, SAID ORDI-
NANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN
WITHIN THE CITY OF SANFORD, FLORIDA, SAID A~ENDMENT
TRANSFERRING CERTAIN TERRITORY IN DISTRICT R-3, SINGLE
FAMILY RESIDENTIAL DISTRICT TO C-l, COMMERCIAL RETAIL
DISTRICT.
Request next submitted from Mr. & Mrs. Donald E. Brubaker, Jr., to be allowed the
homestead exemption for year 1956 on their home at 2018 Mellonville Avenue, claiming that their

reason for not making application for such exemption at the proper, time was due to not
being informed of the homestead exemption provision.
After discussion, and on advice of theClty Attorney that the City had no legal
authority %o grant homestead exemption after the expirati6n of April l, for filing appli-
cation, the aforesaid request was denied.
Commissioner Krider next gave a favorable report on the delegations recent
trip to Washington, D. C., %o confer with naval e, fficlals concerning the proposed expansion
program for Sanford Naval Air Station'.
There being no further business the meeting adjourned.
