MINUTES
City Commission, Sanford, Florida__ June 2~ at 8:00 P. M.
The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 23, 1969.

The meeting was called to order by the Chairman.
The first item of business was the presentation of a proposal by Alex J. Serraes
for a 5-year leasing with a 5-year option of the municipal Fort Mellon Swimming Pool and the
City-owned park area adjacent and east to San Juan Avenue to be known as Lakeside Recreation
Park, a profit organization consisting of swimming pool, wading pool, two handball courts,
volleyball court, picnic area, barbeque pits, entertainment cenDer4~snack bar, beach area,
and partial fencing for privacy. The park area would be open year round on a membership
basis only. The pool open during the summer months and operated on a membership basis, as
well as a general admission charge of $1.00 for adults and 75¢ for children. Membership fees
would be $100.00 a year. The request for the leasing effective at the closure of the pool
after the 1969 summer operation period. Mr. Serraes stated that Wendell Agee would be an
associate in the undertaking. Opinions were rendered by the City Attorney regarding the
leasing of a dedicated park.
The City Commission informed Mr. Serraes that the proposal would be taken under
consideration and that communications would be maintained regarding same.
Consideration was next given to a request of property owner Mary W. Smith to restor~
a two-story condemned dwelling into a single family dwelling due to fire damage beyond 50%,
located at lO11 Railroad Avenue, Condemnation Report No. 68-255, Group 15, on the basis that
truss material had been made to order. The Building Official gave a status report on this
particular structure wherein a building permit could not be issued to restore due to said
fire damage and the requirements of the Building Code.
The existing conditions and status of repairs were also discussed relative to the
Owner's condemned structures listed as follows:

All in Group 15, condemned October 21, 1968, and given two 90-day time extensions to July 28,
1969.
After discussion with the Building Official and the Fire Chief, Commissioner Crapps
moved to authorize an additional time extension of 90 days to the date of September 23, 1969,
to allow Mary W. Smith to complete repairs to all four structures within the time period
granted and a stipulation that the owner concentrate all efforts on completing two structures
located at lO11 Railroad Avenue and 808 West llth Street by bringing same up to the complete
specifications of the minimum housing code requirements, and on failure to do so, no addi-
tional time extensions will be granted and the City will proceed with demolition of the four
structures under condemnation. Seconded by Commissioner Roberts and carried. The Building
Official was instructed to be cognizant of all work connected with said structures and the
property owner informed to coordinate all work with'said City official.

Vernell Ellzy, representing the organization called the "Strip Blazers" and also
members of the National Hot Rod Association, appeared before the Commission on .a request re-
~garding the leasing of the municipal Goldsboro Swimming Pool for the remainder of the summer
on the basis that if the operation should show a deficit, the pool would be closed. The
spokesman stated that the pool would be operated for the benefit of the public and for profit.
After discussion and conferring with the Recreation Director, Commissioner Higgin-
botham moved that.the Recreation Director be instructed to physically get the two swimming
pools in operation with same to be a City operation and expense. Seconded by Commissioner
'Roberts and carried. Operating funds for same to be approved at a later date.
After consideration of said request, Commissioner Crapps moved to ~U~horize the
issuance of an exempt occupational license to Howell Shuman, age 85, on the basis of age and
disability, to operate a Fixit Shop at the location of 310 West Fourth Street. Seconded by
Commissioner Roberts and carried.
Consideration was next given to an application of A. Stamison for an occupational
license to serve beer and wine, consumption on the premises, at the location of lOlO State
Street, Sanford Shopping Plaza, d/b/a Ruben's Restaurant, Bakery and Delicatessen; and, on
approval of the Police Chief, on motion of Commissioner Crapps, seconded by Commissioner
Roberts and carried over the dissenting vote of Commissioner Wilson,~same was approved'
On request of the Tax Assessor, Commissioner Crapps moved to authorize that July 28,
1969, be approved for the Commission to sit as a Board of Equalization to receive complaints
or objections on the 1969 Tax Roll as prepared by the Tax Assessor and to be submitted at said
date. Seconded by Commissioner Roberts and carried.
A proposed list of names was next considered for an appointment as a Charter Revi-
sion Committee, and on motion of Commissioner Roberts, seconded by Commissioner Higginbotham
and carried, action was deferred until the next meeting.
Consideration was next given to a request of Chester T. Ott, owner of the Dairy
Queen, 2523 Park Drive, for the vacating of 65.84 feet, a portion of a l$-foot utility ease-
ment located on the southwest portion of said property, minus of utilities in said portion and
the entire fourteen feet located within the owner's property. The owner indicated contempla-
ting the rebuilding of the present structure with a relocation over said easement to facili-
tate additional off-street parking area, and on motion of Co~missioner Roberts the matter was
referred to the Zoning and Planning Commission for study and recommendations. Seconded by
Commissioner Higginbotham and carried.
A discussion was next held for the establishing of a policy regarding payment to
City employees attending the annual two weeks training program of the National Guard Unit,
and on motion of Commissioner Higginbotham, seconded by CommiSsioner Roberts and carried,
authorization was given for the City to pay only the difference between the' federal pay and
the employee,s regular salary.
After consideration, Commissioner Wilson moved to table until the next meeting a
proposed change with increased benefits in the City's Group Hospitalization Plan as presented
by Gulf Life Insurance Company. Seconded by Commissioner Roberts and carried.
Ordinance No. 969, entitled:

placed on its first reading and read in full at the meeting of June 9, 1969, was next placed
on its second reading.
After being read in full, Commissioner Crapps moved on its passage and adoption.
Seconded by Commissioner Higginbotham and carried.
Thereupon, the Chairman annonnced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 969, entitled:
AN ORDINANCE OF TEE CITY OF SANFORD, FLORIDA,
ANNEXING TO AND INCLUDING WITHIN THE CORPORATE
AREA OF THE CITY OF SAN-FORD, FLORIDA, THE AREA
DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE
PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA,
ACTS OF 1957.
Appearing before the Commission was Altamesa Dixon to request a time extension on
condemned property located at 81~ Cypress Avenue, Condemnation Report No. 68-272, Group
owned by Paul Dixon, wherein she stated that the owner, her husband, was deceased as of
April, 1969, and intended plans were to demolish the structure; and on motion of Commissioner
Higginbotham, seconded by Commissioner Crapps and carried, a 90-day tim~. extension to Sept-
ember 23, 1969, was granted.
After consideration, Commissioner Higginbotham moved to appoint Henry N. Tamm, Jr.,
to pOs±tion~ofDCi~yi~E-~erk' F~nance Director for the City of Sanford, effective August l, 1969,
at an annual salary of Si1,118.00. Seconded by Commissioner Roberts and carried.
An application for a'transFer of an alcoholic beverage license was next considered,
and on approval of the Police Chief and on motion of Commissioner Higginbotham, seconded by
Commissioner Crapps and carried, approval was given to transfer license No. 925, owner
Elizabeth A. d'Aversa, from Rex Liquors Arcade at 310 East First Street, to Rex Liquors &
Lui Lounge at 205 North Palmetto Avenue, package store and cocktail lounge.
A request by Attorney Mack N. Cleveland, Jr., representing Condemnation Report Nos.
68-287 and 68-288, Group 15, on two structures located at 80~ and 806 East Ninth Street, con-
demned on October 21, 1968, and owned by Katie Bracey, was considered; and on motion of
Commissioner Higginbotham, seconded by Commissioner Crapps and carried, a time extension of
90 days to the date of September 23, 1969, was granted to allow an estate settlement.
After discussion with the City Attorney regarding same, Commissioner Higginbotham
moved to authorize the Mayor and City Clerk to execute a Quit Claim Deed from the City of
Sanford to Herman E. Morris on Lot 81, Amended Plat of Magnolia Heights. Seconded by Commis-
sioner Crapps and carried.
After discussion regarding State Legislative House Bill No. 3001, requiring.the
Seminole County Tax Collector to collect all Seminole Municipal taxes, effective 1969, Commis-
sioner Crapps moved that the City Attorney write a letter to Governor Claude R. Kirk, Jr., to
be signed by the City Commission, supporting the position of Seminole County Tax Collector
G. Troy Ray, Jr., that it is impossible to comply with said bill in 1969.
