The City Co~mission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 12, 1966.

The meeting was called to order by the Chairman.
Commissioner Raborn moved that the regular meeting of the Commission be temporarily
adjourned for the Commission to sit as a Tax Equalization Board and to call the Tax Equali-
zation Board into session. Seconded by Commissioner Baker and carried.
The Commission:then proceeded to sit as a Tax Equalization Board to receive any
complaints or objections on the 1966 Tax Roll, as re-evaluated and prepared by the Tax
Assessor and submitted at this time.

The Chairman then stated that the complaints, as registered, would be reviewed at
a later meeting, and all property owners appearing would be notified of the decisions of
the Tax Equalization Board.
On motion of Commissioner Raborn, seconded by Commissioner Baker and carried, the
Commission then adjourned as the Tax Equalization Board.
Commissioner Raborn moved to call the adjourned regular meeting back into session.
Seconded by Commissioner Baker and carried.
The first item of business was the hearing of proposals for professional services
on (1) utility study to determine needs of the Junior College site and area; (2) layout and
land use for a zoological park area; and (3) a study of the needs of the City for City Hall
work space for the present and the future.
Written proposals were received £mom~the following:
John A. Burton, IV, Architect, Sanford, Florida, in conjunction
with Williams M. Bishop, Consulting Engineers, Tallahassee,
Florida; and Clark, Dietz & Associates, Consulting Engineers,
Urbana, Illinois and Sanford, Florida, for utility study for
the Junior College area.
Eoghan N. Kelley, Architect, Sanford, Florida; and John A.
Burton, IV, Architect, Sanford, Florida, for City Hall study.
John A. Burton, IV, Architect, Sanford, Florida, for zoological
park layout.
Appearing first was Williams M. Bishop, presenting his background resume and
stating that his firm would propose to do a utility study that would not only include Junior
College facilities and those areas immediat~,ly to either side of 17-92; but, felt that the
study should'.include outside this area to determine the affect or influence this would have
on those services that the City might install at this time and in the future.
Commissioner Raborn then moved that the consideration and study for future needs
of a City Hall be cancelled at this time. Seconded by Commissioner Baker and carried over
the dissenting vote of Commissioner Roberts.
Commissioner Raborn moved that the layout and land use propoaals for the zoological
park area be postponed until the next regular meeting of the Commission. Seconded by
Commissioner Baker and carried.
Appearing next was Dr. Jess C. Dietz, Clark, Dietz & Associates, Urbana, Illinois
and Sanford, Florida, presenting a resume of his background experience and offering two
proposals; One encompassing a larger or maximum area that could economically be served, and
the second for a reduced area along 17-92.
In outlining the two proposals, Dr. Dietz pointed out certain criteria that should
be considered and evaluated at this particular time by the Commission regarding the
following:

Needs for water and sewer in the area through population~;predictions.
Growth of the College (projection of next 5 years will be enrollment
of 3,000 or more).
Area will be used for maintenance of school equipment; generating
certain wastes other than domestic.
Matter of fire protection needed for these areas as college will
want to go to some high standards of fire protection by sprinkler
system; affecting water supply and water storage needs.
A temporary plan for a 5-year or 10-year period or a decision on
ultimate disposal from the area.
Continuation of bringing sewage from the south into the present

7. Standards to be set up by the Water Quality Act with Federal
Government moving in amd setting up their own standards if
others are not satisfactory.
8.Responsibility of the parent city or county for fringe areas
relative to utilities.
9. Health and pollution hazard of septic tanks to the City well
field as this area grows in usage, particularly commercial
waste, and population.
Next discussed with consulting engineers, Clark, Dietz & Associates, was the
construction plans with requested changes for the second phase of the Lakefront Project-
Marina covering piers, docks, public launching ramp, mooring piles, temporary breakwater,
and community facilities building.
Commissioner Higginbotham moved on authorization of advertising for bids on this
contract with the understanding that the City Mamager make a final review of the plans a~d
upon any unusual findings that would be considered detrimental along the lines o£ the
Commission's thoughts on this particular phase, the Manager call it to the Commission,s
attention prior to bidding release. Seconded by Commissioner Baker and carried.
After discussion and written request for same, Commissioner Raborn moved to approve
a 90-day time extension for property owner Jeanette Laing to either repair or demolish the
structure located at 904 West 12th Street, Report No. 66-147. Seconded by Commissioner
Roberts and carried.
Appearing next was property owner, Melvin Siskind, requesting that consideration
be given to a time extension on his condemned property, whereby he was contemplating repairs
and was in the process of giving his tenants notice to vacate.
After discussion and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Roberts and carried, approval was granted for a six (6) months time extension on
the building owmed by Melvin Siskind, located at 304 Sanford Avenue, Condemnation Report
No. 66-152.
Om written request of Ada Johnson for Alice Johnson, deceased, that she would
attempt to repair condemned property at 600 East Fifth Street, Commissioner Baker moved to
authorize a 90-day time extension on Report No. 66-171 in which to allow the owner to repair
or demolish the structure. Seconded by Commissioner Roberts and carried.
Property owner, Elsie Menendez, appeared before the Commission regarding condemned
structure at 805 Pine Avenue, Report No. 66-163.
After discussion and on motion of Commissioner Raborn, seconded by Commissioner
Roberts and carried, a 90-day time extension was granted on the aforementioned condemnation
to allow the owner to proceed with repairs or demolition.
On telephone request of representation of the Pico Building for a time extension
on the condemned structure, lO8-110 West Commercial Street, Report No. 66-151, A. B.
Peterson, Jr., as Trustee, Commissioner Baker moved to authorize the granting of a 90-day
time extension for the owners to either repair or demolish the structure. Seconded by
Commissioner Roberts and carried.
The next order of business was a Public Hearing as advertised in the Sanford
Herald on September 2, 1966, to consider an amendment to Article VI, Section l, Item (8),
Zoning Ordinance; applicable in all areas zoned R-3.

NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN THE WORDING OF PART OR PARTS OF THE
ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Commission RoOm
in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 12,
1966, to consider the change of wording of Article VI, Section l, (8), to add the words
"supply houses common to these uses", after the word "clinics".
All parties in interest and citizens shall have an opportunity to be heard at
said Hearing.

The Chairman announced that the Commission would be glad to hear ~rom anyone in
favor of, or against, the amendment to the Zoning Ordinance as advertised in the foregoing
notice.
There being no objections, Commissioner Raborn moved to authorize the City Attorney
to prepare an ordinance pertaining to same for the next regular meeting, to amend the Zoning
Ordinance as Outlined in the foregoing paragraph and applicable in all R-3 zoning districts.
Seconded by Commissioner Higginbotham and carried.
After discussion and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Raborn and carried, a ~equest for a street light on East Ninth Street, east of Bay
Avenue, was denied on the basis of the close proximity of the light on the corner of Ninth
and Bay; and, Ninth Street dead ending 248 feet east of Bay Avenue.
After review, Commissioner Roberts moved to authorize the payment of $3,750.00 to
contractor Houdaille-Duval-Wright Company; as submitted on Statement No. 20507,~ dated
August 31, 1966; as approved by the City project engineering firm Clark, Dietz & Associates
and the City Manager; and as authorized under contract agreement for dredging and bulkheading
Riverprot Marina, dated March 24, 1966; covering costs of required basin d~edging regarding
a change in plans for shifting of the covered piers from the west to the east side of the
fill. Seconded by Commissioner Raborn and carried.
On recommendation of City Manager, Commissioner Baker moved to hold in abeyance
payment of the monthly August Statement No. 20570, in the amount of $28,980.00, as submitted
by Contractor Houdaille-Duval-Wright Company, for dredging and bulkheading, Riverport Marina
c~ntract dated March 24, 1966, until the~next meeting. Seconded by Commissioner Raborn
and carried.
On motion of Commissioner Roberts, seconded by Commissioner Baker and carried, the
first reading of the following ordinances was tabled until the next Commisslion meeting:
~a) Adoption of a revised Sign Ordinance (b) Adoption of a revised Pay Schedule and Regulation
(c) Adoption of revised Refuse Rates.
After discussion, Commissioner Roberts moved to approve the transfer of 1965-66
budgeted funds as follows:
(a) $2,500.00 from Account No. 6021, Library Building Repairs and Maintenance,
(balance from air conditioning cost), to Account No. 8150, Contingency.
(b) $130.00 from Account No 6021, Library Building Repairs and Maintenance,
to Account No. 6028, Library Books, to cover costs of books on monthly orders.

On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and
carried, current vouchers and payrolls were next approved as evidended by General Fund
Florida State Bank Vouchers Nos. ~813 through 4864; General Fund Sanford Atlantic National
Bank Vouchers Nos. 12716 through 12911; and Water and Sewer Revenue Fund Sanford Atlantic
National Bank Vouchers Nos. 1172 through 1186; Florida State Bank Municipal Improvement
Construction Fund Vouchers Nos. 36 through 41; San£ord Atlantic National Bank Municipal
Improvement Construction Fund Voucher No. 6.
A general discussion was next held regarding a request from Superintendent of
Public Schools, R. T. Milwee, for permission for school buses to use Holly Avenue, between
22nd to 25th Street. The City Manager was instructed to contact Mr. Milwee and relay the
Commission's request that the school buses not use Holly Avenue, between 22nd and 25th Street,
on the basis that: (1) Street is not a thorough~fare (2) Street is through a residential
area (3) Street is unpaved and unsafe (~) Two blocks to the east~ parallel to Holly, is a
paved thoroughfare fully adequate to handle all traffic.
Next under discussion was the increasing use of the City's sanitary landfill by
nonresidents, now that the County Dump has imposed a dumping fee of $1.00 for trash up to a
pickup truck load and $2.00 for over.
The City Manager recommended that free use be provided to City residents; same fee
for nonresidents with burden of proof on the person using the landfill, or provide an annual
sticker to be Purchased by nonresidents at $4.00 per month up to a pickup load and $8.00 for
over a pickup load.
On motion of Commissioner Roberts, seconded by Commissioner Baker and carried,
approval was given to authorize the City Attorney to prepare the necessary ordinance pro-
hibiting the dumping of trash by nonresidents of the City into the City sanitary landfill,
except upon payment of the recommended fee.
After discussion and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Roberts and carried over the dissenting Vote Commissioner Baker, action was held in
abeyance regarding the unauthorized sign as erected by Louis Rotas, on French Avenue south
of 20th S~reet, advertising the Mar-Lou Motel, until such time as the new sign ordinance is
written and adopted. Commissioner Roberts requested that the sign ordinance be expedited in
order to prevent further occurrences of this nature.
Consideration next given to the selection of professional personnel to prepare the
Utility Study to determine the needs of t~e Junior College site and area. Commissioner Baker
moved that the engineering firm of Clark, Dietz & Associates, represented by Dr. Jess C.
Dietz, be selected to prepare the utility study and to negotiate with said firm regarding
the cost of the study.

After discussion and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Roberts and carried, approval was granted to transfer from Account No. 4?92, Street
Construction, the allocated amount of $2,545.00 to Accounts Payable for the cost of street
reconstruction on Oak Avenue and 24th Place; and the transfer of $2,328.62 from Account
No. 4792-A, Street Construction, to Accounts Payable, to cover the cost of paving Locust
Avenue from First to Second Street.
There being no further business, the meeting adjourned.
