The City Commission of the City of Sanford, Florida, met in regular adjourned
session at the City Hall in the City of Sanford, Florida, at 3:00 o'clock P. M. on April
27, 1962.

Ted Williams, County Commissioner, and J. C. Lavender, County Road Superintendent
next appeared relative to requests submitted by the City Commission on Jan. 2, July 28 and
August 15, 1961, for joint participation with the County in the reconstruction of 25th.
Street west of French Avenue, and presented estimated costs and construction data.
After considerable discussion, Commissioner Williams stated he would support a
Resolution from the City Commission to the County Commission requesting the aforesaid
participation.
Commissioner Higginbotham next introduced Resolution No. 958, and after 'being read
in full, moved its passage and adoption. Seconded by Commissioner Wilson and Carried.

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SANFORD ~ FLORIDA APPROVING A CO-
OPERATIVE PROJECT WITH SEMINOLE COUNTY FOR
THE JOINT EFFORTS TO RECONSTRUCT 25TH STREET
FROM FRENCH AVENUE TO THE OLD LAKE MARY ROAD
THEREFORE
WHEREAS 25th Street from French Avenue to the Old Lake Mary Road is a main traffic
artery from Lake Mary to the City of Sanford, and
WHEREAS the road serves as a main access to the Seminole County High School, and
WHEREAS the amount of traffic over this road has increased many times during the
pastthree years, and
WHEREAS the road is deteriorating to a hazardous extent from the large volume of
traffic so as to endanger the lives of the school children, and
WHEREAS this road is partly in the County and partly in the City of Sanford,
NOW THeREFORe, BE IT RESOLVED that the City Commission of the City of Sanford,
Florida does approve and urge the reconstruction of this road into a forty-four foot
pavement, with curb and gutters, and with a sidewalk on at least one side from French
Avenue west to Ridgewood Road as a joint project with Seminole County, and
BE IT FURTHER RESOLVED that the City Commission does agree to provide one-third
of the cost of materials and the relocation of any and all city utilities while Seminole
County agrees to provide two-thirds of the cost of the materials which total an es-
timated $53,000.00 and to undertake the construction work immediately.
BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the
City Commission and copies thereof delivered to the Seminole County Commission.
PASSED AND ADOPTED this 27th day of April, A.D. 1962.

Jack Trim next appeared and requested the Commission to approve a lease to John
Russell to operate the snack bar at the proposed Marina and to authorize an exempt per-
mit to operate a snack bar for the Sanford to Jacksonville outboard marathon, Sunday,
Mayi~6, 1962, and on motion of Commissioner Higginbotham, seconded by Commissioner Baker
and carried, same was approved.
After considerable discussion of bids for the proposed sewage treatment plant
which were submitted to the City Commission on April 23, 1962, Commissioner Higginbotham
moved on the acceptance of the lowest bid, that of Texas-Midwest Contracting Company
at a base bid of $388,000.00, and to add Addendum C at a cost of $17,000.00, and Addendum
D at a cost of $2,500.00, in the total amount of $#07,500.00 and to authorize the Mayor
to execute a contract for the same. Seconded by Commissioner Wilson and carried on the
recommendation of Wm. Leffler of the Firm of Leffler and Bush, and the City Manager.
Consideration next given to action of Commission at regular meeting of April 23,
1962, to eliminate all salary advances, and after discussion, Commissioner Wilson moved
to rescind aforesaid action, and same died for lack of a second.
On motion~of Commissioner Baker, seconded by Commissioner McDonald and carried,
the City Attorney was further authorized to proceed with preparation of a bus franchise
ordinance for the Seminole Transit Company in accordance with Commission action as passed
at meeting of April 23, 1962.
Commissioner Higginbotham next introduced Resolution No. 959, and after being
read in full moved on its passage and adoption. Seconded by Commissioner Wilson and
carried unanimously,

A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA
The J. C. Penney Company has operated a retail store in the City of Sanford,
Florida, for more than thirty years, during which time it has continually progressed and
maintained its status as one of the leading mercantile establishments of the city, and
has enjoyed the continued good will and patronage of the citizens and residents of Sanford
and surrounding communities in Seminole Countyafld ngighboring Volusia County.
Presently Sanford is at the threshhotd of an era of expanded growth in both
industry and population as a result of a nationwide increase in Florida as a home for
retired persons and as the site of the military-'and civilian space program located at
Cape Canaveral, less than thirty miles distant-fFom S~an~ord. All of this has caused
Sanford' and Seminole County to become increasingly aware of the need for better business
facilities, increased services and modern retail establishments to assure th'e continued
economic growth of the area.
The City of Sanford is aware of the changing concepts of retail merchandising and
the role which J. C. Penney Company has always taken to assure its position as the leader
in retail merchandising. It has now come to the attention of the City of Sanford that
J. C. Penney Company has under consideration the enlargement and expansion of its Sanford
store at a new location to better serve its customers. The City of Sanford being most
anxious to encourage J. C. Penney Company in undertaking such enlargement and expansion,
it is, therefore,

RESOLVED, that the City of Sanford cooperate in every way possible, promote, aid,
assist and encourage J. C. Penney Company in locating and building new retail facilities
in the City of Sanford, Florida, thereby continuing its long and successful history
as a leading member of the Sanford family of retail merchants, and to this end, it is
further
RESOLVED, that the City of Sanford, its various governmental departments and
employees work closely with those of our local citizens and representatives of J. C. Penney
Company in making such new expanded and enlarged retail facilities of J. C. Penney Company
a reality.
