The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 24, 1967.

The meeting was called to order by the Chairman.
S. O. Dominey, representing the Seminole County Junior Chamber of Commerce, ap-
peared and presented to the Commission a copy of their recent "Community Development Survey
Results". This being accomplished through a questionnaire wherein persons made comments and
presented ideas for the betterment of Sanford. The Commission commended the organization on
their outstanding work, and stated that they would be interested in the total figure count
in the respective category and, if feasible, requested a copy of same be fumnished.
The next item of business was a Public Hearing to consider the request of Mack N.
Cleveland, Jr., Attorney, representing the owner for the proposed Winn-Dixie supermarket and
retail complex, for the closing and abandoning of streets and alley right-of-ways as adver-
tised in the Sanford Herald on April 14, 1967.
NOTICE OF PROCEEDING FOR VACATING, CLOSINGAND
ABANDONING A PORTION OF A STREET AND AN ALLEY
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of Sanford, Florida,
at 8:00 o'clock P. M. on the 2&th day of April, 1967, at the City Commission Room at the
City Hall in the City of Sanford, Florida, will consider and determine whether or not the
City will close, vacate and abandon any right of the City and the Public in and to that
portion of a street and. alley hereinafter described, to wit:
That portion of Cross Street bounded by the south R/W of First Street,
the north R/W of East Street, the west line of Block ll, and the east
line of Block 2;
That portion of East SDreet bounded by the' east R/W of Sanford Avenue,
the west R/W of Cypress Avenue, the south line of Blocks 2 and ll, and
the north line of Blocks 5 and 10;
AND
That certain alley bounded by the south R/W of East Street, the north
R/W of Second Street, the west line of Block 10, and the east line of
Block 3; all in Chapman and Tucker Addition, as recorded in Plat Book l,
Page 24, Seminole County Records.
Persons interested may appear and be heard at the time and place above specified.

The Chairman announced that the Commission would be glad to hear from anyone in
favor of, or against, the closing as advertised in the foregoing notice.
After discussion and there being no opposition, Commissioner Higginbotham moved
to approve the abandonment and closing of the streets and alleys within the area outlined;
the City Attorney was authorized to prepare the proper ordinance for same; the City to retain
the necessary utility easements within this area; and authorized construction across said
easements upon the property owner encasing utility lines in cast iron pipe, with the property

owner paying cost of same. Seconded by Commissioner Wilson and carried.
After discussion, and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Wils0n~and carried, a topographical survey and cost of same of the site relocation of
the Zoo for the proposed Zoological Park in the area of the City's sewage treatment plant
was authorized.
After consideration, and on the request of the City Manager, Commissioner Wilson
moved that. the 1966-67 appropriation of $40,000.00 be transferred from the Utility and Sewer
Fund Account No. 9810, to General Government Revenue Account No. G-885. Seconded by Commis-
sioner Raborn and carried.
On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and
carried, Boyd C. Coleman was appointed to serve on the Board of Adjustment and Appeals, to
fulfill the vacancy terminating on August 13, 1969, due to the death of member William A.
Kratzert.
On recommendation of the City Manager, 0ommissioner Raborn moved to approve a
salary reclassification for a City fireman as follows:

Seconded by Commissioner Wilson and carried.
A discussion was held regarding the present policy of insurance coverage on re-
tired City employees, over age of 65, and coming under medicare, whereby they receive $36.00
per year to cover additional medicare benefits. This allows no coverage for women City
employees retiring at the ~ge of 62 years. Commissioner Higginbotham moved to approve that
City employees retiring at the age of 62 years be continued to be carried under the City's
group hospitalization plan until the age of 65; automatic transfer after age 65 to medicare
coverage and the City to pay the individual $36.00 per year to cover the additional medicare
benefits. Seconded by Commissioner Raborn and carried.

After being read in full, Commissioner Raborn moved on its final passage and
adoption. Seconded by Commissioner Roberts and carried.

Commissioner Higginbotham next introduced Ordinance No. 91~, entitled:

Commissioner Higginbotham then moved on the waiver of the requirement of the

Next was a review of bills now before the State Legislature, and after discussion,
action was taken as follows:
On motion of Commissioner Wilson, seconded by Commis.sioner Higginbotham
and carried, Senate Bill 240 and House Bill 353, collective bargaining
for firemen and policemen, was opposed~
On motion of Commissioner Higginbotham, seconded by Commissioner Raborn
and carried, Senate Bill /l/l, granting municipalities home rule, was
approved.
On motion of Commissioner Wilson, seconded by Commissioner Higginbotham
and carried, House Bill 150, prohibiting depositing of anything affecting
recreational use in public water, was opposed on the basis of. the bill
being too loosely drawn.
On motion of Commissioner Raborn, seconded by Commissioner Higginbotham
and carried, Joint Resolution 155, restricting municipalities from any
ad valorem levy over 5 mills for all purposes, was opposed.
On motion of Commissioner Roberts, seconded by Commissioner Raborn and
carried, Senate Bill 53, blind serviceman exempt from taxation, was
opposed on the basis that a serviceman with 100% disability should be
considered under the same provision.
On motion of Commissioner Raborn, seconded by Commissioner Higginbotham
and carried, Senate Bill 72, tax millage of any county or any munici-
pality shall not exceed that of 1966-67, was opposed on the basis that
a local government agency is not always in a position to know its needs.
On motion of Commissioner Roberts, seconded by Commissioner Raborn and
carried, Senate Bill 128, allowing municipalities to impose a 2% resort
tax upon rent, sale of food, beverages, alcoholic beverages, and beer or
wine, was opposed.
'On motion of Commissioner Roberts, seconded by Commissioner Raborn and
carried, Senate Bill 177, adopting uniform traffic control devices for
all highways, streets, etc. and compels their use, was approved.
A discussion was next held pertaining to the recommendation submitted at the last
meeting by the Zoning and Planning Commission for the erection of a sidewalk with railing
and benches along the lakefront abutting the bulkhead from Park Avenue to Mellonville Avenue.
The City Manager presented the following costs: '
8-foot sidewalk: Labor, equipment, and material $10,940.00
Material only 6,600.00
Railing installed: Deper~iing on material used, $15,316.00
up to $39,384.00
Total walk and railing could cost as high as $50,324.00.
Using cheaper material and City constructing the walk,
cost could be lowered to $21,916.00.
On motion of Commissioner Raborn, seconded by Commissioner Higginbotham and carried, approval
was given to include the cost of the sidewalk and benches in the proposed 1967-68 Budget for
consideration.
The City Manager informed the City Commission that under their prior approval to
negotiate with the County Commission for approval to employ the County Planner on a part-time

basis to allow the City to update their planning program for recertification of a Workable
Program relative to a Code Enforcement Program under Federal Aid Grants, the County Commis-
sion had now approved of same. Under discussion of costs, it was outlined that approximately
$300.00 per month could be anticipated at the start covering salary of planner, drafting,
materials, and printing. On motion of Commissioner Raborn, seconded by Commissioner Wilson
and carried, the matter was tabled until the next regular meeting.
A discussion was then held regarding request of the City of Maitland for support
of the effort of Orlando in moving the State Capital to the center of the state. Commissioner
Roberts moved that the City Attorney prepare the appropriate resolution in support of the
effort to move the State Capital to the center of the state, specifically the Central Florida
area, and further, that ample consideration be given to the City of Sanford and its environs.
Seconded by Commissioner Wilson and carried.
Consideration was next given to bids submitted as gollows, for the furnishing of
sewer lift station equipment for the Motel-Marina lakefront project, as publicly opened in
the City Hall at 2:00 P. M. on April 20, 1967, and advertised in the Sanford Herald on
April 6, 1967.

After discussion and on motion of Commissioner Wilson, seconded by Commissioner
Roberts and carried, low bid in the amount of $5,746.49 was awarded to Moore Utility Supply
Company, Jacksonville, Florida.
Next considered were the bids submitted for the furnishing of one heating-air
conditioning unit at the Civic Center Building in the Recreation Office, as publicly opened
in the City Hall at 2:00 P. M. on April 20, 1967, and advertised in the Sanford Herald on
April 10, 1967.

After discussion and on motion of Commissioner Higginbotham, seoonded by Commis-
sioner Wilson and carried, the low bid was awarded to H. B. Pope Company, inc., Sanford,
Florida, for the furnishing of a Fedders unit at a cost of $604.}8.
On request of Charles A. Collier and Homer W. Little, respective owners, Commis-
sioner Higginbotham moved to authorize the transfer ~f taxicab license No. 704, currently
held by H. W. Little, 120 South Park Avenue, to S~nford Transit Company, Inc., 201 South
Park Avenue, Sanford, Florida. Seconded by Commissioner Roberts and carried.
On recommendation of the City Manager and on motion of Commissioner Higginbotham,
seconded by Commissioner Roberts and carried, the fgllowing salary reclassification was

The proposal reflected a net cost of $11,700.00 for one Burroughs E 1~68S; to include pro-
gramming costs, installation, instruction and one year warranty. On motion of Commissioner
Higginbotham, seconded by Commissioner Wilson and carried, authorization was given to proceed
with the installation of the accounting machine; cost to be included in the 1967-68 Budget;
portion of cost to be appropriated from the Utility Budget; and cost to be equalized and
appropriated over a period of three budget years. Seconded by Commissioner Wilson and carried

Commissioner Roberts introduced Resolution No, 1033, and after being read in full,
moved on its passage and adoption. Seconded by Commissioner Raborn and carried unanimously.
Said Resolution No. 1033 being in words and figures as follows:
A RESOLHTION OF THE CITY COMMISSION OF THE
CITY OF SANFORD, FLORIDA, APPROVinG REQUEST
FOR FINAI~CIAL ASSISTANCE TO PLAN AND DEVELOP
A COMPREHENSIVE CITY DEMONSTRATION PROGRAM.
WHEREAS, the City of Sanford, Florida, desires to undertake a comprehensive program
to rebuild or revitalize large slum and blighted areas and generally improve living conditions
for the people who live in such areas; and
WHEREAS, the Secretary of Housing and Urban Development is authorized to make grants
to, and contract with, City Demonstration Agencies to pay 80 percent of the costs of planning
and developing such city demonstration programs:
NOW, THEREFORE, be it resolved by the City Commission of the City of Sanford,
Florida, as follows:
Approval is hereby granted (1) for the submission of a request for financial as-
sistance for the planning and development of a comprehensive city demonstration program;
(2) for the provision of any information or documentation concerning the preparation and
content of such program as may be required by the Department of Housing and Urban Development;
and (3) for the representation by Warren E. Enowles, City Man~ger, as the authorized repre-
sentative empowered to act on behalf of the City of Sanford, Florida, in connection with all
matters pertaining to the request for financial assistance.
The undersigned hereby certifies that:
1. He is the duly qualified and acting City Clerk of the City of
Sanford, Florida, and keeper of its official records.
2. The foregoing resolution is a true and correct copy of the
resolution as finally adopted at at meeting of the City Commission,
City of Sanford, Florida, held on the 24th day of April, 1967, and
duly recorded in his office.
3.The undersigned is duly authorized to execute this certificate.

minutes of April 10, April 14, and April 20, 1967, were approved.
After discussion with the City Attorney of same and on motion of Commissioner
aoberts, seconded by Commissioner Raborn and carried, authorization was given to negotiate
on rates with the City's respective insurance carriers regarding an increase in liability
ooverage relative to bodily unjury.
Consideration was next given to the City's present bills before the current legis-
lative session. On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and
:arried, authorization was granted for Attorney and former Senator Mack N. Cleveland, Jr., and
the City Attorney, as lobbyists, to appear before the legislation delegati'on in Tallahassee
on April 26, 1967, relative to presentation of City of Sanford legislative bills, with expense~
~uthorized for same at the rate of $150.00 per diem.
Commissioner Roberts next submitted the following statement:
"On my motion, the Commission on February 27, 1967, tabled the second reading of an
ordinance~ prohibiting the possession of alcoholic beverages by minors until the next regular
meeting. On March 13, 1967, Commissioner Wilson moved to adopt such an ordinance and this
motion died for lack of a second. Recent events have indicated that the Police Department
has definite need of an appropriate ordinance governing such matters. In ~he~:past I strongly
opposed the adoption of this ordinance because of my belief that this may .well harm an in~o-
oent teenager and also that these youngsters were subject to military service, yet were
threatened with arrest even for possession of a bottle of beer---which seemed to me a little
anfair. On due reflection, I now desire to change my opioion and I agree that we should
~rovide the leadership and strength of convictions to inform the people of our City that we
will do everything in our power to curb this ever increasing menace. I have discussed this
!~ituation with many parents and we have heard from the teenagers even here in an open City
Commission Meeting. .When, they, themselves, ask for something to be done, I feel we must all
reconsider our action and, if it is proper, I would like for the re-introduction of the second
reading of the Ordinance and Commissioner Wilson and I shall take pleasure in seconding same."

THERETO SECTION ~-3.1 PROHIBITING THE
POSSESSION OF ALCOHOLIC BEVERAGES, AS
DEFINED, BY MINORS.
Placed on its first reading and read in full at regular meeting of February 13, 1967, was
next placed on its final reading for passage and adoption.
After being read in full, Commissioner Wilson moved on its final passage and
~doption. Seconded by Commissioner Roberts and carried over the dissenting vote of Commis-
loner Roberts and carried over the dissenting vote of Commissioner Higginbotham on the basis
hat the law will be of greater damage to the children than the alcoholic beverage.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,
