The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 12, 1961.

The meeting was called to order by the Chairman.
Dr. D. H. Mathers and Mrs. F. D. Scott appeared to represent the Seminole Swim
Association.
Dr. Mathers requested an appropriation of $125.00 for entry fees for the A.A.U.
Junior Olympic Team at district tournaments, and on motion of Commissioner Higgiubotham,
seconded by Commissioner Crapps and carried, same was approved, and a transfer of said sum
was authorized from account 4270 to account 4222.
Mrs. Scott next requested that members of the Junior AAU Olympic Team be al~.owed
the continued use of the municipal pool for training as they have over the past two years,
without the payment of non-resident fee for those members of the team who reside in the County,
and after discussion and on motion of Commissioner Crapps, seconded by Commissioner Wilson
and carried, same was approved.
The Commission next authorized the Recreation and Parks Director to investigate the
feasibility of installing additional water sprinklers and seating facilities at the Bay Street
playground.
Zeb Dickson next appeared to request a permit to sell from door to door, a book on
social philosophy of which he purported he was the author. After considerable discussion and
on motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried, same
was denied.
The next order of business being a Public Hearing to consider rezoning the property
as proposed and described in the following legal "Notice" published in the Sanford Herald
on May 16, 1961.
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES
AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUND-
ARIES OF THE ZONING ORDINANCE OF THE CITY OF
SANFORD, FLORIDA.
· Notice is hereby given that a Public Hearing will be held at the Commission Room in
the City of Sanford, Florida, at 8':00 o'clock P. M., on June 12, 1961, to consider the follow-
ing changes and amendments to the Zoning Ordinance of the City of Sanford, Florida:
(a) The property abutting McCracken Road on the North and Grapeville
Avenue on the West is proposed to be zoned C-N (Commercial-retail-
NeighborhoOd shopping) District. Said property being more par-
ticularly described as Lot 73 M M Smiths Subdivision.
(b) The property abutting McCracken Road on the North and the mortherly
extension of Jerry Avenue on the East is proposed to be zoned R-4
(Multiple Family) District. Said property being more particularly
described as Lot 78, M. M. Smiths Subdivision.
All parties in interest and citizens shall have an opportunity to be heard at
said hearing.

The Chairman the announced that the Bommissi~n would be glad to hear from anyone in
favor of, or against, rezoning the property as proposed and described in the foregoing notice.
There being no objections registered, Commissioner Higginbotham moved the property
described in paragraphs (a) and (b) be zoned as advertised and authorized the City Attorney to
prepare an Ordinance pertaining to same. Seconded by Commissioner Crapps and carried.
The next order of business being a Public Hearing to ~onsider vacating and abandon-
ing a public utilities easement in accordance with the following notice published in the San-
ford Herald2 on May 16, 1961:
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of Sanford, FlOrida, at
8:00 P. M. on June 12, 1961, at the City Commissioners Room in the City Hall in the City of
Sanford, Florida,. will consider and determine whether or not the City will close, vacate, re-
nounce, d~.sclaim.and abandon any right of the City and the public in and to the land delineated
upofi~ plat as a public utilities easement, which said public utilities easement is more particu-
lary described as follows:
That certain 14 ft. Utility. Easement lying in
Lots 69 through 72, inclusive, San Lanta Third
Section, as recorded in PB 13r Page 75, Seminole
County Records.
Persons interested may appear and be heard at the time and place above specified.

The Chairman then announced that the Commission would be glad to hear from anyone
in favor of, or against closing, vacating and abandoning that certain utilities easement as
described in the foregoing notice.
There being no objections registered, Commissioner Wilson moved that said utilities
easement be vacated and abandoned upon receipt of an alternate utilities easement on aforesaid
lots. Seconded by Commissioner McDonald and carried.
The next order of business being a Public Hearing to consider vacating, closing and
abandoning a street in accordance with the following legal "notice" published in the Sanford
Herald on May 25, 1961.
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of Sanford, Florida, at
8:00 P. M. on the 12th day of June 1961, in the City Commissioners' Room at the City Hall in
the City of Sanford, FlOrida, will consider and determine whether or not the City will close,
vacate and abandon any right of the City and the public in and to the street hereinafter des-
cribed, to-wit:
SIXTH STREET FROM ITS INTERSECTION WITH LOCUST
AVENUE ON THE WEST', EAST TO ITS INTERSECTION
WITH ORANGE AVENUE
Persons interested may appear and be heard at the time and place above specified.

in the foregoing notice.
There being no objection registered, and after discussion, Commissioner Crapps
moved that that portion of said street be closed, vacated and abandoned as advertised, and to

retain same as a utilities and drainage easement. Seconded by Commissioner Higginbotham and
carried.
Request next submitted by the Trustees of the General Sanford Memorial Library for
a transfer of funds in the amount of $136.02 for shelving materials and steel storage boxes,
and on motion of Commissioner Crapps, seconded by Commis. sioner Wilson and carried, transfer
was authorized from Contingency Account 8150 to Memorial Library Account 8078.
Acting City Manager Tamm next submitted the following tabulation of bids which were
opened publicly at 2:30 Po M. on June 9, 1961, for furnishing improvements and modifications to
exiting raw water supply in accordance with the invitation for bids published in the Sanford
Herald on May 31, 1961.

After comparison of prices submitted and on recommendation of Engineers Leffler and
B~sh, Commissioner Higginbotham moved on the acceptance of the low bid of Southern Water
Contractors in the amount of $18,686.00. Seconded by Commissioner Crapps and carried.
Acting City Manager Tamm, next submitted the following tabulation of bids which
were opened publicly at 2:00 P M on June 9, 1961, for furnishing fire hose in accordance with
the invitation for bids published in the Sanford Herald on May 29, 1961.

After comparison of prices submitted for various brands and on recommendation of Fire
Chief Cleveland, Commissioner Higginbotham moved on the acceptance of the bid of B. F. Goodrich
Company. Seconded by Commissioner Wilson and. carried.
After consideration and on motion of Commissioner Higginbotham, seconded by Com-
missioner Wilson and carried, Harry Lee, Sr., was reappointed to the Civil Service Board for a
two-year term ending June 24, 1963.
Request next submitted by J. R. Jernigan, Director of Recreation, for transfer of
$300.00 from Contingency Account for advance working capital to sponsor the State Little Major
League Tournament in Sanford on August 7, 8 and 9, 1961, and also, that in the event the
visiting teams receive permission to use the National Exhibition Company Dormitory, that the
City would repair any damages caused by this use. After consideration and on motion of Com-
missioner Higginbotham, seconded by Commissioner Wilson and carried the request was approved
and the Recreation Director and Building Official were authorized to make an inspection of the
dormitory property before and after the occupancy by the visiting teams,
Recreation Director Jernigan next requested a transfer of $175.00 from Account
#4270 to Account #4222 for additional summer playground activities, and on motion of Commissione~
Higginbotham, seconded by Commissioner McDonald and carried, same was approved.
On motion of Commissioner Wilson, seconded by Commissioner crapps and carried,
current~invoices and payrolls next approved, as evidenced by General Fund Florida State Bank

Request next submitted by Sonn7 J. Powell, President of the Chamber of Commerce, to
allow "Free Parking" at the metered spaces on Wednesday morning during the summer months of
June, July and August, and after discussion and on motion of Commissioner McDonald, seconded
by Commissioner Wilson and carried, same was approved.
After consideration and on motion of Commissioner Higginbotham, seconded by Com-
missioner Crapps and carried, the Commiss~onauthorized the remodeling of the Commissioners'
desk with plostic top and paneling at an estimated cost of $125.00.
On motion of Commissioner Higginbotham, seconded by Commissioner McDonald and
carried, the Mayor and City Clerk were authorized to execute a 99 year lease with the Sanford
Poticemen's Benevolent Association for a club house site approximately 172 x 460 ft abutting
Seminole Boulevard and Mills Creek and retaining the easterly 12 feet as a street easement.
There being no further business the meeting adjourned.
