Butler The meeting was called to order by the Chairman, who announced that the meeting was a public hearing for the Commission to sit as a Board of EqualiZation to hear any complaints or objections or otherwise to a public improvement assessment pursuant to the provisions of Chapter 170, Florida StatuDes, and in accordance with the notice published in the Sanford Herald on January 4 and January ll, 1971, as follows: NOTICE OF PUBLIC IMPROVEMENT ASSESSMENT PURSUANT TO THE PROVISIONS OF CHAPTER 170, FLORIDA STATUTES NOTICE IS HEREBY GIVEN pursuant to Resolution of the City Commission of the City of Sanford, passed December 28, 1970, that at the Civic Center, Sanford, Florida, at 8:00 P. M. on January 18, 1971, the City Commission will sit as a Board of Equalization at which time the owners ofi~.property abutting upon the streets' and in the area hereinafter described, proposed to be assessed for improvement to said streets, and other interested persons may appear and be heard as to the propriety and advisability of making such improvements, as to the cost thereof, as to the manner of payment therfor, and as to the amount thereof to be assessed against each property so improved.' The nature of such public improvement is the constrdction and paving of certain streets to include curbs and drainage to a width of twenty- four (2#) feet. The streets to be improved and their locations are as follows: (a) Fourth Street from Cypress Avenue to Pine Avenue. (b) Fifth Street from Cypress Avenue to Hickory Avenue. (c) Sixth Street from Cypress Avenue to Locust Avenue. (d) Eighth Street from Cypress Avenue to 249 feet East of Bay Avenue. (e) Ninth Street from Cypress Avenue to Bay Avenue. (f) Tenth Street from Cypress Avenue to Bay Avenue. (g) Eleventh Street from ll7 feet West of Cypress Avenue to Bay Avenue. (h) Pine Avmnue from Third Street to Second Street. YOU ARE FURTHER NOTIFIED that the description of each property to be assessed and the amount to be assessed against each piece or parcel of property may be ascertained at the office of the Clerk of the City of Sanford. Tamm, Jr. The Chairman read the aforesaid legal notice in.full, and reported that a notice pursuant to Chapter 170.07, Flmorida Statutes, was sent by certified mail to each owner as extended on the assessment roll. Approximately seventy-five persons were in attendance. Alfred 3eLattibeaudiere, 807~ Sanford Avenue, made a request that only those persons affected by the assessment be permitted to speak. Hilemon Pompey, 911.Hiokory Avenue, requested that the City give consideration to paying a pro-rata share of the cost. Persons voicing opposition appeared, as follows: Daniel Thompson, 506 East Eleventh Street. Raymond R. Fields, 713 East Tenth Street. Alfred DeLattibeandiere, 80~Sanford Avenue. James W. Stewart, 610 East Fifth Street. Johnny Gibson, 513 East Ninth Street. Elsie Henendez, 501~ Celery Avenue. Persons voicing in favor appeared, as follows: Rev. Sandy G. Green, 603 East Fifth Street. Mable Mathews, llO0 Cypress Avenue. Carrie B. Robinson, 716 Willow Avenue. Jannie and Joseph Beamon, 600 East Tenth Street, speaking for daughter and husband'. Dorothy M. Adams, 900 Willow Avenue Beatrice M. Clark, 901 Orange Avenue. Hortense F. Henderson, 1000 Bay Avenue. Ruth Hatch, 1007 Bay Avenue, in behalf of neighbor in New York. The Chairman called for a "show of hands" vote of the affected property owners in favor, and the count was forty-five; and those opposed, and the count was eight. After further consideration, Commissioner Roberts moved to authorize the City Attorney to prepare an ordinance approving and adopting the assessment roll in accordance with provisions of Chapter 170, Florida Statutes. Seconded by Commissioner Crapps and carried. There being no further business, the meeting adjourned. MAYOR
