City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on November 9, 1970.

The first item of business was a Public Hearing to consider vacating, closing and
abandoning portions of certain streets and an alley in accordance with notice published in
the Sanford Herald on October 21, 1970, as follows:

You will take notice that the City Commission of the City of Sanford, Florida, at

Hall in the City of Sanford, Florida, will consider and determine whether or not the City
will close, vacate and abandon any right of the City and the Public in and t° that portion of

There were no objections registered. G. Andrew Speer, Attorney for the Sanford Housing
Authority, appeared in favor of the closings. Commissioner Roberts moved to close, vacate
and abandon the streets and alley as advertised. Seconded by Commissioner Meyer and carried.

.~ . :.OWen P. and Carol A. Forguson, 2700 Mohawk Avenue, owners of South 5 feet of Lots
I and 2 and all of Lots 3 and 4, Block 24, Dreamwold, annexed into the City limits on April:2~
1969, appeared to object to payment of 1970 City real estate taxes in the amount of $70.71,
stating they had received no official notification of being a~exed and had not been receivin
or utilizing an~ City services. After discussion, Commissioner Meyer moved~to table the mat-
ter until next regular meeting. Seconded by Commissioner Roberts and carried.
After discussion, Commissioner Roberts moved to authorize the City to send by reg-
istered or certified mail, with return receipt, a proper notice to owners of property which
have been annexed into the City limits by action of the City Commission. Seconded by Commis-
sioner Meyer and carried.
~onsideration given to a proDosal submitted by Kenneth W. McIntosh, Attorney for
Harcar Aluminum Products Company, to lease for parking facility a parcel of city-owned prop-
erty abutting on the west the Harcar property on U.S. Highway 17-92. After discussion, Com-
missioner Roberts moved to approve the conditions outlined in the proposal dated November 5,
1970, at a rental of $315.93 per annum. Seconded by Commissioner Meyer and carried with
Mayor Moore abstaining.
Requests next submitted for use of the Municipal Civic Center with alcoholic bev-
erage privileges, and on motion of Commissioner Meyer, seconded by Commissioner Roberts and
carried, same were approved upon the payment of the standard fee of $250.00, as follows:
(a) General Dynatronics, December 19, 1970, Employee Christmas Party; (b) Sanford Police
Department, January 23, 1971, Annual Policemen's Ball; (c) Beta Sigma Phi, Valentine Ball,
February 20, 1971.
Due to the application of Sanford Aviation, Inc., to establish a fixed base opera-
tion, in addition to establishing a flight training school and a maintenance facility, the
Sanford Industrial Commission next submitted a request for the City Commission to reconsider
their policy of permitting only one Base Operator at the Sanford Airport at the present time,
and after consideration, Commissioner Crapps moved that same be denied; and, further, that
the City will not allow an additional Fixed Base Operator on the Sanford Airport until such
time as it is necessary. Seconded by Commissioner Roberts and carried over the dissenting
vote of Commissioner Meyer.
After discussion, Commissioner Roberts moved that on an emergency basis the currenl
1970-71 Pay Schedule for Refuse Laborers only be suspended and a pay scale of an additional
30¢ per hour be authorized and adopted, as follows:

effective November l, 1970, to January l, 1971; and to authorize a transfer of $1,40~.00 from
Contingency Account No. 8150 to Refuse Salary Account No. 4901. Seconded by Commissioner

Consideration next given to tabulation of bids opened publicly at 2:00 P. M. on
November 6, 1970, for furnishing cars and trucks in accordance with Invitation to Bid pub-
lished in the Sanford Herald on October 20, 1970.

Recommendation next submitted by the ~oning and Planning Commission to rezone from
~-lAA (Single Family Dwelling) District to R-la (Single Family Dwelling) District the North 1/~
Lf Lot 21 and all of LoSs 22 and 23, Block 25, Dreamwold; Lot i and Lots 3 through 40, Block 28
and all of Block 29, Fourth Section Dreamwold. After consideration, Commissioner Roberts moved
to authorize a Public Hearing to be held on November 23, 1970, to consider same and to author-
ize the City Clerk to advertise same, seconded by Commissioner Meyer and carried.
On recommendation of the Zoning and Planning Commission, Commissioner McDonald moved
~o appoint David N. Berrien:~.and James Rowe to said Commission to fill the vacancies created by
the resignations of Garnett White and Donald Bishop. Seconded by Commissioner Meyer and car-
tied.
The Zoning and Planning Commission next submitted a recommendation to delete the
"Miami" type curb from the subdivision regulations outlined in Section 311, Item F, Curb and
~utter-Types, Page 39, Ordinance No. 987, and on motion of Commissioner Roberts, seconded by
)ommissioner Crapps and carried, same was approved.
On motion of Commissioner Roberts, seconded by Commissioner Meyer and carried with
~ayor Moore abstaining, payment to Management Research Institute, Inc., was authorized for
~mual dues in the amount of $250.00.
Consideration next given to a request submitted by Dr. Luis M. Perez for the waiver
~f the utility deposit at lllO East First Street for the "Operation Concern", a drug rehabili-
;ation organization, and on motion of Commissioner Roberts, seconded by Commissioner Meyer and
~arried, same was approved.

After discussion, Commissioner McDonald moved that the City Manager be authorized
to waive certain utility deposits upon finding that same are warranted. Seconded by Commis-
sioner Roberts and carried.
On recommendation of the City Manager, Commissioner McDOnald moved to approve a
salary reclassification of City employees, as follows:

Effective November 15, 1970. Seconded by Commissioner Roberts and carried.
On motion of Commissioner Meyer, seconded by Commissioner Roberts and carried, the
City Clerk and City Attorney were authorized access to Safe Deposit Box No. 177 in the Sanford
Atlantic National Bank for purpOse'of the annual audit.
Commissioner Roberts next introduced Resolution No. 1085, and after being read in
full, moved on its passage and a4option. Seconded by Commissioner Meyer and carried by the
unanimous vote of the Commission.
Said Resolution No. 1085 being in words and figures as follows:
RESOLUTION AUTHORIZING THE EXECUTION OF AMENDMENT TO COOPERATION AGREEMENT
WHEREAS, The Housing Authority of Sanford, Florida (herein called the "Local
Authority") and City of Sanford, Florida (herein called the-'Municipality') desire to enter
into an Amendment to its Cooperation Agreement in connection with the development of low-rent
housing units pursuant to the United States Housing Act of 1937, as amended.
NOW THEREFORE BE IT RESOLVED BY The City Commission that the Local Authority and
the Municipality enter into an Amendment to its Cooperation Agreement and the Mayor is hereby
authorized to execute the same on behalf of the Municipality and the City Clerk to attest the
same and affix thereto the seal of the Municipality, said Amendment being in substantially
'the following form:
A~NDMENT NO. i TO COOPERATION AGREEMENT
This anendatory Agreement entered into this 13th day of November, 1970, by and
between The Housing Authority of the City of Sanford, Florida (herein called "Local Authority'
and City of Sanford, Florida (herein called "Municipality"), WITNESSETH:
WHEREAS, the Municipality and the Local Authority have entered into a certain
Cooperation Agreement dated September 14, 1967, providing for aid and cooperation in respect
to low-rent housing Projects developed or to be developed and operated by the Local Authority
with the financial assistance of the United States of America; and
WHEREAS, the Local Authority and the Municipality desire to modify and amend the
aforesaid Cooperation Agreement to cover additional low-rent housing units;
NOW~ THEREFORE, the Local Authority and the Municipality do agree that the number
of units set forth in Section 2 of the aforesaid Cooperation Agreement be increased by 300
and that the figure 300 be changed to read 600.
IN WITNESS WHEREOF, the Municipality and the Local Authority have respectively
signed this amendatory Agreement and caused their seals to be affixed and attested as of the
day and year first above written.
