The City Commission of the City of Sanford, FlOrida, met in adjourned regular session
at the Cigy Hall in the City of::;Safifor~, Florida at 2:00 o'clock P. M. September 2, 1960.
Present: Commissioner Earl Higginbotham, Mayor " Joe B. Baker

City Manager W. E. Knowles
City Clerk H. N. Tamm, Jr.,
Deputy Clerk Rosa Rotundo
Police Chief R. G. Williams
Absent: City Ettorney W. C. Hutchison, Jr.
The meeting was called to order by the Chairman.
On motion of Commissioner Brown, seconded by Commissioner Baker and carried, a plat
of San Lanta Third Section was approved.
Commissioher Brown stated, "In order to continue proper city operations and to balance
a budget which has been cut to a minimum and still provide necessary city service, I move that
the general government millage be set at 12 mills and that Debt service millage re~ain at 6 mill~
and that one-half the salaries of the City Manager and Public Works Director be paid from the
Utilities Department budget inasmuch as they supervise and coordinate activities of the Utilitie~
Department"~. Seconded by Commissioner Baker and carried over the dissenting vote of CommissioneI
~pps and
Commissioner Brown further state, "As.a prerequisite to above action, the City of
Sanford, in order to provide future relief for those persons who will bear the burden of this
present increase, should take prompt action to adopt for the fiscal 1961-62 budget year, the
County Tax Roll as it applies to the City of Sanford, together with corresponding reduction in
millage on a proporationate basis, or re-evaluation of the present City Tax Rolls to achieve
a 100% appraisal, together with the same proportionate reduction in millage"~.
There being no further business the meeting adjourned.
