The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 28, 1959.

The meeting was called to order by the Chairman.
Mr. Roy Mann, Vic~~President of Sanford Atlantic National Bank, next appeared and
stated that his employer had purchased the property across the alley and south of their
present property, and was requesting the Commiss~on to approve plans to construct an exten-
sion of the present building across said alley allowing a minimum clearance of 14 feet, also
to designate said alley as one-way traffic from west to east.
After consideration and on motion of Commissioner Higginbotham, seconded by Comm.,
Brown and carried, the Commission a.pproved construction across aforesaid alley, upon com-
pliance with the Building Code, and designated said alley for one-way traffic from west to
,/ east.
Porter Lansing, owner of Lots 58, 60, 62 and 64, F. L. Woodruff's Subdivision,
on Sanford Avenue between 25th and 26th Streets, next appeared to request said property to
be rezoned to Commercial District, and on motion of Commissioner Brown, seconded by Comm.,
Baker and carried, said request was referred to the Zoning and Planning Commission for

further consideration.
T. F. Crews, 2820 Palmetto Avenue, next appeared to request water service, and
on motion of Commissioner Brown, seconded by Commissioner Baker and ca.rried, same was denied
due to the number of customers already being serviced by this small line.
Volie A. Williams, Jr., Circuit Judge, next appeared, and pointed out the re-
sponsibility of the parents in permitting a person under 16 years of age to operate a
vehicle without a fully licensed operator in the automobile.
After consideration and on motion of Commissioner Brown, seconded by Commissioner
Warner and carried, the City Attorney was authorized to prepare a parental responsibility

ordinance.
Municipal Judge E A Olliff, next appeared and recommended that the sentence be
suspended and fine refunded in case No. 60)65, David Osborne Cerosoli, and on motion by
v~ Commissioner Higginbotham, seconded by Commissioner Brown and carried, same was approved.
Plat of Restlawn Cemetery next submitted, and on motion of Commissioner Warner,
seconded by Commissioner Brown and carried, same was approved, contingent upon approval of

the Planning and Zoning Commission.
On motion of Commissioner Higginbotham, seconded by Commissioner Brown and
,; carried, San Sem Knolls, First Addition, was designated as an a.nnexation area.
Statement next submitted from Commercial Testing and Research Laboratories in
amount of $400.00 for making 16 tests from the wells closed by order of the State Board of
Health due to cyanide content caused by from wastes of Allen-Orlando, Inc. dumped near
these wells.
After consideration, moved by Commissioner Bro'wn, seconded by Commissioner

After further discussion and on motion of Commissioner Brown, seconded by Commission r
Baker and carried, the City Manager was authorized to put back into service the three wells
and to have tests made weekly for a six months period, and to bill Allen-Orlando, Inc., for

Consideration next given to resolution authorized under date of August 24, to the
State Road Department pertaining to drainage of South Sanford Avenue, and due to special
meeting covering same subject held on September 10, 1959, it was the unanimous opinion of
the Commission to withhold the resolution.
Commissioner Brown next introduced Resolution No. 92rh and after being read in
full, moved its passage and adoption. Seconded by Commissioner Higginbotham and carried by
the following vote of the Commission:

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
APPROPRIATING UNEXPENDED CASH SURPLUS ON HAND
AT'THE END OF THE FISCAL YEAR 1958-1959 TO THE
DEPARTMENT OF GENERAL GOVERNMENT OF SAID CITY
FOR THE FISCAL YEAR 1959-1960 FOR USE FOR THE
ORDINARY PURPOSES IN OPERATING EXPENSES OF SAID
CITY.

WHEREAS, The City Commission of the City of Sanford, Florida, deems it necessary
expedient, and for the best interest of said City that any unexpended cash surplus as of Septe -
ber )0, 1959, of the operating revenues of said City for the fiscal year 1958-1959, be ap-
propriated for the ordinary purposes and operating expenses of said City in the budget for
the fiscal year 1959-1960.
NOW THEREFORE, BE IT RESOLVED By the City Commission of the City of Sanford,
Florida, that any unexpended cash surplus as of September )0, 1959, of operating revenues
of mid City for the fiscal year 1958-1959 be and the same is hereby' appropriated to the
Department of General Government of said City for the ordinary purposes and operating
expenses of said City for the fiscal year 1959-1960, and said cash surplus shall be incor-
porated in the budget of revenues and expenditures of said City for said fiscal year 1959-
1960 for the ordinary purposes and operating expenses of said City.
BE IT FURTHER RESOLVED That this Resolution shall become effecti veas of the first ~.

Said Resolution No. 922 being as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SANFORD, FLORIDA, ADOPTING A BUDGET OF REVENUES AND
EXPENDITURES FOR THE CITY OF SANFORD, FLORIDA FOR
THE FISCAL YEAR BEGINNING OCTOBER 1, 1959 and END-
ING SEPTEMBER 30, 1990.
WHEREAS, In accordance with Section 62 of the Charter of the City of Sanford, Florida
the City Manager of the City of Sanford, Florida has made and submitted to the City Commission
of the City of Sanford, Florida an estimate for budget of revenues and expenditures of the
City of Sanford, Florida for the fiscal year beginning October 1, 1959, and ending September
30, 1960, such estimate or budget having been made with particUlar application to the various
departments of the City, a true copy of which is hereto attached and by reference made a part
of this Resolution, and
WHEREAS, Each and every item contained and set forth in said budget prepared by the
City Manager has been carefully considered by this Commission.
NOW THEREFORE, BE IT RESOLVED By the City Commission of the City of Sanford, Florida
that said budget as prepared and submitted by the City Manager to the City Commission be, and
the same is hereby adopted as the budget of the City of Sanford, Florida for the fiscal year
beginning October 1, 1959 and ending September 30, 19~O
BE IT FURTHER RESOLVED That upon collection of any revenues of said City, the City

Clerk shall allocate from each dollar collected and received, the several amounts to the
respective funds for purposes for which the same are hereby authorized and appropriated.
BE IT FURTHER RESOLVED that this Resolution shall become effective as of the
first day of October, A. D. 1959.

The City Manager reported that the electrician doing work on Country Club Manor
subdivision had been unable to passra qualifying examination, and on motion of Commissioner
Higginbotham. seconded by Commissioner Baker and carried, to permit said electrician to
continue work on these houses only, provided the workmanship meets the City Code.
On motion of Commissioner Higginbotham. seconded by Commissioner Warner and
carried, the City Manager was authorized to negotiate a lease "with Atlantic Coast Line Rail-
road Company for use of water line from 13th Street, south to Lake Jennie.
On motion of Commissioner Higginbotha~, seconded by Commissioner Warner and carried
City Attorney Wm. C. Hutchison, Jr. and City Clerk H N Tamm Jr., were authorized access to
Safe deposit box No. 177 in Sanford Atlantic National Bank.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried,
one street light was authorized to be installed on Elm Avenue betwee~ Orlando Hi-way. on
/ recommendation of the City Manager.
Recommendation next submitted from the Zoning and Planning Commission as follows:
(a) The property located on the east side of French Avenue between 26th Street
and 27th Street, to be rezoned R-IC (Single-fami ly Dist rict).
(b) All property located in South Pinecrest and South Pinecrest First Addition to
be rezoned R-IC (Single-family District).
After consideration and by unanimous vote. the CommisSbn approved to hold a
Public Hearing on October 26. 1959, to consider same.
