The City Commission of the City of Sanford, Florida, met in regular session at'i:the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 24, 1963.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing authorized at regular meeting of
June~lO, 1963, to consider zoning the area at 2617 Orlando Drive to permit the sale of
alcoholic beverages.
James A. Brooks appeared in favor of the zoning.
The City Manager reported that his office had received one telephone call objecting
to the zoning.
After discussion, Commissioner Crapps moved to authorize the City Attorney to
prepare an ordinance pertaining to same along the East Side of Orlando Drive from 26th to
27th Streets. Seconded by Commissioner Raborn and carried over the dissenting votes of
Commissioner Baker and Commissioner Wilson.
M~. Dwight Blackwelder next appeared to request a license for the sale of beer
and wine for consumption on premises at ll2 West First Street.
After consideration, Commissioner Wilson moved that the request be denied upon
the recommendation of the Chief of Police, and same died for lack of a second.
Commissioner Crapps moved to authorize the aforesaid request, provided the
operation is separated from the sale of liquors.
Commissioner Baker moved to table same for further Consideration at the next
meeting. Seconded by Commissioner Wilson and carried.
Request next submitted by Bennie Boozer for a license for the sale of beer and
wine for consumption on premises at 1003 W.' 13th Street and on motion of Commissioner Baker,
seconded by Commissioner Wilson and carried, same was tabled until next meeting.
Request next submitted by Charles Hampton for a license to operate a taxicab,
and on motion of Commissioner Baker, seconded by Commissioner Raborn and carried same was
denied.
John Fox, Realtor, next appeared to represent Mr. Brass of Brass Motor Company,
in regard to City owned property, Lots 8 through 12 and Lots 20 through 24 of Spurlings Plat
of Block 15, Chapman and Tucker Subdivision, and submitted an offer to purchase for $5,000.00.
After consideration, Commissioner Raborn moved to table action on the offer until
the next meeting. Seconded by Commissioner Baker and carried.
Request next submitted by R. C. Wyche, 700 E. l~th Street, and Mrs. Ruby C.
Hemmerle, 706 E. 14th Street, for the City to vacate a portion of that certain North South
alley North of l~th Street lying between Hickory Avenue and Locust Avenue, and on motion
of Commissioner B~ker, seconded by Commissioner Crapps and carried, a public hearing was
authorized to be held on July 22, 1963, to consider same.
Request next submitted by Mr. Oliver to set up two trailers for living quarters
on a proposed trailer sales lot on Lots i through 5, Block 5, Tier 9, E. R. Trafford's Map

of Sanford, in the 300 block on French Avenue, and after consideration, Commissioner Raborn
moved to approve the request for trailer sales only. Seconded by CommiSsioner Wilson and
carried over the dissenting vote of Commissioner Baker.
Request ne~t submitted for transfer of license for sale of alcoholic beverages as
Nick's Package Store, 410 Sanford Avenue, from Kenneth Leffler as Trustee, to Benjamin Katz,
as Trustee, and on motion of Commissioner Raborn, seconded by Commissioner Baker and
carried same was approved on the recommendation of the Chief of Police.
Request next submitted by the Bernarr MacFadden Foundation, Inc. to waive the
front yard requirement for a classroom addition to be constructed to the front of the

proposed Military Academy at 1211 Mellonville Avenue, or possibly to/added on the north side
of said building. After consideration, Gommissioner Crapps moved to authorize the Building
Inspector to issu~ a permit provided the construction meets the building code, and further
to notify the petitioner that the Commission favors the construction on the north side.
Request next submitted by C. E. McKee, owner of property at 504 Celery Avenue,
to rent property as a furniture moving and storage warehouse.
After consideration, Commissioner Wilson moved that the aforesaid operation was prop.
located in a C-2, Commercial District and further authorized the Board of Adjustments to
issue a variance to accomodate this activity, and to request the Zoning Commission to
propose an amendment to the Zoning Ordinance for the proposed operation. SeConded by
Commissioner Baker and carried.
Commissioner Wilson next introduced Ordinance No. 803 entitled:

AND 23-19 OF ~TICLE III., CHAPTER 23, THE
CODE OF THE CITY OF SANFORD, FLORIDA, 1954,
AS AMENDED, SAID SECTIONS PROVIDING FOR THE
~0UNT OF TAXATION ON CIGARETTES, PAYMENT
AND COLLECTION OF TAX ~ND USE OF FUNDS,
SAID AMENDMENTS CHANGING. THE RATE OF
TAXATION, USE OF FUNDS, AND AUTHORITY
FOR PAYMENT AND COLLECTION OF SAID TAX.
Commissioner Wilson then moved the waiver of the requirement of the second reading
of Ordinance No. 803, and that same be placed on its final passage and adoption. Seconded
by Commissioner Baker.
Thereupon the question recurred on the waiver of the requirement of the second
reading, the roll was called and the vote stands as follows:

The City Manager next submitted the following tabulation of bids which were opened
publicly at 2:00 6'clock P. M. on June 19, 1963, for furnishing chain link fence and
accessories in accordance with the specifications in the invitation for bids.

After discussion Commissioner Baker moved to accept low bid of Quaid Fence Company
for furnishing chain link fence in the amount of $1,323.00. Seconded by Commissioner Crapps
and carried.
Consideration next given to the use of City Vehicles, and after discussion
Commissioner Raborn moved that vehicle Nos. 5# and 59 not be used for transportation during
the lunch period, and that Vehicle No. 78 remain at the Water Plant at all times for the
operator on duty, and further that City Vehicles would not be used for transportation for

Commissioner Raborn moved that the City Manager or Department heads keep a monthly
record for City Vehicles of the frequency of off-hour calls,and the number of hours and the
equivalent rate of pay for the employee, and to submit to the Commission monthly. Seconded
by Commissioner Crapps and carried.
After discussion, Commissioner Baker moved that when filling a position for City
employment and where the applicants were equally qualified, that a resident of the City
would be hired over other applicants, and further that if a person is hired who lives out of
the County that a condition of their employment will be that they become residents of the
City. Seconded by Commissioner Raborn and carried.
On motion of Commissioner Crapps, seconded by Commissioner Raborn and carried,
the following transfer was authoriZed:

To Recreation Miscellaneous Account No. 4209
On motion of Commissioner Baker, seconded by Commissioner Wilson and carried,
soil borings were authorized fOr proposed Water Reservoir on highway 17-92 in the amount
not to exceed $400.00.
On motion of Commissioner Crapps, seconded by Commissioner Wilson and carried,
minutes of regular meeting of June 10, 1963, were next approved.
Consideration next given to Cert~ificate of Condemnation No. 63-61, dated April ll,
1963, to Margaret E. Bowers, owner, 500 and 510 Oak Avenue, and on motion of Commissioner
Wilson, seconded by Commissioner Baker and carried, the Commission authorized an extension
of 90 days for repairs. '~
On motion of Commissioner Crapps, seconded by Commissione~Wils0n and carried,
the Director of Finance was appointed Acting City Manager during the City Manager's
confinement in the hospital from June 25 through 28, 1963.
Com~issioner Baker next introduced Resolution No. 977, and after being read in.
full moved on its passage and adoption. $econded by Commissioner Raborn and carried
unanimously. Said Resolution No. 977 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SANFORD, FLORIDA EXPRESSING SINCERE
REGRET AT THE RECENT DEMISE OF W. C. HILL.
WHEREAS, W. C. HILL, a lifelong resident of the City'of Sanford, has recently
passed away, and
WHEREAS, W. C. HILL served with distinction as a City Commissioner and as Mayor
of the· City of Sanford, Florida, and has been active in many civic organizations and
recognized as an outstanding member of the community, and
WHEREAS, the City Commission of the City of Sanford, Florida wishes to express
the sincere sorrow of the City Commission and the people of the City of Sanford for the
loss of a faithful and valued servant,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of S~nford,
~lorida, for itself and the people of the Gity of Sanford, that this resolution commemorate
W. C. HILL, and that the same be a token of regret and sympathy at his passing
