Hutchison, Jr. City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler Absent: Commissioner Gordon T. Meyer City Manager W. E. Knowles The meeting was called to order by the Chairman. The first item of business was the opening of sealed supplementaI:franchisepropogal for furnishing Community Antenna Television by companies as follows: 1. Times-Mirror Communications Company, subsidiary of Times-Mirror Company, Los Angeles, California 2. Seminole Cablevision, Inc., subsidiary of American Television & Communications Corporation, Denver, Colorado, as authorized by the City Commission on May 25, 1970, and set forth in Invitation of CATV Supplemental'Proposal dated Hay 28, 1970. The Chairman read each proposal and on motion of Commissioner McDonald, seconded by Commissioner Crapps and carried, same were tabled to the meeting of June 22, 1970, for further consideration. Mrs. Ruth SwinBey, President of the SISTER, Inc., submitted a letter relating to the proposed relocation of the Municipal Zoo and requesting consideration of the following: 1. That the area of Seminole Boulevard and Fulton Street be officially designated as the Zoo site. 2. The Zoo Committee be reactivated. 5.The placement on I-~ of signs advertising the Zoo. That no charge be made for admission. After considerable discussion, same was taken under advisement. Garfield Walker, operator of a barber shop and health spa at 716 West First Street, appeared to object to the occupational license fee schedule requiring two licenses for his operation, one for $10.00 for a barber and one for $25.00 for the health spa. After discussion, Commissioner Roberts moved to authorize a refund of the 1969-70 health spa license fee and to permit its operation under the barber license, with the stipula- tion that this applies only as long as the health spa is operated as a private membership club and does not cater to the walk-in public and there are no employees. Seconded by Commissioner Crapps and carried. Water and sewer rates at the Sa~ford Airport as established on the recommendation of the Sanford Industrial Commission at 20~ of the standard City rate were next considered. The City furnishes water to the Airport through a master meter at standard rate, with the airport system serving the tenants. The City Utility Departmentdoes meter reading, billing and collecting for the Sanford Airport fund. After discussion, Commissioner McDonald moved to authorize the City Manager to com- pile a wholesale rate schedule for sale of water to the Airport and to recommend consideration of amending the Airport rate for tenants as the same standard rate in the City. Seconded by Commissioner Crapps and carried. Letter next submitted from J. Brailey Odham, developer, requesting the extension of approximately 725 feet of City sewer line on Woodson Drive in Sunland Estates Subdivision out- 252 MINUTES City Commission, Sanford, Florida June 8 .at 8:00 P. M. 19 70 DOT~W OFFICE SUF~'LY COMFA~IY Mr. Odham set forth a previous agreement at the time of deeding the Sunland sewer system to'the City that he would pay the installation cost of this extension, but that there was to be no charge for the sewer taps. It was reported that Hr. Od_ham was agreeable to exe- cuting an annexation petition. The City Attorney clarified the policy of the Commission requiring owner of the property to sign the Water Service Agreement. After discussion, Commissioner McDonald moved to authorize the City Manager to pre- pare an estimated cost for the sewer extension and the sewer tap fees with same to be sub- mitted to Hr. Odham, and if approved, report to the Commission. Seconded by Commissioner Crapps and carried. A request next submitted from Hr. Kondracki to lease the Civic Center for an ama- teur boxing event, and on motion of Commissioner Roberts, seconded by Commissioner Crapps and carried, same was denied. Commissioner McDonald abstained. Consideration was given to delinquent rent accounts at the Sanford Airport. The City Attorney informed the Commission that the lease agreement provides for mechanics for default in leases and a thirty-day written'termination notice is required. After consideration, Commissioner McDonald moved that upon thirty-day arrears of airport lease accounts, the Airport Manager be delegated to issue the notice under the guid- ance of the City Attorney, and defaults of sixty days be brought to the attention of the City Commission. Seconded by Commissioner Roberts and carried. After further consideration, Commissioner McDonald moved to authorize the City Attorney to send the proper letter in regards to all airport accounts overdue sixty days. Seconded by Commissioner Roberts and carried. Consideration was next given to the tabulation of bids opened publicly at 3:00 P.M. on June l, 1970, for the furnishing of one beacon transmitter for use at the Sanford Airport in accordance with Invitation to Bid as published in the Sanford Herald on i, May": 29, 1970. BID TABULATION Tube Solid state Tube Solid state $2,190.00 2,865.00 $2,290.00 no bid and on recommendation of the City Manager, Commissioner Roberts moved to accept the bid of Southern Avionics for furnishing one solid state beacon transmitter at a cost of $2,865.00. Seconded by Commissioner Crapps and carried. Request for installation of a street light next submitted fram property owners in the area of 25~1 South Magnolia Avenue, and on motion of Commissioner Roberts, seconded by Commissioner Crapps and carried, same was approved. Request next submitted from Jack E. Stemper to vacate and abandon a portion of that certain north-south public utilities easement lying north of Revona Court in Block 12, High- land Park, due to the error of the surveyor's plat. Mr. Stemper has given ~he City a new utility easement. After consideration, and on motion of Commissioner Crapps, seconded by Commissioner Roberts and carried, a Public Hearing was authorized to be held on July 13, 1970. to consider said request and the City Clerk was authorized to advertise same. After consideration and on motion of Commissioner Roberts, seconded by Commissioner Crapps and carried, Donald R. Jones was reappointed to the Civil Service Board for a term of two years to June 30, 1972. MINUTES .... City Commission; Sanford, Florida June 8 at 8:O0 P. McDonald as a representative of the City Commission to serve on the Contractors Qualification Board. Seconded by Commissioner Crapps and carried. On motion of Commissioner Crapps, seconded by Commissioner Roberts and carried, Ordinance No. 992, entitled: AN ORDR~ANCE OF THE CITY OF SANFORD, FLORIDA, ANNEXING TO AND INCLUDING WITHIN THE CORPOR- ATE AREA OF THE CITY OF SANFORD, FLORIDA, THE AREA DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA, ACTS OF 1957. was introduced and placed on its first reading and read in full, On motion of Commissioner Crapps, seconded by Commissioner Roberts and carried, Ordinance No. 993, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCES NO. 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AHENDMENT PLACING CERTAIN TERRITORY IN DISTRICTS AS DELINEATED BELOW. was introduced and placed on its first reading and read in full. On motion of Commissioner Roberts, seconded by Commissioner McDonald and carried, current vouchers and payrolls were next approved as evidenced by General Fund Florida State Bank Voucher Nos. 5986 through 60~; General Fund Sanford Atlantic National Bank Nos. 16822 through 17017; Water and Sewer Revenue Fund Florida State B~W Nos. 564 through 578; Police- men's Pension Fund Florida State Bank Nos. 247 through 249; Firemen's Relief and Pension Fund Florida State Bank Nos. 142 and 143; Sanford Airport United State B~k of Seminole Nos. 368 through 395; Water and Sewer Renewal and Replacement United State Bank of Seminole No. 50. Consideration was next given to a statement in the amount of $175.00 submitted by City Attorney William C. Hutchison, Jr., for services rendered in case of MurDhy Oil Company vs City of Sanford. On motion of Commissioner McDonald, seconded by Commissioner Crapps and carried, same was approved for payment with transfer authorized from Contingency Account No. 8150 to City Attorney Account No. 1301-2, Suit Expenses. Commissioner W. Vincent Roberts next submitted his resignation from the Sanford Industrial Commission due to the pressure of his medical profession and inability to attend the meeting regularly, and on motion of Commissioner Crapps, seconded by Commissioner McDonald and carried, same was accepted with regrets. After discussion, Commissioner Roberts moved on the appointment of Thomas S. McDonal¢ to fill the unexpired term until January 13, 1973, on the Sanford Industrial Commission. Seconded by Commissioner Crapps and carried. Commissioner McDonald reported on needed improvements to State Street, the south perimeter street of the Sanford Plaza Shopping Center, and after discussion moved to authorize the City Manager to prepare cost estimates for curbing of the south side and to install a right turning lane to U. S. Highway 17-92. Seconded by Commissioner Roberts and carried. Recommendation from the Zoning and Planning Commission next submitted to rezone from R-1AA to R-1 that property located east of S~mmerlin Avenue and north of 24th Street, and afte~ consideration, Commissioner McDonald moved to authorize a l~ablic Hearing to be held on June 22 1970, to consider same and to authorize the City Clerk to advertise ~e.
