The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, at 8:00 o'clock P. M. on September 10, 1962.

The meeting was called to order by the Chairman.
Members of Downtown Merchants Association next appeared with George A. Speer,
Attorney~ as spokesman, who expressed the anxiety of the members over the growth of ehop-
ping centers and discount houses and the desire to keep the downtown area as the central
business district and requested the Commission to consider recommendations as follows:
1. To widen the street paving to 62 feet on First Street from Oak Avenue to Sanford
Avenue, taking 3 feet off the sidewalks on each side of the street.
2. To widen the street paving to 62 feet on Magnolia Avenue from First Street to
Third Street, taking 6 feet off the sidewalks on each side of the street.
3. To leave the light and signal standards, and fire hydrants in place and make
a traffic island around them, and no alterations to the storm sewer drains.
4. To authorize diagonal parking in the aforesaid area.
J. G. Chapman, Architect, next presented a Slightly modified plan of Mr. Speer's
proposal suggesting use of one way traffic or a mall effect and to remove all parking
meters for a 2 month trial period.
After considerable discussion, Commissioner McDonald moved on the appointment of
E. C. Harper, Jr., B. L. Perk±ns, Chas. Robinson, Mayor J. H. Crapps, Commissioner J. B.
Baker and Commissioner A. L. Wilson as a committee to consider the problems presented ~nd
suggestions offered and to make recommendations to the Commission. Seconded by Commissioner
Baker and carried.
Commissioner Wilson then moved that the regular meeting of the Commission be tem-
porarily adjourned for the Commission to sit as a Tax Equalization Board and to call the
Tax Equalization Board into session. Seconded by Commissioner Higginbotham and carried.
The Commission then proceeded to sit as a Tax Equalization Board to receive any
complaints or objections on the 1962 Tax Roll, as prepared by the Tax Assessor and sub-
mitted at this time.
There being no objections registered and on motion of Commissioner Higginbotham,
seconded by Commissioner Wilson and carried, the Commission then approved the 1962 Tax
Roll and adjourned as the Tax Equalization Board.
Commission Baker moved to call the adjourned regular meeting back into session.
Seconded by Commissioner Wilson and carried.
Request next submitted from Robert C. Adair, President of Riada, Inc., owner of
Lots i through 9, Park View Subdivision, to close the north south alley between Lots
l, 2, 3, and Lots 7, 8,~ 9, Park View, and to close Oak Avenue, extended, south of Twenty-
seventh Street and abutting Lots i through 6, Park View, and on motion of Commissioner
Higginbotham, seconded by Commissioner Baker and carried, a Public Hearing was authorized
to be held on October 8, 1962, to consider same.

Commissioner Baker next introduced Ordinance No. 781, entitled:
AN ORDINANCE' OF THE CITY OF SANFORD, FLORIDA AMENDING CHAPTER 8,
SECTION 8 THEREOF, (FORMERLY SECTION 9 OF ORDINANCE NO. 212) CODE
OF THE CITY OF FLORIDA OF 1955, AS AMENDED, THE SAME PROVIDING
FOR POLLING PLACES IN MUNICIPAL ELECTIONS, SAID AMENDMENT PRO-
VIDING FOR VOTING AT COUNTY POLLING PLACES.
and same was placed on its first reading and read in full.

of Ordinance No. 781, and that same be place~ on its final passage and ~doption .

Florida, by unanimous vote has passed and adopted said Ordinance No. 781, entitled:

CHAPTER 8 SECTION 8 THEREOF, (FORMERLY SECTION 9 OF
ORDINANCE NO. 212) CODE OF THE CITY OF SANFORD, FLORIDA
0F195~, AS AMENDED, THE SAME PROVIDING FOR POLLING
PLACED IN MUNICIPAL ELECTIONS, SAID AMENDMENT PROVIDING

ORDINANCE NUMBER 621 OF SAID CITY, AS AMENDED, SAID
ORDINANCE ADOPTING A POSITION CLASSIFICATION PLAN FOR

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, APPROPRIATING
UNEXPENDED CASH SURPLUS ON HAND AT THE END OF THE FISCAL YEAR
1961-62 TO THE DEPARTMENT OF GENERAL GOVERNMENT OF SAID CITY FOR THE'
FISCAL YEAR..1962~6~ FOR USE FOR THE ORDINARY PURPOSES IN OPERATING
EXPENSES OF SA~D OITY.
WHEREAS, the City Commission of the City of Sanford, Florida deems it necessary, ex-
pedient, and for the best interest of said City that any unexpended cash surplus as of
September 30, 1962 of the operating revenues of said City for the fiscal year 1961-62,
be appropriated for the ordinary purposes and operating expenses of said City in the budget
for the fiscal year 1962-6~.,'.
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford¶ Florida~
that any unexpended cash surplus as of September 30, 1962, of operating revenues of said
City for the fiscal year 196I'62, be and the same is hereby appropriated to the Department
of General Government of said City for the ordinary purposes and operating expenses of
said City for the fiscal year 1962-63, and said cash surplus shall be incorporated in the
City
budget of revenues ~ud expenditures of said^for said fiscal year 1962-63 for the ordinary
purposes and. operating expenses of said City.
BE IT FURTHER RESOLVED that this Resolution shall become effective as of the first
day of October, A.D. 1982.

Consideration next given to reqUest submitted at adjourned regular meeting of
August 28, 1962, to amend Section 5-2b of the City Code pertaining to sale of alcoholic
beverages by a hotel of "100 or more rooms", to be amended to read "60 or more rooms"
on
and after discussion mud^motion of Commissioner Wilson, seconded by Commissioner Baker
and carried, same was denied.
The City Attorney next presented an extension of a lease of Parking Lot No. 5 as
proposed at regular meeting of August 27, 1962, and on motion of Commissioner Higgin-
botham, seconded by Commissioner Baker and carried, the Mayor and City Clerk were autho-
rized to execute seme.
After discussion and on motion of Commissioner Baker, seconde~ by Commissioner
Higginbotham and carried, the Mayor was authorized to execute a leasein th~ amount of
$2,500.00 to the 'Seminole County Board of Public Instruction for use of the h~morial
Stadium for the regular football games as now scheduled for the 1962 season by local
schools. Commissioner Baker moved that upon proper execution of the aforesaid lease
by said Board that the Admission Tax as provided in Section 23-21 of the City Code
would be waived for all games covered under the lease. Seconded by Commissioner
Higginbotham and carried.
On motion of Commissioner Higginbotham, seconded by Commissioner McDonald and
carried, current invoices andpayrolls next approved, as evidenced by General Fund
Florida State Bank Vouchers Nos. 3593 through 5652, General Fund Sanford Atlantic
National Bank Vouchers Nos. 8567 through 8758, Water and Sewer Revenue Fund Sanford
Atlantic National Bank Vouchers Nos. 585 through 595, and Water and Sewer Renewal and
Replacement Fund Florida State Bank Vouchers Nos. 109 and llO.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and
carried, minutes of regular meeting of August 27, 1962 and adjourned regular meeting
of August 28, 1962, were next approved.
Dr. W. V. Roberts, Chairman of the Civil Service Board, appeared to submit a re-
commendation that the age requirement for employment by the City be reduced from 21
years of age to 18 years of age, except for the fire and police departments, and after
discussion and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson
and carried same was approved.
Request next submitted ~rom Ray Turman, an employee in the Eaintenance Department,
to borrow $150.00 to be repaid at $15.00 per week. After discussion Commissioner Wilson
moved on the approval of the request. Seconded by Commissioner Higginbotham and carried.
City Manager next reported that due to the pressure of work he had been unable to
take a vacation this year, however, he requested to be off for a long weekend during the

the absence of the City Manager.
Report next submitted by a committee appointed at regular meeting of August 15, 1962,
to make a study of a port authority, said committee recommended the retention of the
.engineering firm of Reynolds, Smith & Hill at a fee not to exceed $500.00 to prepare and
file a request with Housing & Home Financing Administration of Atlanta for a loan of
$10,000.00 to finance a feasibility study for the proposed port authority. Commissioner
Wilson moved on the approval of the aforesaid recommendation upon completion of a contract to
same not to exceed $500.00. Seconded by Commissioner Higginbotham and carried.
