The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. FI. on August 22, 1966.

The meeting was called to order by the Chairman.
The first item of business was the appearance of Zoning and Planning Commission
member, Arthur Harris, presenting a recommendation to the Commission for their consideration
of adopting the 1965 Edition, Southern Standard Housing Code, as this is one of the require-
!~ments of the City to participate in the federal program grants.
After discussion, Commissioner Roberts moved that the 1965 Edition, Southern
Standard Housing Code, be adopted under the following provisions:
For a right of review of decision of the Housing
Board of Adjustment or Adjustment and Appeals
as the City Commission sitting as an appropriate
Board of Review, with these persons having some
recour~ before having it remedied in the courts.
That the right of entry be more properly defined, so
that the Building Official could not go in at any
time to inspect an occupied house whenever he
preferred to; this to insure the occupant has some
degree of privacy and would not be called on at
some inopportune time.
3. Section 30#: Fiinimum Requi?.emen~s for ElectriCal System
304.1 - General
Be amended with the minimum requirement to be 150
electrical amps instead of 200 electrical amp service.

Under further discussion of same, Commissioner Roberts moved that the City Manager
iibe instructed to have the Building Official abstain from the enforcement of this Code until
~such time the City Commission has made an approved program and such program has begun.

On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried
with Commissioner Roberts abstaining, approval was given to setting and advertising the date
ilof September 12, 1966, for a Public Hearing to consider the recommendation of the Zoning and
i~lanning~ Commission to amend Article VI, Section l, Item (8), with the addition of "supply
~ouses common to these uses" after the word "Clinics" applicable in all areas zoned R-3
Next considered was a letter of request from The Rev. Robert M. Jenkins, First
Methodist Church, regarding the City condemning and demolishing a church owned building
located at 418 Magnolia Avenue. The building is presently used for temporary classrooms,
and in their opinion, the structure is passed the point of practical repairs, and the land
~ould better be utilized as an off-street parking lot.
Commissioner Roberts moved that if the Building Official and Fire Chief concur
i~hat the building should be properly condemned, that the Commission so approve such condemna-
tion and demolition. Seconded by Commissioner Higginbotham with the provision that if any
i0ther church has such a building they want torn down, the City, at City cost, would tear it
also.

procedures followed thereon, Commissioner Higginbotham withdrew his second to the motion and
the motion died for lack of a second.
Commissioner Baker moved that the request be denied on the basis that the City is
not a private contractor for demolition work. Seconded by Commissioner Higginbotham and
carried over the dissenting Votes of Commissioner Roberts and Commissioner Wilson. Commis-
sioner Higginbotham qualified his second on the denial on the basis that the request is not
in keeping with the City's due process of usual procedure in condemning buildings and
destroying them.
After consideration of a request and on motion of Commissioner Roberts, seconded
by Commissioner Higginbotham and carried, approval was granted for a 90-day extension on
condemned property of Elwell Ports, located at 806 and 808 Pine Avenue, and designated as
Report No. 66-161 and 66-162, Grouo ll.
On a petition request and recommendation of the City Manager, Commissioner Raborn
moved on the approval of a street light installation at the location of the dead end of
West 13th Place immediately east of Southwest Road. Seconded by Commissioner Higginbotham
and carried.
The City Attorney next reported regarding the City's counter offer of a total cash
sum of $3,000.00 for the one acre of land within the City's proposed Zoological Park site,
Idescribed as Lot 3, Block X, St. Gertrude's Addition, having been transmitted to the o~n~r's
attorney with a reply they would sell for $3,000.00 net instead of gross; which means that
the owner's original sale offer of $3,300.00 still stands.
Commissioner Higginbotham moved that the owner's sale offer of $3,300.00 be denied;
.the City's offer of $3,000.00 be resubmitted and upon refusal the matter then be resolved
through Court proceedings of condemnation. Motion died for lack of a second.
On motion of Commissioner Raborn, seconded by Commissioner Baker and carried over
the dissenting vote of Commissioner Higginbotham, approval was given for the City to pay
$3,300.00 for the aforementioned property, with the only other cost to be assumed by the
City to be the cost of recording deeds, and any and all'other expenses to be paid by property
owner; such expenditures so authorized to be paid from Account No. ~37~, Zoo Relocation.
A report was given by the City ADtorney relative to the status of water contracts,
i~as requested for approval by the Sanford Housing Authority, stating that the Housing Authority~
!!ithrough its attorney, is agreeable to the Commission's request whereby a clarification in
language will be inserted in the contracts which will isolate each water meter as a separate
service and there will be no lumping of services into one account.
Thereupon, Commissioner Higginbotham moved that when such contracts are rewritten
~or clarification as outlined and approved by the City Attorney, the Mayor and City Clerk be
authorized to execute such contracts by signing. Seconded by Commissioner Roberts andm~carried-!
On recommendation of the City Manager, Commissioner Baker moved that any end of the
fiscal year balance for 1965-66 in the allocated funds of $17,000.00, under Account No.

Commissioner Higginbotham next introduced Ordinance No. 891, entitled:

and same was placed on its forst reading and read in full.
Commissioner Higginbotham then moved on the waiver of the requirement of the
second reading of Ordinance No. 891, and that same be placed .on its final passage and
adoption. Motion seconded by Co~missioner Roberts.
Thereupon, the question recurred on the waiver
was called and the vote stands as follows:

Thereupon, the Chairman announced that the City
Florida, by unanimous vote had passed and adopted said Ordinance No. 891, entitled:

FLORIDA, AMENDING MAXIMUM RATES FOR
FARES OF TAXICABS OPERATING WITHIN
THE CITY OF SANFORD.
A A. Fields, lO16 West 12th Street, appeared b&fore the Commission regarding the
street condition due to holes and water standing. On motion of Commissioner Roberts,

seconded by Commissioner Higginbotham and carried, the CiSy Manager was instructed to check
on the matter to see if the problem could be corrected if !the matter so came within the
City's jurisdiction·
Consideration next given to the new ordinance revising sign regulations, and as
preparation has not been completed by the City Attorney, Commissioner Higginbotham moved to
table the matter until such ordinance is prepared in proper form and language. Seconded
by Commissioner Roberts and carried.
Attention was again brought to Mr. Ripandelli'sireport of the actuarial deficit of
$3,9~g.00, tt~ough December 31, 1965, in the Police Retirement Fund, and the City's need to
resolve the matter of offsetting the deficit in order tha~ State Warrant No. 0018322, in the
amount of $8,1~1.87, might be released from the State Treasurer's Office to the Police
Retirement Fund, which is due the City from the State insvrance premiums. The City Manager
informed the Commission that the police personnel had indicated willingness to have their
premium deductions increased from 3% to 5%, the same as t~e firemen, this change to be
pursued for legislative action the next time they convene.
Thereupon, Commissioner Higginbotham moved for a
$3,9~4.00 from Account No. 8150, Contingency, to Account N
pproval of transferring the sum of

Police Pension, and this sum to be paid to the Policemen'si Pension Fund as an added City

After discussion, and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Roberts and carried, transfers and use o£ £u~ds as allocated in accmu~ts within the
present 1965-66 budget were authorized as follows:
(a) The purchase of 560 feet of drainage pipe for ditch enclosure
on 17-92 at the zoological park site at a material cost of
$2,&68.00; expenditure to be paid from Account No. &37&, Zoo Relocation.
(b) Purchase of a water cooler and window type air conditioner for a:.~total
cost of $275.00, Account No. 9526, Equipment-General, Utility Department,
Sewer Division.
(c)Transfer within Civil Service accounts £or a total amount of $&7.33
to Account No. 151&, Advertising, as follows:

(d) Transfer of $15,000.00 from General Fund Revenue Account No. 882,
Sale of Real Estate, to Public Projects to cover material cost in the
Industrial Park Fund for street construction on Fulton Street from
French Avenue to Holly Avenue, and sewer and water extensions in
the City Lake Monroe Industrial Park.
(e) Transfer of $451.00 from Fire Department Account No. 2323, Fuel, to
Account No. 2326, Equipment, for a portable, high volume foam applicator.
On motion of Commissioner Roberts, seconded by Commissioner Raborn and carried,
minutes of August 8, 1966, were approved.
After discussion and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Roberts and carried, the City Manager was authorized to obtain bids and purchase
utility and street light materials, within the estimated budget, for the Lakefront Project-
Marina; such cost estimated at approximately $81,000.00 installed, and major work in general
to include water lines, sewer lines, drainage, street lighting, and paving.
After discussion and on recommendation of the City Manager to eleviate the growing
situation of private property owners ignoring vacant lot cleaning notices, waiting for the
City to mow at present costs of less than $7.00, and thus possibly requiring a man and a
tractor in the summer for this particular work, Commissioner Higginbotham moved to approve
an~.increase in the City's private lot mowing cha~ges to a minimun fee of ten dollars ($10.00).
Seconded by Commissioner Roberts and carried.
After discussion regarding its benefits and being a nonprofit organization,
Commissioner Raborn moved to approve the waiver of a $25.00 annual occupational license fee
for the Sanford Athletic Association for teaching physical fitness. Seconded by Commissioner
Roberts and carried.
On motion of Commissioner Baker, seconded by Commissioner Raborn and carried,
approval was granted to close both municipal swimming pools immediately after Labor Day,
September 6, 1966, with no weekend operations through the month of September, due to lack
of use.
Commissioner Higginbotham introduced a joint City and County Commission Resolution,
and after being read in full, moved on its passage and adoption. Seconded by Commissioner
Raborn and carried unanimously.

and distinction as Commanding Officer of Sanford Naval Air Station, San£ord, Florida, since
June, 1964, and
WHEREAS, during his tour of duty as Commanding Officer of the Sanford Naval Air
Station, Captain Swanson has demonstrated his keen and genuine interest in the religious,
civic and public activities and welfare of the citizens of the City of San£ord and Seminole
County, in addition to that of the o£ficers and men of his command, and as a result of the
foregoing, he has become one of our most respected citizens, and
WHEREAS, Captain Swanson has provided the leadership and by his own example con-
tinued the unexcelled bond of friendship, and mutual respect existing between the officers
and men o£ Sanford Naval Air Station and the citizens of Sanford and Seminole County, and
WHEREAS, he has at all times displayed that spirit of courtesy, cooperation and
willingness to assist actively the civic leaders and citizens of Sanford and Seminole County
in community affairs, and especially in maintaining a Naval Air Station that ranks at the
top for efficient and economic operation to the degree that he has made an impression that
will be of indelible lasting, and
WHEREAS, he has actively participated and contributed immeasurably as a Vestryman
at Holy Cross Episcopal Church, Honorary Member of the Sanford Kiwanis Club and Sanford
Rotary Club, the Bi-Racial Committee, a Director of the Seminole County Chamber of Commerce,
Director of United Fund and member of the Sanford Men's Golf Association, and
WHERE,, it is now necessary for Captain Swanson to depart our community and report
to the Commandant, Sixth Naval District at Charleston, South Carolina, for staff duty, and
we, his friends and neighbors, acknowledge his significant contributions to our community
area and deeply regret the necessity of his leaving
NOW THEREFORE, BE IT JOINTLY RESOLVED by the Board of County Commissioners o£
Seminole County, Florida, City Commission of the City of Sanford, Florida, and the Seminole
County Chamber of Commerce:
1. That said Board of County Commissioners of Seminole County, City Commission
of the City of Sanford, Florida, and the Seminole County Chamber of Commerce and all the
citizens of our community do formally express our genuine gratitude to Captain Chandler W.
Swanson for the leadership he has so ably provided in continuing the unequalled bond of
friendship and cooperation between the officers and men.of Sanford Naval Air Station and the
citizens of Seminole County, this fact of which we are all extremely proud.
2. That the aforenamed recognize that Captain Swanson has been a most able and
and distinguished Commanding Officer of Sanford Naval Air Station and also a splendid and
!respected citizen of the City of Sanford and Seminole County, and will be sorely missed by
not only the officers and~men of his command, but his many civilian friends, and especially
those of us who have had the very pleasam~ opportunity to work with him in the many civic
affairs in which he has so actively participated, and we are particularly appreciative of
the many contributions he and his lovely and charming wife, Ruth, and his daughters,
Elizabeth, Pamela and Marilyn, have made to the religious, civic and social activities of
the City of Sanford and Seminole County.
3. That we are sincerely regretful of the necessity for Chart, Ruth and their
lovely daughters to leave us, but wish for each of them God's richest blessings and look
forward with real anticipation to thei~ return as permanent citizens and neighbors, because

they are the kind of friends we like and are most desirous of having as residents of our
community~
BE IT FURTHER RESOLVED that a copy of this Resolution be presented to Captain
Chandler W. Swanson, and that a copy hereof be spread upon the Minutes of the Board of
County Commissioners of Seminole County, the City Commission of the City of Sanford, Florida,
and th~ Seminole County Chamber of Commerce, and
BE IT FURTHER"RESOLVED that a copy of this Resolution be forwarded to Honorable
Paul H. Nitze, Secretary of the Navy, Washington, D. C., and a copy to Admiral David L.
McDonald, Chief of Naval Operations, Washington, D.C.

On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and
carried, the City Attorney was next authorized to prepare an ordinance for adopting the
City's new Pay Schedule Regulations; such regulations making each pay step in a salary range
on an annual basis, plus merit.
On motion of Commissioner Raborn, seconded by Commissioner Roberts and carried,
recreation activities covering nonresident fees, pilot dance program, and re-evaluation of
current regulations were tabled until the next regular meeting.
On request of the City Manager that on the basis of previous prices, insufficient
time to bid or purchase prior to expiration of the present budget, Commissioner Raborn moved
on authorization for the purchase of street lighting material for the 17-92 project~ from
27th Street to Onora Road; expenditure authoDized as allocated in Account No. ~6~5, Street
Light Extensions. Seconded by Commissioner Higginbotham and carried.
Commissioner Roberts moved to approve and set the date of September 12, 1966, at
8:00 P. M., CityCommission Room, City Hall, for the City Commission to sit as a Board of
~Equalization to hear any and all tax complaints prior to adoption of the 1966 tax rolls.
Seconded by Commissioner Higginbotham and carried.

Commissioner Baker then moved to adjourn the regular meeting in order to proceed
with the 1966-67 Budged Hearing; and further setting the date of August 29, 1966, for a
1966-67 Budget Hearing. Seconded by Commissioner Raborn and carried.
