The~City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 P. M. on February 8, 1971.

The Chairman called the meeting to order.
Commissioner Meyer, Chairman of the Sanford Zoo Committee, referred to a study by
the SEED Corp. The Mayor outlined that this report was prepared by Dean Williams, who was
in Sanford for five days in the fall of 1970, in the service of the Washington Office of OEO.
Commissioner Meyer stated that the Zoo Committee had not compiled all information
for presentation and requested a thirty day extension; and on motion of Commissioner Stenstrom
seconded by Commissioner Roberts and carried, same was approved
Carem Gager, President of the Sanford Taxpayers Association, presented petitions
with approximately 500 signatures for the "Saving of the Zoo".
Cindy Flanders presented approximately 171 signatures .that wished to "Keep the Zoo".
Application next submitted by Foster Smith, d/b/a Silver Tip Beer Garden, f~r a
permit for the sale of beer and wine for consumption on premises at l$O0 West 13th Street;
and on recommendation of the Chief of Police and on motion of Commissioner Crapps, seconded
by Commissioner Meyer and carried, same was approved.
A proposed one year employment agreement next submitted by David F. Kelley, Director
for the City of Sanford Industrial Commission effective October l, 1970, at annual salary of
$15,000.00 and approved by said Commission. After consideration, and on motion of Commissione~
Meyer, seconded by CommisSioner Crapps and carried, same was approved.
Request next submitted from Florida League of Cities for Support of a petition for
a federal revenue sharing plan with local governments, and on motion of Commissioner Roberts,
seconded by Commissioner Stenstrom and carried, the Commission authorized execution of same
and copies forWarded to the proper parties.
Consideration next given to a proposed sewer extension to serve an area located on
the west side of Sanford Avenue, south of 27th Street, and on motion of Commissioner Meyer,
seconded by Commissioner Stenstrom and carried, same was approved.
The City Manager reported on a meeting with officials of Hargar, Inc., for a pro-
posed shopping center on the west side of U.S. Highway 17-92 and north of 27th S~reet.
Hargar, Inc., engineering plans have been amended to eliminate a proposed sewer lift station
and force main and agree to pay their capital outlay for this particular work to the City for
installation of a gravity sewer line to the 'City lift station and to provide a six-inch water
main to serve the property. Further, the officials agree to annexing of said property into
the City and have been informed the City will not pave DeSoto Avenue.
After consideration, Commissioner Meyer moved to approve the recommendations of the
City Manager for providing utilities to serve the Hargar, Inc., property on the basis that
standard annexation petition is executed. Seconded by Commissioner Crapps and carried.
On motion of Commissioner Crapps, seconded by Commissioner Meyer and carried, the

Mayor and City Clerk were authorized to execute a loan from a local banking institution at
the lowest rate of interest for equipment partially budgeted in the current year, with balance
to be paid in future budgets on time payment.
Request of owner, Mrs..Frank A. Wolfer, for water service to Lots i through 18, 25,
27 through 32, 35, 36, in Wolfer's Lake View Terrace plat, outside the City limits and abut-
ting Riverview Avenue, Oak Drive and Lake View Drive, ~served by a four-inch City water line;
and, after consideration, CommissiOner Meyer moved to authorize same upon execution of the
Water Service Agreement and the Standard Annexation Petition. Seconded by Commissioner Crapps
and carried.
Request of Fred R. Evans, owner of property located on the east side of Grapeville
Avenue, north of Jewett Lane, for City water service to the Beverage Machinery Corporation,
and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, same was
authorized upon the execution of the Water Service Agreement and the Standard Annexation
Petition and all costs to be at the expense of the property owner.
Consideration next given to utilization of Building No. 310 on the Sanford Airport
as a police station, jail, and municipal courtroom, and after discussion and on motion of
Commissioner Roberts, seconded by Commissioner Crapps, the City Manager was authorized to
make an in-depth study and report same.
After consideration, Commissioner Crapps meved to appoint Robert J. Crumley,
Robert E. Karns, Alex McKibbin and Tony Russi as members of the Insurance Committee to act
as an advisory board to the City Commission. Seconded by Commissioner Meyer and carried.
Recommendation next submitted by Municipal Judge Roger L. Berry to set aside the
sentence and $112.00 fine regarding Municipal Court Docket Case No. 96119, Bertha L. Sutton,
dated January 29, 1971, Discharging a Firearm in the City Limits, and on motion of Commis-
sioner Meyer, seconded by Commissioner Roberts and carried, same was aPproved.
Recommendations next submitted by Citizens Advisory Committee on the appointment
of Dennis L. Brusnahan to serve on the respective board to fill vacancy due to the demise
of Harper L. Douglas; and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom
and carried, same was approved.
Resignation next submitted from Thomas S. McDonald from the Sanford Industrial
Commission, and on motion of Commissioner Roberts, seconded by Commissioner Crapps and carried
same was accepted with regrets and a letter authorized in appreciation for his past services.

AMENDING CHAPTER ll, THE CODE OF THE CITY OF
SANFORD, FLORIDA, 1954, SECTION ll-12.1 THEREOF,
SUCH SECTION IMPOSING A FEE FOR THE COLLECTION
OF REFUSE, AS DEFINED THEREIN, PRESCRIBING THE
AMOUNT OF SUCH FEE AND DEFINING USAGES FOR THE
METHODS OF BILLING FOR THE SAME, AND THE SAID
AMENDMENT CHANGING THE FEES FOR COLLECTION.
was introduced and same was placed on its first reading and read in full.
Commissioner Crapps then moved on the waiver of the requirement of the second
reading of Ordinance No. lO13, and that same be placed on its final passage and adoption.
Seconded by Commissioner Meyer.
Thereupon, the question recurred on the waiver of the second reading, the roll was
called and the vote stands as follows:

Florida, by unanimous vote, had passed and adopted said Ordinance No. 1013, entitled:

AMENDING CHAPTER ll, THE CODE OF THE CITY OF
SANFORD, FLORIDA, 1954, SECTION ll-12.1 THEREOF,
SUCH SECTION IMPOSING A FEE FOR THE COLLECTION
OF REFUSE, AS DEFINED THEREIN, PRESCRIBING THE
AMOUNT OF SUCH FEE AND DEFINING USAGES UPON '
WHICH SAID FEE IS BASED, AND PROVIDING FOR THE

AMENDMENT CHANGING THE FEES FOR COLLECTION.
On motion of Commissioner Crapps, seconded by Commissioner Meyer and carried,
current vouchers and payrolls were next approved as evidenced by General Fund, Florida State
Bank, Nos. 6481 through 6543; General Fund, Sanford Atlantic National Bank, Nos. 18552 through
18771; Water and Sewer Revenue Fund, Florida State Bank, Nos. 688 through 705; Policemen's
Pension Fund, Florida State Bank, Nos. 265 and 266; Firemen's Refief and Pension Fund,
Florida State Bank, Nos. 162 through 164; Sanford Airport, United State Bank of Seminole,
Nos. 638 through 664.
The City Manager reported that Police Officer William R. Bernosky, Jr., had received
the top achievement in the county-wide police recruit training program, and on motion of Com-
missioner Meyer, seconded by Commissioner Stenstrom and carried, a commendation was authorized
for this record with a copy to be entered with the Civil Service Board.
Request next submitted for a transfer of license for sale of beer'and wine for
consumption on premises, from J. H. and Betty L. Stubbs and William G. Sandell, to Betty L.
Stubbs only, d/b/a .Green Door, 2601 Park Drive; and on recommendation of Chief of Police and
on motion of Commissioner Meyer, seconded by Commissioner Crapps and carried, same was
approved.
James Alfred, Seminole Petroleum Company, appeared to request a waiver of City Sign
Ordinance No. 899 to allow the installation of a portable 3 x 6 foot flashing sign at the
Phillips 66 Service Station, 900 French Avenue. Mr. Alfred stated that the sign is bolted in
concrete and the bulbs are white. The Building Official referred to Section B, Paragraph I,
of the sign ordinance, prohibiting flashing or revolving green, red, amber or blue lights if
the glare or method of illumination creates a traffic hazard and the limit of the sign area
to 12 square feet. After discussion, Commission Meyer moved that the matter be tabled until
the next City Commission meeting to permit inspection of said sign. Seconded by Commissioner
Crapps and carried.
David F. Kelley, City of Sanford Industrial Director, appeared to present a proposed
guideline for establishing a Seminole County Industrial Development Authority under criteria
set up by state for the purpose of sale of industrial development revenue bonds to encourage
and aid financing of industrial firms wishing to locate in the Seminole County area. After

consideration, CommissiOner Meyer moved to authorize Mr. Kelley to represent the City
Commission and approach the Seminole County Commission regarding same. Seconded by Com-
missioner Stenstrom and carried.
There being no further business, the meeting adjourned.
