The City Commission of the City of Sanford, Florida met in regular session at the City
Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on August ll, 1958.

The meeting was called to order by the Chairman.
James B. Gut, Commander of the Veterans of Foreign Wars, Next appeared regarding the
property located on highway 17-92 and adjacent to American Legion property, said property
having been conveyed to ~his organization by the City, with a clause in the deed reverting
the ownership for fsillure to construct a building thereon and maintai, n it as a Club House f or
a period of five years. Mr. Gut stated his organization had constructed a building, but now
found itself in a financial situation whereby it could not meet its obligation to pay for the
building materials in an amount of approximately $6,000.00 and was in a position of losing the
property through foreclosure to satisfy these debts. He then requested that the City allow
the American Legion to take title to this property and assume the aforesaid obligations.
Denver Cordell, spo.kesman for the American Legion, next appeared, station that the
American Legion was in a position to pay the debts now existing on the aforementioned property
of approximately $6,000.00, and in return for said action, would request the Commission to
deed the property to his organization without the reverter clause, and the American Legion woul
consider waiving the balance of ~he 99-year lease now existing from the City on the property
located on the BE corner of myrtle Avenue and Seminole Blvd., on which the Legion Hut is
located.
After discussion, moved by Commissioner Higginbotham that if the American Legion would
waive the balance of the 99-year lease on the Legion Hut property and convey title of the
building to the City, that the City will convey the title to the prope.rty aforementioned on
highway 17-92 without the reverter clause to the American Leg~on, and City would also authorize
the use of the American Legion Hut on Seminole Boulevard by the Veterans of Foreign Wars on
a yearly lease basis. Seconded by Commissioner Brown and carried.
The City Manager next submitted the following tabulation of bids which were opened
publicly at 2:00 o'clock P. M. August 7, 1958, for furnishing a semiactuated time signal to
be installed at the corner of 20th Street & French Avenue, in accordance with the specification~
in the invitation for bids published in the Sanford Herald on July 24, 1958.

Automatic Signal Division 736.70 (incomplete)
After dl. scussion, and on recommendation of the City Manager, Commissioner Higginbotham
moved the acceptance of the bid or, Ward Engineering Company to furnish the aforementioned
equipment in the amount of $2,069.94, and to transfer funds in the amount of $2,170.00 l~om
account #8150 - Contingency to Account #8044 - Traffic Signals, Repairs & Extensions.
After consideration and on moticnof Commissioner Higginbotham, seconded by Commissioner
Wilson and carried, the Commission authorized a transfer of $150.00 from Account #8150 - Con-
tingency to Account 2257 - Police Schools & Training, to supplement funds to send 2 officers
to Police School at the University of Tennessee.

AND ABANDONING THAT CERTAIN EAST-WEST ALLEY LYING SOUTH OF 18th
STREET AND NORTH OF 19th. STREET AND EXTENDING BETWEEN SANFORD
AVENUE AND PALMETTO AVENUE IN THE CITY OF SANFORD, FLORIDA.
and same was placed on its first reading and .read in full.
Commissioner Higginbotham then moved the waiver of the requirement of the second
reading of said Ordinance No. 650, and t,h~t, same be placed on final passage and adoption.
Seconded by Commissioner Gatchel and. carnied..
Thereupon the question recurred upon .the waiver of the second reading, the roll was
called and the vote stands as follows:.

Said Ordinance No. 650 was then placed on its final passage and adoption, the roll was

Thereupon'the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 650, entitled:

AND ABANDONING THAT CERTAIN EAST-WEST ALLEY LYING SOUTH OF 18th

SECTION 18-57 THEREOF, AS AMENDED, THE CODE OF THE CITY OF SANFORD,
FLORIDA 1954, ENTITLED TRAIl.ERS --TO BE PARKED ONLY IN TRAILER
PARKS: EXCEPTIONS.
On motion of Commissioner Higginbotham, seconded by Commissioner Gatchel and carried,
current invoices and payrolls next apProved, as evidenced, by. General Fund Sanford Atlantic

Public Projects Banford Atlantic National Bank Vouchers No. 109 th~u 113.
After consi:deration, moved by Commissioner Gatchel, seconded by Commissioner Brown
and carried, to authorize the Mayor and Deputy City Clerk to execute a corrected deed to
Brailey Odham for the 55 Acres of land on ~17L92 highway for which the City has been paid the
amount of $27,500.00.
After corsideration, moved by Commissioner Higginbotham, seconded by Commissioner
Brown and carried, that in orde/- for an o~ganization to utilize the abutting property, the
Commission would permit the West curbir~ 6f Railroad Avenue to be broken for a maximum of
60 feet between islands,
After lengthy discussion relative to enforcing the Q~inance prohibiting the erection
of signs on streets, parkways and other public property., moved by Commissioner Gatchel,
seconded by Commissioner Wilson and carried, that action be tabled, pending further study
and consideration.
There being no further business the meeting adjourned.
