Williams The meeting was called to order by the Chairman. l"'- i The first order of business betng a Public Hearing to consider rezoning the property as proposed and des cri bed in the following legal "Notice" published in the Sanford Herald on January 21, 1959: NOTICE OF PUBLIC HEARIN1 ON PRbPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. / Notice is hereby given that a Public Hearing will be held at the Comm1ssion Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. February 9, 1959, to consider the following changes and amendmants to the Zoning Ordinance of the City of Sanford, Florida: The property zoned in District R-2 (Multiple-Family), located on the West side of Pecan Avenue between Fifth and Sixth Streets, is proposed to be changed to C-2 (Commercial-Industrial) District. Said property being more particularly described as follows: Block 7, Tier 14, E. R. Traffords Map of Sanford All parties in interest and citizens shall have an opportunity to be heard at said hearing. By order of the Ci ty Commission of the Ci ty of Sanford, Florida, this 12th day of January, 1959 ~ s/ H. N. Tamm, Jr., As Acting City Clerk of the City of Sanford, Florida The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against re~oning the property as proposed and described in the foregoing notice. There being no objections 'registered, Commission er Higginbotham moved tha t the property described be rezoned as advertised. Seconded by Commissioner Bro~~ and carried. Commissioner Brown next introduced Ordinance No. 668, entitled: AN ORDINANCE OF THE CITY OF SANFORD, "FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID OR- DINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN ilJI'I'HIN THE CITY OF SA~WORD, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY IN DISTRICT R-2 MULTIPLE FAMILY RESIDE~~IAL DIS- TRICT TO DISTRICT C-2 COMMERCIAL INDUSTRIAL DISTRICT IN SAID CITY . / I""'""'" : and same was placed on first reading and read in full. Commissioner Brown then moved the waiver of the requirement of the second reading of Ordinance No. 668, and that same be placed on final passage am, adoption. J.I!C., V.UCiIlUU, .r lOClua Commiss icner It II It It Wilson Baker Brown Higg-inhotham Warner Yea Yea Yea Yea Yea Thereupon the Chairman announced tha t the City Commissi'11 of the Ci ty of Sanford, Florida, by unanimcus. vote had passed and adopted said Ordinance No. 668, entitled: AN ORDINANCE OF THE CI'l'Y OF SANFOHD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AME~mED, SAID OR- DINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY IN DISTRICT R-2 MULTIPLE FAMILY RESI- DENTIAL DISTRICT TO DISTRICT C-2 CO~1ERCIAL INDUSTRIAL DISTRICT IN SAID CITY. P. R. Rieboldt, next presented an outline of the proposed structures and operation of boat facilities at the band shell and pier. After considerable discussion of questionable appearance and desirability of this type of operation at this particular location, the Commission refused to approve any lease agreement. " D. H. MacGillis, representative of t he Sanford Boat & 'Ski Club, next appeared, request- ing permiss ion to use the bandshell pier and to block off from traffic Seminole Boulevard from Park Avenue to Palmetto Avenue to'fa~ilitate the St. Johns River Outboard Marathon Race starting from Sanford on May 2, 1959. After discussion and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, permission was granted, provided that the Boat & Ski Club would be re- sponsible for any damages to City property and also for cilieaning up after the event, and authorized the City Manager cooperate with this project i^!here possible. The Commission the proceeded to further discuss the participation of fri~e area residents in the Ci ty's recreation program and on motion of Commissic:n er Baker, seconded by Commissioner Higginbotham and carried, the Commission approved making the program avail- able idthout charge for these individuals for the balance of the current fiscal year, how- ever, stipulated that this would not be avaiJable next year. W. W. Johns next appeared to request the suspension of the balance of 19 days straight time of a sentence of 40 days straight time for his son Robert Buford Johns. On recommendation of Judge E. A. Oliff and on motion of Commlssioner Higginb otham, seconded by Commissioner Brown and carried, the Commission authorized the suspension of the balance of straight time on the payment of cash fire s and costs of $254.00 in docket cases ~ number 60441 and 60442, tried in the Municipal Oourt on January 19, 1959. Commissioner Warner next introduced Ordinance No. 669, entitled: AN ORDINANOE OF THE CITY OF SANFORD, FLORIDA AMENDING SECTION 19-42 CHAPTER 191 ~BE CODE OF THE CITY OF SAN- FORD, FLORIDA, 1954, SAID SECTION PROVIDING FOR DRAIN- AGE OF ROOFS, PAVED AREAS>' YARDSr, COURTS AND COURTYARDS, SAID AMENDMENT PROHIBITING DRAINAGE OF GROUND WATER INTO STREET GUTTERS. and same was placed on first reading and read in full. I i R-l (Single Family) to R-2 (Multiple Family) the East one-half block and West one-half Block on Elm Avenue from 6th Street to 13th Street, and on motion of Commissioner Warner, seconded by Oommissioner Brown and carried, the Commissi on authorized a IIpublic Hearingll to be held on March 23, 1959, to consider said action. On motion of Commissioner Warner, seconded by Commissioner Bravo and carried, current invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic National Bank Vouchers No. 4020 thru 4175, General Fund Florida State Bank Vouchers Nos. 2225 thru 2273, and Water & Sewer Sanford Atlantic National Bank Vouchers Nos 303 thru 307. On motion of Commisstoner Higginbotham, seoonded by Commisstoner Warner and carried, minutes of regular meetings of Decembe~ 22, 1958 and January 6, 1959, approved. The City Manager reported that, Steph James, laborer in the Utility Department, was now ent irely cripDled and unable to carryon his work, after 32i years of con tinuous service to the City. ~ In consideration of his service and on motion of Commissioner Higginbotha, seconded by Commissioner Brown and carried, the Commission authorized a retirement pension to Steph ,// James of $15.00 per week for life. After consideration and on motion of Commissimer Brown, seconded by Commissianer Warner and carried, the Commission authorized reclassification of H. N. Tamm, Jr., Director of Finance, from salary classification 25-C to 27-B at $6,189.00 per year. After consideration and on motion of Commissioner Baker, seconded by Commissioner Brown and carried, Mrs. Rosa M. Rotundo was appointed Assistant Director of Finance to serve a probationary period of one year, and w~s authorized a salary classification of 25-lB, at $5,443.00 per year. After consideration, moved by Commissioner Warner, seconded by Commissioner Higgin- botham and carried, authorizing a schedule of street resurfacing as follows: r- 1. Palmetto Avenue; 2nd to 9th Streets 859 tons $6,768.92 2. w 3rd Street - French Ave to Elm Ave 112 tons Elm Ave to Oak Ave 179 tons Oak Ave to Park Ave 51 tons Contingency - $882.56 1,410.52 409.76 - ~~ ---. ...-j 2,702.84 528.24 - i : $10,000.00 Request next submitted from Lamar Smith, 512 Magnolia Avenue, for reimbursement of expenses of $12.00 for attending a Chiropractor for treatment as a result of falling on the sidewalk, and after consideration, and on motion of Commissioner Higginbotha, seconded by Commissioner Warner and carried, the request was denied. 477 ~, ~' / ,,/ /' . M. 19 59 IS Ice 1 a The City Manager reported that Mrs. Randall Ohase had requested ~rmission for 21 Girl Scouts to a S8ume offices of Ci ty Officials for one hour on March 16, 1959, and on motion of Commissioner, seconded by Commissfoner Warner and carried, request wa~ authorized. After consideration, moved by Commissioner Higginbotha, seconded by Commissioner Warner and carried, authorizing the installation of additional draperies at the Civic Center at a cost of $812.25.
