The City Commission of the City of Sanford, Florida, met in regular annual organi-
zation session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on
January 6, 1970.

The meeting was called to order by the Chairman.
The meeting was opened with the Chairman introducing Resolution No. 1064, and after
being read in full, Commissioner Roberts moved on its passage and adoption. Seconded by
Commissioner Crapps and carried by the unanimous vote of the Commission.
Said Resolution No. 1064 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA,
COMMENDING CLIFFORD W. McKIBBIN, JR.
FOR TWENTY+OldE YEARS OF OUTSTAND-
ING SERVICE TO THE CITY OF SANFORD.
WHEREAS, CLIFFORD W. McKIB%IN, JR., has heretofore served as City Manager of the
City of sanford, Florida, from-February l, 1949 to January 8, 1952, and as a member of and
Chairman of the Zoning and Planning Commission from September 15, 1955 to January l, 1970,
and as a member of the Sanford Industrial Commission from October 14, 1968 to January l, 1970;
and
WHEREAS, CLIFFORD W. McKIBBIN, JR. in the performance of his services for the City
of Sanford has contributed much for the betterment, progress and welfare of this City and its
people; and
WHEREAS, CLIFFORD W. McKIBBIN, J~. has always devoted time and effort far above and
beyond the call of duty and has been held in high regard by those with whom he has been associ-
ated, and it is the desire of the City Commission of the City of Sanford, Florida, to express
due recognition and appreciation to this beloved servant,
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that the sincere commendation and appreciation of the City Commission, both for itsel:
and for the people of this community, be and the same is hereby given to CLIFFORD W. McKIBBIN,
JR. for twenty-one years of faithful service, and that a plaque be given to him as a token of
such commendation and appreciation.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City
Commission and a copy hereof presented to CLIFFORD W. McKIBBIN, JR.

A list of furniture obtainable from local firms for furnishing the new dressing
room addition at the Municipal Civic Center AUditorium was next submitted for consideration.
The City Manager presented literature showing the basic furniture to be that of durable and
washable plastic and wrought iron at a cost of $730.00, and on motion of Commissioner Crapps,
seconded by Commissioner Roberts and carried, the purchase of the furniture and expenditure
was authorized and approved a transfer of $750.00 from Account No. 8150, Contingency, to
Account No. ~226, Recreation/Equipment-General.
Request next submitted from Warren Ray Turman, employed for nine years as custodian
of the Civic Center, for a salary advance in amount of $200.00 to assist in costs of his
wife's hospitalization and major surgery bills. This to be ~epaid at $10.00 per week. On
motion of Commissioner Roberts, seconded by Commissioner Crapps and carried, same was approve~
Letter of December 16, 1969, submitted by John R. Payne, manager of Sanford Transit
Company, Inc., 201 South Park Avenue, Sanford, setting forth, effective January l, 1970,
mileage rates for operating taxicabs, as required by Ordinance No. 882, as follows:
50¢ for the first quarter mile
10¢ for each additional quarter mile
Flat rates to apply on all out-of-town trips
and on motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried over
the dissenting vote of Commissioner Roberts, the rate change was approved. Commissioner
Roberts qualified his negative vote on the basis that the rate change was not submitted prior
to October l, 1969, as required by the ordinance.
There being no further old business to be transacted by the outgoing board, Commis-
sioner Wilson moved that the meeting adjourn sine die. Seconded by Commissioner Higginbotham
and carried.
The Commissioner then reconvened for the purpose of organization.
Commissioner Moore next submitted a letter of resignation for the term of City
Commissioner expiring January, 1971, due to his election as Mayor-Commissioner for the term
expiring January, 1973.
Mayor-Commissioner-Elect Lee P. Moore then signed the oath and acceptance of office
and was seated as Mayor-Commissioner of the City of Sanford, Florida, for a three-year term.
Commissioner-Elect Gordon T. Meyer then signed the oath and acceptance of office
and was seated as Commissioner of the City of Sanford, Florida, for a three-year term.
Commissioner Roberts then moved on the appointment of Thomas S. McDonald to serve
as City Commissioner for the term expiring January, 1971, created by the resignation of Com-
missioner Moore. Seconded by Commissioner Crapps and carried over the dissenting vote of
Commissioner Meyer who stated his vote was qualified on the basis of reasons previously cited.
Thomas S. McDonald then signed the oath and acceptance of office and was seated as
Commissioner of the City of Sanford, Florida, for a one year term.
The Chairman next introduced Resolution No. 1065, and after being read in full,
Commissioner McDonald moved on its passage and adoption. Seconded by Commissioner Meyer and
carried by the unanimous vote of the Commission.

WHEREAS, EARL HIGGINBOTHAM has served as Mayor of the City of Sanford, Florida,
during the years 1954 and 1960; and
WHEREAS, EARL HIGGINBOTHAH has~ now completed his terms as a member of the City
Commission of the City of Sanford, Florida, and has retired from its membership; and
WHEREAS, EARL HIGGINBOTHAM in the performance of his duties as Mayor and as a member
of the City Commission has worked diligently and unselfishly for the betterment and welfare
of this City and its people, has devoted to such service time and effort far above and beyond
the call of duty, and it is the privilege and desire of the present City Commission to express
proper recognition and appreCiation to this retiring member for the conscientious service to
the City,
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that the sincere commendation and appreciation of the City Commission both for itself
and for the people of this community be and the same is hereby expressed to EARL HIGGINBOTHAM
for his outstanding contribution to public service, and that a silver tray be given as a token
of such commendation and appreciation.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City
Commission and a copy hereof delivered to EARL HIGGINBOTHAM.

Commissioner Higginbotham was then presented with a gift of an engraved silver tray
in appreciation for his past services as Mayor and Commissioner of the City of Sanford.
The Chairman next introduced Resolution No. 1066, and after being read in full,
Commissioner Meyer moved on its passage and adoption. Seconded by Commissioner Crapps and
carried by the unanimous vote of the Commission.

WHEREAS, A. L. WILSON has now completed his terms as a member of the City Commission
of the City of Sanford, Florida, and has retired f~om its membership; and

Commissioner Wilson was then presented with a gift of an engraved silver tray in
appreciation for his'~past services as Mayor and Commissioner of the City of Sanford.
Consideration was next given to the recommendation of the Sanford Housing Authority
for filling the vacancy created by the recent death of member Clarence L. Redding, and on
motion of Commissioner Roberts, seconded by Commissioner Meyer and carried, Andrew M. Carra-
way was appointed to the Sanford Housing Authority to fill the unexpired four-year term
ending May 20, 1971.
After discussion, Commissioner Roberts moved to table action on the appointments
to the Sanford Industrial Commission and the Zoning and Planning Commission until February 9,
1970, pending receipt of recommendations from the respective boards. Seconded by Commissione~
Crapps and carried.
Recommendation next submitted by the Building Official for condemnation of'twelve
structures found to be in a dilapidated, unsanitary or unsafe condition, covered by reports

Commissioner Roberts moved to hold a Public Hearing on January 26, 1970, to consider
Reports Nos. 70-313 through 70-324 to determine the condition of the structures for condemna-
tion proceedings; and to authorize that a notice be placed upon each structure; and directed
by registered mail to the last known address as shown by the Tax Assessment Rolls of the City,
a notice to the owner of the property of said hearing. Seconded by Commissioner Crapps and
carried.
The Chairman announced that he had been in contact with David Smith of the Seaboard
Coast Line Railroad Company pertaining to statement in amount of $30.00 to the City for use
of railroad right-of-way for a pipeline u_uder tracks at Melonville and Rosalia Avenues and
that the matter be held for further information.
A discussion was next given to a request by the Jaycees for the City to host at the
Sanford Airport, the 1970 U S National Parachuting Championships through a cooperative effort
with the Jaycees organization, who are preparing a proposal for this event. An initial fi-
nancial outlay'of three to four thousand dollars and use of City personnel and equipment was
discussed, and some revenue to be realized from the event. Commissioner Roberts moved that
the City and Sanford Industrial Commission be authorized to lend support to the event, in
conjunction with the Jaycees, and approval given for the utilization of Industrial Commission
budgeted publicity funds toward same. Seconded by Commissioner McDonald and carried.
There being no further business, the meeting adjourned.
