The City Co~mission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on October 26, 1970.

The meeting was called to order by the Chairman.
The firSt order of business was a petition to vacate, close and abandon Fourth
Street between Oleander Avenue and Jessamine Avenue, submitted by Ke~eth W. McI~tosh,
attorney for~ J. Gordon and Lois M. Butcher, and on motion of Commissioner Meyer, seconded by
Commissioner McDonald and carried, a public hearing was authorized to be held on November ~3,
1970, and the City Clerk authorized to advertise same.
Request submitted by the Seminole Mutual Concert Association for use of the Munici-
pal Civic Center on December 5, 1970, with alcoholic beverage privileges, for the annual
Champagne Ball, and on motion of Commissioner Crapps, seconded by Commissioner Meyer and
carried, same was approved on payment of the standard fee of $250.00.
Letter of resignation next submitted from.G. Donald Bishop, Jr., member of the
Zoning and Planning Commission and the Charter Revision Committee, and on motion of Commis-
sioner Roberts and carried, same was accepted with regrets, and further, authorized a letter
of appreciation for his services.
Ordinance No. 1002, entitled:

OF SANFORD, 1954, AS AMENDED, SAID SECTION

placed on its first reading and read in full at the meeting of September 28, 1970, was next
considered with amendment authorized on October 12, 1970, to provide on residential accounts
a pickup behind the front line of the structure, upon the resident signing an appropriate
request and on payment of an additional 50¢ per month refuse fee or a total fee of $2.50 per
month.
Commissioner Roberts presented refuse rates presently in effect in surrounding
cities and cited the need to make the collection regulations uniform throughout the City.
After discussion, Commissioner Crapps moved to table action until next regular meeting of the
Commission, and further recommended to bring the subject before a workshop session on Octo-
ber 30, 1970, at 12:00 Noon. Seconded by Commissioner Roberts and carried.

was introduced and same was placed on its first reading and read in full.
Commissioner Crapps then moved on the waiver of the requirement of the second r. ead-

Florida, by unanimous vote, had passed and adopted said Ordinance No. 1003, entitled:

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote, had passed and adopted said Ordinance No. lOOt, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
ANNEXING TO AND INCLUDING WITHIN THE CORPORATE
AREA OF THE CITY OF SANFORD, FLORIDA, THE AREAS
DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE
PROVISIONS OF CHA~TER 57-1815, LAWS OF FLORIDA,
ACTS OF 1957.
On motion of Commissioner Crapps, seconded by Commissioner Roberts and carried,
minutes of October 12, 1970, were approved.
Consideration next given to Senate Bill No. 281, F.S. 70-997, regulating municipal
utility rates and providing in Section i (a) a surcharge of not more than 25% to consumers
outside the city limits over the consumers inside the city limits. On motion of Commissioner
Meyer, seconded by Commissioner Roberts and carried, the City Attorney was authorized to

prepare an ordinance to amend the City rates to comply with said state law.
After further discussion and on recommendation of the City Attorney, Commissioner
Meyer moved to authorize the City Manager to obtain proposals from qualified firms to evaluate
the City's utility system as a basis for initiating a prgper rate making function. Seconded
by Commissioner Crapps and carried.
Information next submitted of a firm interested in crushing and disposing of junk
cars at a site, and on motion of Commissioner Meyer, seconded by Commissioner Crapps ~ud car-
ried, the City Manager was authorized to contact the Seminole County Commission relative to
coordinating efforts on a cleanup prog~am of junked cars throughout the county and with muni-
cipalities.
Consideration given to payment default of Amalgamated Chemicals Corporation, Lease
12-70, Building No. 1~9, located on the Airport, and on motion of Commissioner McDonald, sec-
onded by Commissioner Meyer and carried, said lease was terminated.
The City Manager reported, as a result of the request of Cobia Boats, Monroe Harbour
Inc., of the findings of a floating dock unit in the west harbor, and was authorized to inform
Cobia of same.
Engineering firm of Clark, Dietz and Associates submitted a proposal in amount of
$1,965.00 from Ardaman & Associates, Orl~udo, for sub-surface and preliminary soil borings on
the site of the proposed secondary sewage treatment plant, and on motion of Commissioner Meyer
seconded by Commissioner McDonald and carried, same was approved.
Applieation next submitted for a license for the sale of beer and wine for consump-
tion off the premises by Theda D. Griffith, d/b/a Griffith Grocery Store, 805 West Third
Street, and on recommendation of the Chief of Police and on motion of Commissioner McDonald,
seconded by Commissioner Crapps and carried, same was approved.
City Attorney submitted a request from the Florida State Bank to lease~certain
building at the Airport formerly occupied by Catalina Industries and containing equipment
covered by a lien, and on motion of Commissioner Roberts, seconded by Commissioner McDonald
and carried, the rental fee was set at $500.00 per month.
The City Manager presented construction plans for the Seminole County Courthouse in
which the contractor requested permission for the erection of a tempory fence ~on Park Avenue
and Seminole Boulevard and the closing of Hood Avenue from the county jail north to Seminole
Boulevard for a period of approximately 18 months. After discussion, Commissioner Crapps
moved to approve the closing of Hood Avenue by placement of temporary fencing as indicated in
the plans provided that the pavement be returned to the City'in a condition as good, or better
than prior to use. Seconded by Commissioner Roberts and carried.
On motion of Commissioner Meyer, seconded by Commissioner McDonald and carried, erec.
tion of temporary fencing on Park Avenue and Seminole Boulevard was denied on the basis of the
need to keep the parking and sidewalks in the area available to the general public;however,
approval given to use a portion of the parkway, provided that a tempory sidewalk is made avail~
able to replace the closure of the existing sidewalk, but in no case any interference with
on-street parking.
On motion of Commissioner McDonald, seconded by Commissioner Crapps and carried, the
City Attorney and City Clerk were authorized access to safe deposit Box No. 177 in the Sanford
Atlantic National Bank.
There being no further business, the meeting adjourned.
