The Oi ty Commission of the City of Sanford, met in regular session at the City Hall
in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 14, 1959.

The meeting was called to order by the Chairman.
The first order of business being a Public Hearing to consider vacating, closing and
abandoning a portion of a certain alley in accordance with the following notice published in
the Sanford Herald on August 21, 1959.

You will take notice that the City Commission of the City of SanfOrd, Florida, at
8:00 o'clock P. M. pm September 14, 1959, in the City Commissioners' Room at the City Hall in
the City of Sanford, will consider and determine whether or not the City w111 close, vacate
and abandon any right of the City and the public in and to that certain alley hereinafter
described, to-wit:
The Westerly 117 feet of that certain east-west
alley between Myrtle Avenue and Elm Avenue and
First and Commercial Streets.
Persons interested may appear and be heard at the time and place above spee1fted.

The Chairman then announced that the Commission would be glad to hear from anyone
in favor of, or against closing, vacating and abandoning the alley as described in the fore... ./'

E. E. Shinholser, Attorney, next appeared in favor of the closing.
There being no objections registered, Commissioner Warner moved that that portion
of said alley be vacated, closed and abandoned as advertised. Seconded by Commissioner Baker
and carried.

The Chairman then announced that' the Commission would be glad to hear from anyone
in favor of, or against closing, vacating and abandoning the alley as described in the fore-
going notice.
There being no objections registered, Commissioner Higginbotham moved that that
portion of said alley be vacated, closed and abandoned as advertised, provided that the
petitioner deposit sufficient sums to relocate said sewer around said portion of alley.
Seconded by Commissioner Brown and carried.

AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCES OF THE CITY OF SANFORD, FLA.
Notice is hereby given that a Public He~ring will be held at the Commission Room
in the City Hall in the City of Sanford, Floridap at 8:00 o'clock P. M. September 14, 1959,
to considet-"the following changes and amendments to the Zoning Ordinance of the City of
Sanford, Florida.
(a) The property looated on the west side of Roosevelt Avenue between
Thirteenth Street and McCraoken Road is proposed to be zoned R-3
(Single-Family District). Said property being more particularly
described as Lots 2, 3 and 4, Dixie Subdivision and Lot 93, M. M.
Smith's Subdivision.

The property located on the east side of French Avenue between
26th and 27th Streets is proposed to be zoned R-IB (Single-family)
District. Said property being more particularly described as .
Lots 413 through 484 and Lots 514, 616, 518, 520, 522, 524, 526,528
530 and 532, all in F. L. Woodruff's Subdivision, and all of Pine-
crest Heights Replat.
The property located on the east side of Orlando Drive (U S Hi-
way 17-92) and between 26th and 2~th Streets is proposed to be
zoned C-l (Commercial-Retail District). Said property being
more particularly described as all of Blocks 16 and 17, Dream-
wold Subdivision, and lots 510, 511, 512, 513, 515, 517, 519,
521, 523, 525, 527, 529 and 531, all in F. L. Woodruff's Sub-
di vi sion.

The property located on the south side of 27th Street between
French Avenue and Oak Avenue extended is proposed to be zoned
R-I (Single-Family) District. Said property ,being more par-
ticularly desoribed as Government Lot 2, of ~ection 1, Town-
ship 20 South, Ranu;e 30 East, and all of the SEt of Section 1,
Township 20 South, Range 30 East, West of the East line of the
Sanford Grant, less the South 1165.86 feet beginning at a point
722.54 feet south of the NW corner of ' said 1/4 section.
All property located in subdivisions platted as South Pinecrest
and South Pinecrest First Addition is proposed to be zoned R-IB
(Single-Family Distriot)
To provide that the side yard requirement for property in zone
R-IB (Single-family District) shall be seven and one-half (7!)
feet instead of the present ten (10) Feet.
All parties in interest and citizen$ shall have an opportunity to be heard at said
hearing.

There being no objections registered, Commissioner Brown moved that the property
described in paragraph (a) be zoned as advertised. Seconded by Commissioner Higginbotham and
carried.

in favor of, or against zoning the property as proposed and described in paragraph (b) in
the foregoing notice.
There being no objections registered, Commissioner Higginbotham moved that the prop-
erty described in paragraph (b) be zoned as advertised, except deleting lots 451, 453, 455,
457 and 459, all in F. L. Woodruff's Subdivision. Seconded by Commissioner Brown and carried.
The Chairman then announced that the Commission would be glad to hear from anyone
in favor of, or against zoning the property as proposed and described in paragraphs (c) and
(d) in the foregoing notice.
There being no objections registered, Commissioner Higginbotham moved that the
property described in paragraphs (c) and (d) be zoned as advertised. Seconded by Commissioner ~-
Brown and carried.

The Chairman then announced that the Commission would be glad to hear from anyone
in favor of, or against zoning the property as proposed and described in paragraph (e) in
the foregoing notice.
There being no objections registered, Commissioner Brown moved that the property
described in paragraph (e) be zoned as advertised. Seconded by Commissioner Higginbotham and
carried.
The Chairman then announced that the Commission would be glad to hear from anyone
in favor of, or against the proposed changes in zoning regulations as proposed and described
in paragraph (f) in the foregoing notice.

After discussion and on motion of Commissioner Brown, seconded by Commissioner
Baker and carried, the proposed changes as described in paragraph (f) were referred to the
Zoning and Planning Commission for their further conside~tion.
Lilly Harris, 1104 Pine Avenue, next appeared to request renewal of taxi permit
and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, same
was approved on recommendation of Police Chief Williams.
Request next submitted by Mrs. Ruby Ginder, d/b/a M & R Bar & Package Store, at
2603 Orlando Highway, and on motion of Commissioner Brown, seconded by Commissioner Baker
and carried, same was approved on recommendation of Police Chief Williams.
Request next submitted by Mrs. Jane Sinko, d/b/a Sinko's T~~ern, for permit to sell
beer and wines, for consumption on premises, at 2605 Orlando Drive, and on motion of Com-
missioner Higginbotham, seconded by Commissioner Baker and carried, same was approved on
recommendation of Police Chief Williams.

On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
the City Attorney was authorized to notify the Food Fair Store, 2474 Park Avenue, to comply
with the City Zoning Code, Section 16, paragraph a, pertaining to a required wall preventing
headlights from shining in windows of adjacent residences.

ATE AREA OF THE CITY OF SANFORD, FLORIDA, THE
AREA KNOWN AS SOUTH PINECREST SECOND ADDITION,
ACCORDING TO THE PUBLIC RECORDS OF SEMINOLE
COUNTY, FLORIDA, AND MORE PARTICULARLY DES-
CRIBED HEREINAFTER; providing an effective date
FOR SAID AN~mXATION AND FOR THE RIGHTS AND PRI-
VILEGES FOR CITIZENSHIP IN THE CITY OF SANFORD,
FLORIDA.

ing and falling on East First Street, and on motion of Commission Brown, seconded by Com-

Recommendations next submitted from the Zoning and Planning Commission as follows:
1. Establish a District RI-C (Single-family), said District to
have same requirements as District RI-B except, minimum lot
size of 6,500 square feet and minimum side yard requir~ment

On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried,
current invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic
National Bank Vouchers Nos. 5035 thru 5187, General Fund Florida State Bank Vouchers Nos.
~?~1 thru 2575 and 2626 thru:2650, and Water & Sewer Sanford Atlantic National Bank Nos.
342 thru 35.5.
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
a transfer of $1,150.00 was authorized from account #8150 Contingency to account #8078
~. General Sanford Memorial Library in the proposed budget of 1959-60.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and
carried, the Commission, to further evidence the continued cooperation of the City with
the County, approved to waive the $3,000.00 and any other sums currently due to the City
from the County in joint participation in the Goldsboro Recreational Area and to relieve
the County of any future sUms due as a result of an agreement for joint participation,
provided however, 'that the County will relinquish any claim to any improvements by the City
at the Goldsboro Recreational Area and further to agree for the City to work directly and
singly with the School Board for maintenance and supervision of the Goldsboro Recrational
Area, and:,a1so provided that the County Commission will further agree to install ,a drainage
pipe from the proposed reconstructed area of Sanford Avenue to the City maintained drainage

~ conduit in the vicinity of 24th Place.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and
carried, the Mayor and City Clerk were authorized to execute a Quit Claim Deed to Lowell E.
Ozier and Laura V. Ozier, for that portion of Lots 108 and 109, Rose Court, located 16i ft
north of center line of 20th Street, said deed to clarify the intent of that certain Quit
~. Claim Deed from the City to Mrs. Ada H Newman dated November 12, 1956.

concerning the above named defendant, and prisoner.
Due to the facts brought out in this letter, I recommend that the
sentence be suspended and the prisoner released from custody.
