The City Commission of the City of Sanford, Florida, met in a special adjourned
session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on
September 19, 1966.

The special adjourned meeting of September 14, 1966, to give consideration to land
revaluations, was called to order by the Chairman.
Commissioner Higginbotham moved to waive the requirement of 24 hours written notice,
and to call tha meeting .to order. Seconded by Commissioner Raborn and carried by the unani-
mous Vote of the Commission.
The first item of business was a review of propertY-land revaluation as proposed
~f.qr the 1966 Tax Roll and more particularly outlined as telephone callsz, and written letters
of complaints regarding the proposed tax increase and shown as follows:

After an individual review regarding the aforementioned list of complaints,
Commissioner Baker moved that the property valuations as listed on,he 1966 Tax Roll and
· reviewed and any corrections or changes noted thereon by the Tax Assessor be accepted and
so authorized. Seconded by Commissioner Roberts and carried.
Commissioner Wilson then requested and was granted permission to temporarily
relinquish his seat as Chairman. Co~missioner Raborn then took over as Chairman of the
meeting.
Commissioner Wilson then made the following statement:
"We are known generally, I think, as a forward looking, progressive minded
Commission. We have several projects now under way that a short time ago were only dreams;
but, in order to have the public support that we need to make these dreams come true, we
must at times either leave off or postpone some of the desirable projects that we plan and
stick with the necessities, in order to balance a realistic, reasonable budget for a reason-
able tax minded public. Action taken at our last meeting proposes that we enter into a full
re-assessment of all property within the city at the earliest possible moment to take effect
next year,lwith a corresponding roll back of millage. So, in order to prepare the way for
this, I would suggest that in view of the appraisals so far, that in keeping with future
plans, we do just that this year, to this effect: That we decrease our proposed budget by
deleting Account No. 437~, appropriation for Relocation of the Zoo, in the amount of
$20,000.00, and Account No. ~772, Building Construction in the Street Department, in the
amount of $20,875.00; both of which can be postponed until the full re-assessment goes into
effect or other monies are available without any adverse effects materially on our plans
in the long run; and, that we authorize at the same time a decrease of one mill on our
General Operating Budget in line with future planning, so as not to work undue hardships
aD. this time upon a good segment of the citizens of our City. We realize that inequities
exist, but that is no reason to push for projects that can wait, and at the same time,
impose further inequities without some form of relief upon those most affected,just in order
to get the job done a year earlier. I firmly believe that the action as just outlined will
have both public support and approval of our taxpayers as a whole. I so offer this pro-
cedure as a motion at this time." Seconded by Commissioner Baker.

A£ter lengthy discussion, Commissioner Higginbotham moved that Co~missioner Wilson'
motion be tabled and handled at a regular meeting, giving the Commission time £or £urther
study. Seconded by Commissioner Roberts and carried.
On motion o£ Commissioner Baker, seconded by Commissioner Raborn and carried,
the meeting was adjourned to September 20, 1966~
