City Commission, Sanford, Florida, September 23 at 8 P. M. 19 57
The City Commlssic~of the City of Sanford,' Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P.M~.~ on September 2.3, 1957.

Meeting called to order by Chairman.
On motion of Commissioner Wilson, seconded by Commissioner Warner, and carried,
minutes of regular meeting of August 12, adjourned meeting of August 19, regular meeting of
August 26, special meeting of September 3, Special meeting of SePtember 5, regular meeting of
September 9, and adjourned meeting of September 12, 1957, approved.
Letter next submitted from Mr. Robert A. Williams, setting forth offer to deed to the
City the south 50 feet of Lots 5 and 6, Block J, Neaves Addition in consideration of dlosing
and abandoning Rose Street between Locust and ChApman Avenues, as he is owner of all property
abutting Rose Street, between Locust and Chapman Avenue.
In view that the City has extended Fourth Street west thru aforementioned Lots .5 and
6, and parrallel to Violet Street, Commissioner Higginbotham moved that a public hearing be
held at 8:00 o'clock P. M. on October 14, 1957, to consider abandoning and vacating Rose
Street and Violet Street between Chapman Avenue and Locust Avenue, and. also moved to accept
the south 50 feet of Lots 5 and 6, Block J, Neaves Addition, offered by Mr. Robert A. Williams
and to extend Fourth Street west to Chapman Avenue, Seconded by Commissioner Warner and
carri ed.
Commissioner Wilson next introduced Resolution No, 899, and after being read in full,
moved its passage and adoption. Seconded by Commissioner Warner and carried by the following
vote of the Commission:

Said Resolution No. 899 being as follows:
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA APPROPRIATING UNEXPENDED
CASH SURPLUS ON HAND AT THE END OF THE FISCAL YEAR I956-1957 TO THE
DEPARTMENT OF GENERAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR
1957-1958 FOR USE FOR THE ORDINARY PURPOSES IN OPERATING EXPENSES OF
SAID CITY.
WHEREAS, The City Commission of the City of Sanford, Florida, deems it necessary, ex-
pedlent, and for the best interest of said City that any unexpended cash surplus as of Septem-
ber 30, 1957, of the operating revenues of said City for the fiscal year 1956-1957, be appro-
priated for the ordinary purposes and operating expenses of said City in the budget for the
fiscal year 1957-1958.
NOW THEREFORE, BE IT RESOLVED By the City Commission of the City of Sanford, Florida,
that any unexpended cash surplus as of September 30, 1957, of operating revenues of said
City for the fiscal year 1956-1957 be and the same is hereby appropriated to the Department
of General Government of said City for the ordinary purposes and operating expenses of said
City for the fiscal year 1957-1958, and said cash surplus shall be incorporated in the b~dget
of revenues and expenditures of said City for said fiscal year 1957-1958 for the ordinary

FLORIDA ADOPTING A BUDGET OF REVENUES AND EXPENDITURES FOR
THE CI'TY OF BANFORD, FLORIDA, FOR THE FISCAI0 YEAR BEGINNING
OCTOBER 1, 1957 A~) ENDING SEPTEMBER 30, 1958.
WHEREAS, In accordance with Section 62 of the Charter of the City of Sanford, Florida,
the .City Manager of the City of Banford, Florida, has made and submitted to the City Com-
mission of th~ City of Sanford, Florida an estimate for budget of revenues and expenditures
of the City of Sanford, Florida for the fiscal year beginning October 1, 1957 and Ending
September 30, 1958, 'such estimate or budget having been made with particular application to
the various departments of the City, a true copy of .which is hereto attached and by reference
made a part of this Resolution, and
WHEREAS, Each and evei-y item contained and set forth in said budget prepared by the
City Manager has been carefully considered by this Commission,
NOW TP~EREFORE, BE IT RESOLVED By the City Commission of the City of Sanford, Florida,
that said budget as prepared and submitted by the City Manager to the City Commission be, and
the same is hereby adopted as the budget of the City of Sanford, Florida for the fiscal rear
beginning October 1, 1957 and ending September 30, 1958,
BE IT FURTHER RESOLVED That upon collection of any revenues of said City, the City
Clerk shall allocate ~om each dollar collected and received, the several amounts to the
respective funds for purposes for which the same are hereby authorized and appropriated.
BE IT FURTHER RESOLVED. That this Resolution shall become effective as of the first
day of October, A. D. 1957.

an industrial tracior with combination backhoe and f font-end loader attachment, and after

to authorize the City Manager to prepare specifications and advertise for bl~s to furnish
said equipment.
Letter ne~t submitted from ~he City Manager to Nv. John Kennedy, Jr. polntiu g out
the necessity of r~moving his boat sunken at the City Pier. The City Manager reported that
Mr. Kennedy was progressing with this work and hoped to have the boa~ removed in ~wo weeks.
Letter next submitted-from John A. Burton IV, Architec~ for the Civic Cent er, Fire
Station No. 2, and Swimming Pool, settirgforth a balance of $6,200.00 for architectural fees
for ~hese three prgJeots and requesting payment. Commissioner Bcot~ s~ated that in view
that the construction had not been completed he would favor following the terms agreed to in
~he contract and pay in proportion to the work completed.
Commissioner Higginbo~ham moved, that in consideration of the extra work performed
by Mr. Burton and of his guarantee of adequate supervision throughout the construc$ion of
these ~hree projects, to auZhorize payment of the $6,200.00 balance of architect fee~ for the
completion of these projects. ~econded by Commissioner Warner, and upon roll call of the
commission the vote stands:

City Manager reported that the Seminole County Health De..mmrtment had informed him
there were violations of the City Ordinance contvolllng inspection of meat offered for sale
within the City, and that the County Health Department was attemtping to eliminate this
situation.
On mo~ion of Commissioner Wilson, seconded by Commissioner Higginbotham, 'and carried,
City Attorney W. C; Hutchison, Jr., and City Clerk H. N. Bayer authorized access to Safe
Deposit box No. 177 in Sanford Atlantic National Bark.
On mo~ion of Commissioner Hlgginbotham, seconded by Commission.'e~ Warner and carried,
the Commission next authorized a Quit Claim Deed from the City to George A. and Lida O.Btlne
