The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at:8:00 o'clock P. M. on September 14, 1970.

The meeting was called to order by the Chairman.
The First item of business was the consideration of the Public Improvement Assess-
ment Project for the Georgetown area street program tabled at the meeting of August 24, 1970.i'.
Petitions were submitted for the deletion of certain streets in the program as
follows:

Another petition was submitted by Alfred DeLattibeaudiere, 80~ Sanford Avenue,
containing sixty-two signatures opposing the project.
Also submitted were one hundred and thirty-four signed petitions in favor of the
project.
The Mayor reported that an area newspaper had indicated that a suit has been filed
in the U. S. District Court objecting to the proposed improvement program. However, the City
has not been served with notice of same; and, it is the feeling of the Commission that no
action could be undertaken on the project until such time as the suit has been settled; and
further, that the City stood ready to proceed with the next consideration when this is possi-
ble.
Mrs. Jewel Riser next submitted a request for the City to vacate and abandon the
south ten feet of 24th Street abutting her property at 2400 Summerlin Avenue in order to meet
the zoning setback requirements of a proposed residence expansion. The City Manager stated
that 2$th Street is platted for a 70-foot right-of-way from Mellonville Avenue to Summerlin
Avenue; and after further consideration, Commissioner Meyer moved to authorize a public
hearing to be held on October 26, 1970, to consider the abandonment of the south ten feet of
2$th Street from Mellonville Avenue to summerlin Avenue, and further to authorize the City
Clerk to advertise same, upon receipt of the proper fee. Seconded by Commissioner McDonald
and carried with Commissioner Roberts abstaining from vote.
Commissioner Meyer, Chairman of the Zoo Committee, a~ounced that said committee wil
be making a trip to Busch Gardens, Tampa, on September 26th for observations and that~:.archi-
tect Eoghan N. Kelley is to present layout suggestions for the designated site, without charge
and after study by the committee, recommendations will be presented to the Commission.
A letter dated September l, 1970, next submitted from the Seaboard Coast Line Rail-
road, amending offer made at meeting of July 27, 1970, and offering a parcel of railroad
right-of-way north of Fulton Street in exchange for Lot 9 of Lake Monroe Industrial Park
Amended Plat, owned by the City, and payment of $2,750.00 with no reference being made to wate:
and sewer facilities.

After discussion, Commissioner Crapps moved to accept the offer as proposed and to
authorize payment of $2,750.00 from the Public Projects Zoo Funds, upon receipt of the deed.
Seconded by Commissioner Meyer and carried.
Request of Trail-R-SignRental Systems, Winer Park, and Trophy Cars, Inc., 219 East
Second Street, Sanford, to revise sign Ordinance No. 899 to allow flashing, mobile trailer
type, signs; and on recommendations of the Building Official and the Zoning and Planning Com-
mission, Commissioner Roberts moved to deny same. Seconded by Commissioner Meyer and carried.
Raymond I. Latham, Sr., 514 West Third Street, presented a claim in the amount of
$50.75, representing these to be for hospital charges regarding a fall of his daughter Judith
on the sidewalk in the 400 Block of West Third Street on October 12, 1969, and on motion of
Commissioner McDonald, seconded by Commissioner Roberts and carried, same was referred to the
City Attorney.
A recommendation next submitted from the Sanford Industrial Commission for the crea-
tion of an Airport Authority for the operation of the City of Sanford Airport and consideratio~
be given to establishing same under Home Rule powers as a charter amendment versus submission
to the legislative delegation, and on motion of Commissioner Roberts, seconded by Commissioner
McDonald and carried, the City Attorney was authorized to prepare the appropriate document for
approval by the Commission and to then place same on the ballot for a referendum vote in the
City Election, December 8, 1970.
After considerat!ion, Commissioner Meyer moved that effective October l, 1970, and
mandatory November l, 1970, all refuse, garbage, and trash be placed for collection at the
curb line in front of the premises or on the alley line when a public alley adjoins such premi
ses, and that the City Attorney be authorized to prepare the necessary ordinance to provide
for same. Seconded by Commissioner Roberts and carried over the dissenting vote of CommissionE
Crapps.
After consideration, Commissioner Crapps moved to authorize the installation of two
4,500 lumen street lights on the south end of Grandview Avenue. Seconded by'Commissioner
McDonald and carried.
Consideration next given to the present liability insurance requirement of the City
in the amounts of $500:;:000.00 and $500,000.00 for use of the Lake Golden Recreation Area on
the~Airport, and on motion of Commissioner Roberts, seconded by CommissiOner McDonald and
carried, same was tabled.
John A. Burton, IV, architect, appeared to discuss the problem of the settlement of
the dressing room addition to the Sanford Municipal Civic Center, and recommended hiring
engineers to make soil probes to determine the cause, and Commissioner Meyer moved to authoriz{
an expenditure up to $400.00 for same. Seconded by Commissioner Roberts and carried.
John. A. Burton, IV, architect, submitted a request from Michael Porter, owner of
Lum's Restaurant, 2508 South French Avenue, to purchase City-owned property at the intersectio~
of Sarita Street, Osceola Drive, and French Avenue to provide sufficient property for addition
on the present structure to comply with zoning setback requirements; and after consideration,
Commissioner Meyer moved to authorize the City Clerk to secure from two local realtors a
written report as to the estimated fair market value of the property, Seconded by Commissione~
McDonald and carried.
After consideration, the City Manager was authorized to pursue information for
federal loans assistance under a designation of "Economic Depressed Area" classification

through the Economic Development Administration by updating the Overall Economic Development
Plan to cover the entire Seminole County area on the report that unemployment in the area
is now 6.7%.
After consideration and on recommendation of the Chief o£ Police, Commissioner
McDonald moved to approve a transfer of a license for the sale of beer and wine for con-
sumption on premises from Frederick Hodgins and Joseph A. Brooks d/b/a Cook's Corner at 2617
Orlando Drive, to Richard F. Williams. Seconded by Co~missioner Roberts and carried.
After consideratien and on motion of Commissioner Roberts, seconded by Commissioner
Meyer and carried, transfer of funds were approved, as follows:
$1,500.00 from Police Department Account No. 2201, Salaries
to Account No. 2257, Schools and Training, for polygraph school.

Commissioner Roberts next introduced Resolution No. 1078, and after being read in
full, moved on its passage and adoption and to authorize the Mayor and City Clerk to execute
same. Seconded by Commissioner Meyer end carried.
Said Resolution No. 1078 being in words and figures, as follows:
RESOLUTION APPROVING UNDERTAKING OF S~VEYS
AND PLANS FOR AN URBANRENEWALPROJECT AND
FILING OF AN APPLICATION
WHEREAS, under Title I of the Housing Act of 1959, as amended (herein referred to
as "Title I"), the Secretary of Housing and Urban Development is authorized to extend financia
assistance to local public agencies in the elimination and prevention of the spread of their
slums and urban blight through the planning and undertaking of urban renewal projects; and
~AS Title VI of the Civil Rights Acts of 1965 prohibits discrimination on the
basis of race, color or national origin under any program or activity receiving Federal finan-
cial assistance and Executive Order 11063 prohibits discrimination on basis Of race, color,
creed or national origin in sale, lease or other disposition of residential property (in-
cluding land intended for residential use) or in the use or occupancy therof; and
WHEREAS it is desirable and in the public interest that the City of Sanford, Florida
make surveys and prepare plans, presently estimated to cost approximately Seventy-Two Thousand
and Four Hundred and Fifty-Three and No/lO0 dollars ($72,$53.00), in order to undertake and
carry out an urban renewal project of the character contemplated by Section llO(c) of Title I,
in that., area proposed as an Urban Renewal A~ea, situated in the City of Sanford, County of
Seminole, and State of Florida, which is described as follows: An area consisting of approxi-
mately 35 acres and generally bounded by Maple Avenue on the east, Twelfth Street on the south
Poplar Avenue on the west, and Eighth Street on the north.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD,
FLOR IDA:
1. That the proposed Urban Renewal Area described above is a slum, blighted, deteri-
orated area and that the undertaking by the City of San~ord, Florida, of surveys and plans for
an urban renewal project of the character contemplated by Section llO(c) of Title I in the
proposed Urban Renewal Area is hereby approved.
2. That the financial assistance available under Title I is needed to enable the
city of Sanford, Florida, to finance the planning and undertaking of the proposed Project.
3. That it is cognizant of the conditions that are imposed in the undertaking and
carrying out of urban renewal projects with Federal financial assistance under Title I, in-
cluding those relating to (a) the relocation of site occupants, (b) the provision of local
grants-in-aid, and (c) the requirement that the locality present to the Secretary of Housing
and Urban Development as a prerequisite to approval of the application described below, a
workable program for community improvement, as set forth in Section lO1 of Title I, for utili-
zing appropriate public and private resources to eliminate and prevent the development o2
spread of slums and urban blight.
$. That the United States of America~and the Secretary .of Housing and Urban Develop-
ment be, and they hereby are, assured of full compliance by the City of Sanf°rd, Florida, with
iregulations of the Department of HOusing and Urban Development effectuating Title VI of the
ICivil Rights Acts df 1965 and applicable Executive Orders.

5. That it is the sense of this body (a) that a feasible method for the relocation
of individuals and families displaced from the Urban Renewal Area, in conformity with the
requirements of Title I,can be prepared, and (b) that local grants-in-aid can and will be
provided in an amount which will be not less than one-fourth of the Net Project Cost of the
Project and which, together with the Federal capital grant, will be generally equal to the
difference between Gross Project Cost and the proceeds or value of project land sold, leased,
or retained for use in accordance with the urban renewal plan.
6. That the filing of an application by the City of Sanford, Florida, for an advance
of funds from the United States of America in an amount not to exceed Seventy-Two Thousand
Four Hundred and Fifty-Three and No/lO0 dollars ($72,453.00) for surveys and plans for an
urban renewal project in the proposed Urban Renewal Area described above is hereby approved,
and that the City Manager is hereby authorized and directed to execute and file such appli-
cation with the Secretary of Housing and Urban Development, to provide such additional in-
formation and to furnish such documents as may be required by the Secretary, and to act as
the authorized representative of the City of Sanford, Florida.

FOR THE FISCAL YEAR 1970-1971 FOR USE OF THE
ORDINARY PURPOSES IN OPERATING EXPENSES OF
SAID CITY.
WHEREAS, the City Commission of the City of Sanford, Florida, deems it necessary,
expedient and for the best interest of said City that any unexpended cash surplus as of
September 30, 1970, of the operating revenues of said City for the fiscal year 1989-1970 be
appropriated for the ordinary purposes and operating expenses of said City in the budget for
the fiscal year 1970-1971.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that any unexpended cash surplus as of September 30, 1970, of operating revenues of
said City for the fiscal year 1969-1970 be and the same is hereby appropriated to the Depart-
ment of General Government of said City for the ordinary purposes and operating expenses of
said City for the fiscal year 1970-1971, and said Cash surplus shall~be incorporated in the
budget of revenues and expenditures of said City for said fiscal year 1970-1971 for the ordi-
nary purposes and operating expenses of said City.
BE IR FURTHER RESOLVED that this Resolution shall become effective as of the first
day of October, A. D. 1970.

NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that said budge~ as prepared and submitted by the City Manager to the City Commission
be and the same is hereby adoOpted as the budget of the City of Sanford, Florida, for the
fiscal year beginning October l, 1970, and ending September 50, 1971.
BE IT FURTHER RESOLVED that upon collection of any revenues of said City, the City
Clerk shall allocate from each dollar collected and received, the several amounts to the
respective funds for purposes for which the same are hereby authorized and appropriated.
BE IT FURTHER RESOLVED that this Resolution shall become effective as of the first
day of October, A.D. 1970.

current vouchers and payrolls were next approved as evidenced by General Fund, Florida State
Bank, Nos. 6161 and 6164 through 6218; General Fund, Sanford Atlantic National Bank, Nos.
17453 through 17663; Water and Sewer Revenue Fund, Florida State Bank, Nos. 609 thorough 621;
Policemen's Pension Fund, Florida State Bank, Nos. 254 and 255; Firemen's Relief and Pension
Fund, Florida State Bank Nos. 148 and 149; Sanford Airport, United State Bank of Seminole,
Nos. 462 through 495; Utility Sinking Fund Series "B" Bonds, Florida State Bank, No. 54;
Public Improvement Revenue Sinking Fund, Florida State Bank, Nos. 15 and 16; Board of Bond
Trustees, Sanford Atlantic National Bank, Nos. 384 through 588; and Utilities Service Taxes
Fund; Sanford Atlantic National Bank, No. 23.
On motion of Commissioner Crapps, seconded by Commissioner Meyer and carried, minute
of meetings of August 24 and September 8, 1970, were approved.
After consideration, Commissioner Meyer moved to authorize the City Attorney to
prepare the appropriate resolution regarding the retirement on October l, 1970, of Lt. R. E.
White, Sr., in recognition of twenty-eight years service ~o the Fire Department. Seconded by
Commissioner McDonald and carried.
A petition next submitted from property owners on Wilkins Circle, Country Club Manor
Subdivision, requesting the installation of a street light, and same held for consideration
for a proposed City-wide street lighting improvement program after October l, 1970.
