The City Commission of the City of Sanford, Florida, met in regular session at the
~ity Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on May ll, 1970.

The meeting was called to order by the Chairman.
The first item of business was a Public Hearing to consider amending the zoning in
accordance with notice published in the Sanford Herald on April 29, 1970, as follows:

AME~NTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA
Notice is hereby given that a Public Hearing will be held at the Commission Room in
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on May ll, 1970, to con-
sider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as
follows:
(a) That property lying south of Osceola Drive and between E1 Portal and
Mohawk Avenues is proposed to zoned R-lA (Single Family Dwelling) District.
Said property being more particularly described as follows:
That property lying east of Marshall Avenue between Twenty-fifth Street

and Sarita Street is proposed to be zoned R-lA (Single Family Dwelling)
Said property being more particularly described as follows:
Lots 15, 16, 20 and 21, Block 10,

(c) That property lying west of the northerly extension of the center line
of Mohawk Avenue and between Osceola and Briarcliffe Avenues is proposed to
be zoned R-lA (Single Family Dwelling) District. Said property being more
particularly described as follows:
W 1/2 of Lot 8 and all of Lots 9 through 12, and W 1/2 of
Lot 28, Block 13, Dreamwold, PB 3, Pg 90.
(d) That property lying south of Twenty-sixth Street between Sanford and
North Carolina Avenues is proposed to be zoned R-1 (Single Family Dwelling)
District. Said property being more particularly described as follows~

(e) That property lying at the southeast corner of the intersection of
Eighteenth Street and Peach Avenue is proposed to be zoned R-5 (One and
Two Family Dwelling) District. Said property being more particularly

The Chairman announced that the Commission would hear from anyone in favor of, or
against, the proposed amendment.
There being no opposition, Commissioner Roberts moved to authorize the City Attorne
to prepare an ordinance to rezgne the property as described in the aforesaid notice of public
hearing. Seconded by Commissioner Meyer and carried.
Petion next submitted from the Water Safety Instructors of Seminole County re-
questing the City to open Fort Mellon and Goldsboro swimming pools to the public for swimming
and water safety instruction. David L. Smith, Jr., 108 West Coleman Circle, and Don Gaut of
the American Red Cross, and James Ryan, representing the Seminole County Association for
Retarded Children, appeared to support the request. Mr. Ryan outlined that his association
was presently leasing a pool at the Sanford Airport and offered assistance, but oullined that
this pool required some repairs before it could be placed into operation. Petitioners pre-
sented that this would be a county-wide program for water safety by unpaid qualified vol-
unteers. Discussion held that. on the basis the program was county-wide, that the group
approach the County of Seminole to operate the pools under a $1.00 lease basis from the City.
After further discussion, Commissioner Crapps moved that the matter be tabled until
such time that the petitioners and the County of Seminole, or any other responsible organi-
zation, can get together and offer the City a lease arrangement for the swimming pools.
Seconded by Commissioner McDonald. Motion failed to carry over dissenting votes of Mayor
Moore, Commissioner Meyer, and Commissioner Roberts.
Commissioner Roberts moved to request that representatives from the petitioners;
the Red Cross; the Seminole County Association for Retarded Children; the County Commission;
~he City Commission; and the City Manager meet to study the swimming pool matter further and
present a report on same to the City Commission. Seconded by Commissioner Meyer and carried.
The Mayor requested Commissioner Meyer to repmeSent the City.
Request next submitted from Sanford Lions Club, George Hughes, committeeman, for
a Permit for a Fun Day Fireworks Display on July 4th, to be held on City property on the
lakefront; and on motion of Commissioner McDonald, seconded by Commissioner Roberts and
carried, same was approved on the condition that said Club furnish evidence of Liability
insurance coverage for said event to indemnify the City in amounts of $300/500,000.00 and
$25,000.00.
Consideratio~ was next given to a letter from James E. Lee, Developer of Lee Acres,
subdivision lying west'of the City limits on Riverview and Narcissus Avenues, requesting
extension of City water service to the remaining six home sites from a 2-inch water line
located in the immediate area. Reference was made ~o the Commission's policy established
February 9, 1970, in that the property must first be annexed into the City limits prior to
extension of new utility services. It was noted that said property was not contiguous to
the City limits and annexation could not be accomplished~ and on motion of Commissioner Meyer~
seconded by Commissioner Roberts and carried, the request was denied.

Recommendation next submitted by the Building Official for the condemnation of a
structure found to be in a dilapidated, unsanitary and unsafe condition, covered by Report
No. 70-325. CommiSsioner McDOnald moved to hold a public hearing on May 25, 1970, to de-
termine the condition of the structure for condemnation proceedings; and to authorize that a
notice be placed Upon the structure; and directed by registered mail to the last k~own address
as shown by the Tax Assessment Rolls of the City, a notice to the owner of the property of
said hearing. Seconded by Commissioner Crapps and carried.
After discussion of a site inspection made by the Commission on May 4, 1970, Commis-
sioner McDonald moved to authorize and designate as an Urban Renewal Project site property
described as follows:

A parcel bounded on the West by Poplar Avenue, on the North by the
street connecting Eighth Street to Ninth Street, on the East by the
old S. Fo Railroad, and also a triangular parcel located between
the Oviedo Branch of the Seaboard Coastline Railroad and the old
S. F. Railroad and north of a line which is parallel with and 76.7
feet South of South line of Tenth Street, less Railroad Rights of
Way in Section 25 Township 19 Range 30 East.
Seconded by Commissioner Roberts and carried.
Consideration next given to qualification requirements for contractors to bid on
municipal improvement projects costing in excess of $10,000.00. Commissioner McDonald re-
ported that he had reviewed the Ordinance pertaining to same as adopted by the City of Orlandc
and moved to authorizethe City Attorney to prepare a similar ordinance naming as a review
committee the City Manager, Finance Director, City Attorney and a member £~om the City Commis-
sion. Seconded by Commissioner Roberts and carried.
After discussion, Commissioner Roberts moved to authorize the City Attorney to pre-
pare an ordinance for the adoption of a code for Fixed Base Operators and Tenants leasing
property on the Sanford Airport. Seconded by Commissioner Meyer and carried.
A copy of a letter next submitted from the Sanford Airport manager to Catalina
Industries, Inc., regarding insurance deficiencies and delinqUent lease payments totaling
$1,796.60 for certain properties at the Sanford Airport. The airport manager recommended that
the leases be terminated under a 30-day notice to vacate the premises. After discussion,
Commissioner Roberts moved that action be deferred until after May 28, 1970, to allow the
firm an opportunity to make payment arrangements. Seconded by Commissioner Meyer and carried.
After discussion and on recommendation of the City Manager, Commissioner Roberts
moved to accept a feasibility study prepared by Architect John A. Burton, IV, for space needs
for a City Hall and Security Complex as authorized under Contract dated August 25, 1969, and

further, to authorize payment of statement for said services in the amount of $5,000.00 and
transfer from Contingency Account No. 8150. Seconded by Commissioner McDonald and carried.
Consideration was next given to a recommendation from Municipal Judge Roger L.
Berry to set aside fines to allow a retrial in the court cases, as follows:

current vouchers and payrolls were next approved as evidenced by General Fund, Florida State

through 563; Policemen's Pension Fund, Florida State Bank, Nos. 245 and 246; Firemen's Relief
and Pension Fund, Florida State Bank, Nos. 140 and 141; General Fund, Sanford Atlantic Nation-
al Bank, Nos. 16592 through 16821; Public Project Fund, Sanford Atlantic National Bank, No.
155-A; Water and Sewer Revenue 1953 Sinking Fund and Interest Account, Sanford Atlantic
National Bank, No. 43; Industrial Park Board, San£°rd Atlantic National Bank, No. 6; and

Recommendation next submitted from the Zoning and Planning Commission to rezone
Lots i through 4, Vi Mar Subdivision; Lots 17 through 22 and Lots 30 through 35, Block 36,
Dreamwold; from ~-l (Single Family Dwelling) District to R-5 (Multiple Family Dwelling)
District, and on motion of Commissioner Roberts, seconded by Commissioner Meyer and carried,
a public hearing was authorized to be held on May 25, 1970, and the City Clerk authorized to
advertise same.
Statement dated May 5, 1970, in the amount of $3,000.00, was next submitted from
Attorney William C. Hutchison, Jr., for services in the case of Leffler Company vs the City
of Sanford, pertaining to the laying of a water line on state right-Of-way of SR 415 (Celery
Avenue) to the Central Florida Experiment Station; and on motion of Commissioner Meyer,
seconded by Commissioner McDonald and carried, payment was authorized and transfer from
Contingency Account No. 8150.

light reflector in front of 2019 Hibiscus Court, and moved by Commissioner Roberts that the
City Manager be authorized to investigate and change if found to be inadequate. Seconded by
Commissioner Crapps and carried.
After discusSion and on motion of Commissioner McDonald, seconded by Commissioner
Meyer and carried, the City Manager was authorized to attend a Labor Relations Forum at the
Stetson College of Law, St. Petersburg, Florida, May 22-23, 1970, and expenditures for same
transferred from Contingency Account No. 8150 to City Manager Travel Expense Account No. 1207,
in amount of $174.41.
Consideration was next given to certain bills before the 1970 State Legislature, and
on motion of Commissioner Roberts, seconded by Commissioner Meyer and carried, the City
Attorney was authorized to prepare a resolution in support of SB 742, Community Improvement
Tax.
Commissioner Roberts moved that on the basis of Good Samaritan Home being a worthy
project, beneficial, in the public interest, and wishing to see a successful completion, to
authorize a contribution transfer from Contingency Account No. 8150 to cover the costs of City
permit fees for building, electDical, plumbing, water and sewer taps~ in amount of $955.00,
and to authorize the City to furnish the labor and equipment at a cost of $816.00 to install
96 feet of cast iron sewer pipe in the utility easement on said site, with material to be
furnished by the owner. Seconded by Commissioner Meyer and carried over the dissenting vote
of Commissioner Crapps.
Request next submitted from Director of Recreation and Parks, for the transfer of
funds within the department accounts, and on recommendation of the City Manager and on motion
of Commissioner Meyer, seconded by Commissioner Roberts and carried, transfers were authorized
as follows:
