The City Commission of the City of Sanford, Florida, met in adjourned regular
session at the City Hall in the City of Sanford, Florida, at 8'00 o'clock P. M. on
November 10, 1970.
Present: Mayor-Commissioner Lee P. Moore
Commissioner James H. Crapps
Commissioner Thomas S. McDonald
Commissioner Gordon T. Meyer

City Attorney W. C. Hutchison, Jr.
City Manager W. E, Knowles

Absent: Police Chief Ben E. Butler
The meeting was called to order by the Chairman.
The first order of business was consideration of utilizing the Seminole County
landfill operation. The City Manager reported on the proposed County charges for the three.
alternate methods of hauling the refuse for the disposal by the County. Transfer station to
be located just east of Highway 17-92 on the Oviedo Road is to be in operation by January l,
1971. After consideration, Commissioner Roberts moved, to enter into agreement with Seminole
County to utilize their landfill under the method for the City refuse packers to deliver the
refuse to the County transfer station at the established rate of 35 cents per cubic yard or
approximately 3,058 loads at an annual cost of $21,266.00. Seconded by Commissioner Meyer
and carried.
The City Attorney next detailed an opinion pertaining to the establishment of an
Airport Authority within the requirements of the F. A. A. and setting forth that the Author-
ity would be more effective if established by State Legislature than by an amendment to the
City Charter under the home rule law.
After discussion, the City Commission authorized a meeting to be held on Novem-
ber 13, 1970, with the Sanford Industrial Commission and a meeting on November 24, 1970, with
the Orange Seminole Legislative Delegation to discuss the proposed action.
There being no further business, the meeting adjourned.
