The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 13, 1959.

The meeting was called to order by the Chairman.
On motion of Commissioner Higginbotham, seconded by Commissioner Brown and

V carried, the Commission designated Crooms Academy as an area for consideration for annexation.
Commissioner Higginbotham next introduced Ordinance No. 677, entitled:

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted sa~d Ordinance No. 683, entitled:

TO AND INCLUDING HITHIN THE CORPORATE AREA OF THE CITY
OF SANFORD, FLORIDA, , THE AREA KNOHN AS CROOMS
ACADEMY, ACCORDING TO THE PUBLIC RECORDS OF SEMINOLE
COUNTY, FLORIDA, AND MORE PARTICULARLY DESCRIBED
HEREINAFTER; PROVIDING AN EFFECTIVE DATE FOR SAID
ANI'TEXATION AND FOR THE RIGHTS AND PRIVILEGES FOR CITIZEN-
SHIP IN THE CITY OF SANFORD, FLORIDA.
Moved by Commissioner Higginbotham, seconded by Commissioner Warner and carried, to
waive for the period of June 15 to July 15, the 30% additional Water & Sewer Charge for
v// non-resident customers annexed to the City on July 13, 1959.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried,
the Commission waived the fee for Occupation Licenses and Examinations until October 1,
1959, for areas annexed on July 13, 1959.
Request next submitted from Huston McArthur, Osteen Bridge, for permit to operate a
taxi stand, and on motion of Commissioner Higginbotham, seconded by Commissioner Warner and
carried, the request was denied.
Offer next submitted by George Andrew Speer to purchase Block C, Marvania Second
Section, for sum of $100.00, and on motion of Commissioner Higginbotham, seconded by Comm.,
Warner and carried, the offer was accepted and the Mayor and City Clerk were authorized to
~' execute deed for same.
Request next submitted from Sam Williams, 412 Sanford Avenue, for permit to sell
beer and, wine, for consumption on premises, and on motion of Commissioner Higginbotham,
..,/' seconded by Commissioner ~varner and carried, the request was denied.
Request next submitted for street light at 4th Street and Chapman Avenue, and on
motion of Commissioner Warner, seconded by Com,missioner Baker and carried, same was ap-
/ proved on recommendation of the City Manager.
Request next submitted from Joe Gazil for City to abandon and vacate Shepherd Ave.,
north of 13th Street~\) its intersection with the old Atlantic Coast Line Railroad right-of-
way, and on motion of Commissioner Higginbotha~, seconded by Commissioner Warner and
carried, the Commission authorized a Public Hearing to be held on August 10, 1959, to con-

sider same.
Consideration next given to possible additional control over tatoo artists, and on
motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried over the
dissenting vote of Commissioner Brown, the Commission declined to adopt further regulations.
On motion of Commissioner Baker, seconded by Commissioner Warner and carried, the
Commission authorized transfers of funds as follows:
Police Acc't No. 2202 Gas & Oil $135.00
To - Acc't No. 2212 Furn, Fix & Equip.
Street Acc't No. 4725 Street Materials $2,500.00
To - Acc"' t No. 4728 Street Signs
On motion of Commissioner Baker, seconded by Commission~r Higginbotham a.nd carried,
Building Inspector M. A. Yelvington was transferred to sala.ry calssifica.tion 25-1C, at an
annual salary of $5,762.00.

National Bank Vouchers Nos. 1.j.726 thru 4876, General Fund Florida State Bank Vouchers 2468
thru 2537, and \vater & Sewer Sanford Atlantic National Bank Voucher Nos 330 thru 340.

On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried,
minutes of regular meeting of April 27, Adjourned Regular meeting of May 4, Regular Meetings
of May 11, May 25, June 8, and June 22, 1959, next approved.
Request next submitted for street light at 16th Street and Roundtree Avenue, and on
motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, same was

approved on recommendation of the City Manager.
Request next submitted by Wm. H. & Inez Cook, 2617 Orlando Drive for permit to sell
beer and wine for consumption on premises, and on motion of Commissioner Higginbotham,
seconded by Commissioner Warner and carried, same was approved on recommendation of the Chief
of Police.
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
the one half block west of French Avenue in Druid Park Replat was designated as an area for
consideration for annexation.
