The City Commission of the City of Sanford, Florida, met in regular adjourned
session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on
February 24, 1970.

The meeting was called to order by the Chairman.
The first item of business was the appearance of Valerie Colbert, President,
SISTER Organization, to read a prepared statement in answer to a newspaper article about
the Sanford Zoo and made proposed sugges, tions as follows:
1. Oppose the zoo being made into a Florida Wildlife attraction for
native animals only.
2. Recommend that:
(a) Youth Center and Civic Center be remodeled for use as a city
hall and police department, and the entire area of the present
city hall and police department be utilized for the zoo ex-
pansion in conjunction with the present zoo site.
(b) The bandshell area be utilized as an entrance to a new zoo
location on land to be pumped in projecting out into the lake.
Mrs. Ruth Swinney, SISTER representative, gave various information relating to the
operation of the Jacksonville Zoo.
Commissioner McDonald recommended consideration be given to the forming of a non-
profit corporation for the operation and maintenance of the zoo and therein qualify for
contributions; leasing same for $1.00 per year; the City then contribute to the corporation,
in addition to the people of Central Florida.
Commissioner Meyer expressed an interest in utilizing the street on the north side
of the city hall in conjunction with the present zoo site under an expansion idea and re-
ferred to the possibility of purchasing or a trade with reference to the land of the Florida
State bank lying directly to the west of the present zoo site.
Commissioner Crapps suggested eliminating those animals where the City has more
than one of a species and retaining only one, whereby giving the remaining animals adequate
space.
Commissioner Meyer recommended the City retain Eoghan Kelley, Architect, to re-
design the z$o on the present site with the utilization of the street on the north side of
the city hall, with the architect giving concrete figures on both his fee and the projected
construction cost.
After discussion, Commissioner Crapps moved that the City Commission visit the
Jacksonville Zoo at the earliest possible date for the purpose of reviewing said operation.
Seconded by Commissioner McDonald and carried.
Dr. Jesse C. Dietz, Consulting Engineer with the firm of Clark, Dietz and Associ-
ates, Urbana, Illinois and Sanford, Florida, gave a report on the engineering work authorized
and started in the past month for secondary sewage treatment improvement under requirement
of the State Board of Health and within federal guidelines. He stated.that information from
a conference with the State Water and Pollution Control Board, the City will not have to go

beyond the secondary treatment. Eowever, the directive states that Sanford must treat "all"
!sewage that is received at the plant. Dr. Dietz explained the present design and capacity of
the City's primary sewage treatment plant and concluded with the following:
1. That with the dtilization of the present sewage treatment plant
construction and providing the following, the City would meet the
requirements for furnishing secondary treatment facilities:
(a) Construction of a grit chamber.
(b) Construction of retention lagoons adjacent to the present
sewage treatment plant for the storing of diluted (combined
sanitary and storm) sewage which will then be fed back into
· the plant for treatment.
Consideration was next given to a joint proposal from Reynolds & Company and Pierce,
Wulbern, Murphey, Inc., Orlando, to serve as financial advisors to the City of Sanford;
fiscal agents D. Kirk Gu_uby and Loomis C. Leedy, Jr.; and on motion of Commissioner Crapps,
seconded by Commissioner McDonald and carried, said proposal was accepted and the Mayor and
City Clerk authorized to execute same.
Request next submitted by Anthony Santo for an extension on Condemnation Report
No. 69-312, Group 16, 1017 West 13th Street, condemned October 30, 1969, and Commissioner
McDonald moved as follows:
(a) All condemned structural faults to be corrected within six months
from February 24, 1970.
(b) Plumbing and electrical defects to be corrected within one year
from February 24, 1970.
(c) Upon structure being rented or leased all corrective action shall
be completed prior to occupancy.

After discussion, Commissioner Crapps moved to rescind the motion of February 9, 197C
~etting the occupational license fee of $500.00 for banking institutions and same be re-
established at a fee of $250.00, effective April l, 1970. Seconded by Commissioner Roberts

After consideration and on recommendation of the Police Chief, Commissioner Crapps
aoved to approve the issuance to Leota M. McQueen, d/b/a Big Daddy's, of a license for sale
)f beer and wine for consumption on premises at 2700 Sanford Avenue. Seconded by Commissioner
~oberts and carried.
On motion of Commissioner Crapps, seconded by Commissioner Meyer and carried, the
~ommission authorized a license for sale of beer and wine for consumption off premises to James

On motion of Commissioner Crapps, seconded by Commissioner Roberts and carried,
the Commission authorized a license for sale of beer and wine for consumption on premises to
James L. and Dorothy T. Oakley, lO10 State Street, d/b/a Robin's Restaurant and Pizza Place.
Statement dated February ll, 1970, in the amount of $2,5#5.00, submitted by the
engineering firm of Clark, Dietz and Associates, Sanford, for engineering-services through
November 25, 1969, for a 12-inch sanitary sewer to Grapeville Industrial Park area, author-
ized in minutes of September 22, 1969, was considered next; and on motion of Commissioner
Crapps, seconded by Commissioner Meyer and carried, same was approved.
After consideration and on recommendation of the City Manager, Commissioner Crapps
moved to approve salary reclassifications for personnel of the City Police Department, as
follows:

Seconded by Commissioner Meyer and carried.

The City Manager submitted that the International City Managers' Association is
working to establish a nation-wide retirement system for city managers to allow transfer of
pension credits from one city to the next so as to accrue pension benefits, due to a manager~
average tenure being for approximately only four years in a city. Commissioner Roberts moved
that request be given favorable consideration. Seconded by Commissioner Crapps and carried.
The City Manager apprised the Commission that the Airport budget provides $3,700.00
for the purchase of a new truck and cited a non-budgeted request by the Airport Manager to
replace the old tractor and mower at an estimated cost of $10,500.00. The Commission reviewed
the projected airport revenues and operation expenses with~a net income of $12,497.60 being
reflected as available for equipment purchases.
Commissioner Meyer moved to authorize:
(a) City Manager advertise for bids on the truck and tractor/mower
(b) Setting up 5% of the airport monthly revenue as a reserve for
renewal and replacement
(c) The balance of the net income to be used for the acquisition of
the tractor/mower
(d) Any amount that is not sufficient in the net income will be
taken from the reserve for renewal and replacement.
Seconded by Commissioner Roberts and carried.
On motion of Commissioner Roberts, seconded by Commissioner McDonald and carried,
study of changes in refuse collection was tabled until the next regular meeting.
The Chairman requested each Commissioner to submit at the next regular meeting the
names of three individuals who wauld be qualified to serve on the proposed Charter Revision
Committee.
After consideration, Commissioner McDonald moved to authorize the City Manager and
Building Official to attend an Urban Renewal Workshop in Savannah, Georgia, on April 5-7, 1970
and to authorize transfer for travel expenses. Seconded by Commissioner Crapps and carried.

City undertake the preparation of an application to the U. S. Department of Housing and Urban
Renewal Development, Atlanta, Georgia, for survey and planning grant funds for urban renewal.
Estimate for the cost for preparation of the aPplication would be one to two thousand dollars,
and on motion of Commissioner Roberts, seconded by Commissioner Meyer and carried, same was
approved with a transfer from Contingency.
On motion of Commissioner Crapps, seconded by Commissioner Meyer, Ordinance No. 982,
entitled:

The City Attorney reported that it would be necessary for the City to execute a
Proof of Claim for 1969 personal property taxes as per notice in bankruptcy proceedings in-
volving Fredericka Skop, d/b/a Piggy~Bank, and on motion of Commissioner Meyer, seconded by
Commissioner Crapps and carried, the Mayor and City Clerk were authorized to execute same.
The City Manager pointed out that the School Board personnel desired to start
~reparation of the grounds and plans regardingcapital improvements for the municipal stadium,
mt which were not budgeted, and requested a one year lease for $1.00; and after discussion,
lommissioner Meyer.moved to authorize the City Attorney to prepare a lease to the Seminole
~ounty School Board for $1.00 of the Municipal Stadium from the date of March l, 1970 to
March l, 1971, under the terms that the School Board will operate and maintain same and the
City's recreation department will be allowed privilege of using the facility for their events.
Seconded by Commissioner Crapps and carried with Commissioner Roberts abstaining.
The Commission requested that the City Manager set up-a workshop session of the
Commission for the date of Wednesday noon, March ll, 1970, to meet with the City's auditing
firm of Fitzpatrick and Hartsock to discuss the audit of September 30, 1969; to study updating
the occupational license fee schedule; and possibly consideration of report of the Georgetown
paving project regarding the next legal step for implementing same.
There being no further business,-the meeting adjourned.
