The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on November 23, 1959.

The meeting was called to order by the Chairman.
The first order of business being a Public Hearing to consider rezoning the
property as proposed and described in the following legal "Notice" published in the Sanford
Herald on November 5, 1959.
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES
OF THE ZONING ORDINANCES OF 'J.1HE CITY OF SANFORD,
FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Commission Room
in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. November 23, 1959,
to consider the following changes and amendments to the Zoning Ordinance of the City of
Sanford, Florida.
The property located on the North and South sides of First Street between French
Avenue and Cedar Avenue is proposed to be rezoned C-l (Commercial-Retail) District. Said

property being more particularly described as:
Lots 6, 7, and 8 Block 2, Tier 9; Lots 3, 4 and
5, Block 3, Tier 9, Lots 6 through 10, Block 2,
Tier 10; Lots 1 through 5, Block 3, Tier 10; Lots
1 through 5, Block 3, Tier 11, E. R. Trafford's
Map of Sanford.
All parties in interest and citizens shall have an opportunity to be heard at said
hearing.
By order of the City Commission of the City of Sanford, Florida, this 26th day
of October, 1959.

The Chairman then announced that the Commission would be glad to hear from anyone
in favor of, or against the zoning as proposed and described in the foregoing notice.
There being no objections registered, Commissioner Higginbotham moved that the
property described be rezoned as advertised. Seconded by Commissioner Brown and carried.

Mrs. Camilla Bruce, County Supervisor of Registration, next appeared to discuss
the advantages of combined County and City registration rolls and voting polls. No figures
were available, however Mrs.Bruce stated that in both Orange and Volusia County, municipal

and county rolls were combined, with just a nominal cost to the municipalities.
The City Attorney stated that .it would be necessary to have the City Charter amended
by the State Legislation before such action could be taken.
The Commission then agreed to further study the proposal prior to the State Legis-
lation reconvening in 1961.
Harold Hutchens, General Manager of Phillips Construction Company, developers of
Lake Minnie Estates on Lake Nary Boulevard west of Route 17-92, requested permission to con-
nect their proposed sewer system for approximately 190 homes, to the City system, and on motio

Mrs. S. C~ Dickers~, representative of the Sanford Garden Club, next appeared, to
outline plans to hold the State Flower Show in Sanford in December, 1960, and offered sug-
~' gestions to make the City more presentable.
John Krider, Chairman of the Seminole County Commission, next appeared to report
that bids had been received for reconstructing South Sanford Avenue, and the low bid combined
with the costs of right-of-way would exce~d the allocated funds of $333,500.00, and further
requested the City to proceed with the authorized resolution to permit the State Road Departme t
to connect with the City drainage 60nduit north of 25th Street, and same was approved.
Request next submitted for the City to participate in costs of installing an 8"
sanitary sewer on property of the State Farmers Market, and on motion of Commissioner Higgin-
/ botham, seconded by Commissioner Baker and carried, same was denied.
The City Manager reported that the Sanford Housing Authority has been instructed
by the regional offices rot to pay the City Utility Tax on \later, .however, clarification by
congressional action now allows payment of the City Refuse and Sewer fees, and on motion of
Commissioner Higginbotham, seconded by Commissioner Warner and carried, the Housing Authority
was authorized to be billed on same basis as other individuals as provided by ordinances regu-
vi lating refuse and sewer fees.
Request next submitted for street light to be installed at Shrine Club on Lee Ave.,
and on motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried,
same was approved
Request next submitted for street light to be installed at 7th St. and Pecan Ave.,
and on motion of Commissioner Higginbotham, seconded by Commissioner Harner and carried, same
~ was approved.
Moved by Commissioner Brown, seconded by Commissioner Higginbotham and carried, the
City Attorney was authopized to prepare an ordinance recinding Ordinance No. 695, and. ap-
proved a Public Hearing to be held on December 28, 1959, to consider zoning recommended by
the Zoning & Planning Commission as follows:
(a) Lots, 413, 415, 417, 419, 421, 423, 425, 427, 429, 431, 433,
435, 437, 439, 441, 443, 445, 447,449, 461 through 484 in-
clusive; and lots 514, 516, 518, 520, 522, 524, 526, 528,
530, 532," all of F. L. Woodruff's Subdivision.
(b) All of Pinecrest Heights Replat.
(c) All of South Pinecrest.
(d) All of South Pinecrest First Addition.
(e) All of South Pinecrest Second Addition.
(f) All of South Pinecrest Third Addition.

(g) All of South Pinecrest Fourth Addition.
(h) All the following described territory, to-wit:
"Beginning at the point of intersection of the North right-of-way
line of 20th Street and the present westerly city limits of San-
ford, Florida, running thence westerly along said North right-of-
way line of 20th Street and its extension to the Easterly right-
of-way line of the old Atlantic Coast Line Railroad Company right-
of-way, thence Southwesterly along said Easterly right-of-way
line to the center line of the Country Club Road, thence Westerly
along said center line to the center line of the Old Lake Mary
Road, thence Southerly along said center line of the Old Lake Mary
Road to the center line of 25th Street extended, thence Easterly
along said center line of 25th Street and its extension to present
Sanford city limits, thence Northerly along said present city
limits line to the point of beginning; Less the area bounded on
the North by Country Club Road, and on the South by 25th (Geneva)

Commissioner Higginbotham then moved the waiver of the requirement of the second
reading of Ordinance No. 700, and that same be placed on its final passage and adoption.

Commissioner Brown next introduced Ordinance No. 701, entitled:

On motion of Commissioner Higginbotham, seconded by Commissioner Warner and
V/ carried, minutes of regular meetings of October 26 and November 9, and Special Meeting of
November 4, 1959, next approved.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and
carried, contribution of $100,00 was authorized to the City of Sanford Firemen's Benefit
Fund from the Contingency Fund.
There being no further business the meeting adjourned.
