City Commission, Sanford, Florida .Feb~uar~ 22 at 8:00 P.M. 19 71 369 DOTItEROW OFFICE SUPPLY (IOMPA.N¥ The City Commission of the City of Sanford, Florida, met in regular session at the 3ity Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on February, 1971. Present: Mayor-Commissioner Lee P. Moore Commissioner James H. Crapps Commissioner Gordon T. Meyer Commissioner W. Vincent Roberts Commissioner Julian L. Stenstrom City Attorney W. C. Hutchison, Jr. City Manager W. E. Knowles C~y Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler The meeting was called to order by the Chairman. Three Boy Scouts from Troop 34 presented a poster and read the Scout's motto for conservation of the outdoors and further urged participation in their ':'Project SOAR, Save our American Resources". Commissioner Roberts moved to officially recognize and commend this troop and project. Seconded by Commissioner Meyer and carried. Proposal next submitted by Hubert O. Bagwell to lease for agricultural purposes the old Experiment Station property located on Celery Avenue at an annual fee of $250.00, and on motion of Commissioner Roberts, seconded by Commissioner Meyer and carried, the City Attorney was authorized to prepare the lease, with lease fee payment in advance, effective March 1,1971 The City Manager gave a report, tabled at the last meeting, on a flashing, portable type sign located on the southwest corner of Ninth Street and French Avenue at the-Phillips 66 Service Station, that it constituted a line of sight hazard, as well as a traffic hazard, with the lights installed. After discussion, Commissioner Meyer moved to authorize the owner to retain the flashing white bulb sign provided that it is relocated to the extreme south propert~ line and permanently installed. Seconded by Commissioner Orapps and carried over the dis- senting vote of Commissioner Roberts. Consideration next given to application of Leroy McClendon, d/b/a Green Hornet, to renew a delinquent taxicab occupational license, due October l, 1970, and after discussion, Commissioner Crapps moved to authorize issuance of same and waive the requirement of a public hearing. Seconded by Commissioner Roberts and carried. Consideration next given to application of Robert Young, d/b/a New Deal Cab, to renew two delinquent taxicab occupational licenses, due October l, 1970, and after discussion, Commissioner Crapps moved to authorize issuance of same and waive the requirement of a public hearing. Seconded by Commissioner Roberts and carried. Applications for certificates to operate taxicabs next submitted by Donald A. Drury for two licenses and Robert Young one additional license. After discussion, on motion of Com- missioner CrappY', seconded by Commissioner Roberts and carried, a hearing was authorized to be held on March 8, 1971, to consider same. A. K. Shoemaker, Jr., developer, appeared to request annexation and city utilities to serve property north of Country Club Road and west of Grapeville Avenue. The first section would be developed into ll7 home sites. The City Manager reported there is a water main di- rectly across the street from said property and the developer had agreed to pay estimated $15,000 to $16,000 for material to construct a sewer force main and lift station, and to pro- vide easements for same on the property. After Consideration, Commissioner Roberts moved to designate this as an area from which to receive an annexation petition and to authorize the City Manager to proceed with negotiations on the utilities and with the annexation petition. M. 19 . 71 David Fart, Seminole County Planner, appeared to request a letter from the City to support the Short Range Water and Sewer Study compiled by the Orange-Seminole-Osceola Joint Planning Council setting ~o~hh the willingness of the City to cooperate and implement it where possible~ and further, there would be no financial assistance required on the part of the Cityl On motion of Commissioner Meyer, seconded by Commissioner Roberts and carried, the City Manager was authorized to prepare said letter and present to the Commission for con- sideration. After consideration and on motion of Commissioner Roberts, seconded by Commissioner Meyer and carried, John S. Erider, W. Scott Burns, and J~hn M. Fitzpatrick were reappointed as members of the Sanford Industrial Commission for four-year terms to February 22, 1975. A letter of acceptance of appointments to the City Insurance Advisory Committee was submitted from Robert J. Crumley, Robert E. Karns, Alex McKibbin and Tony Russi and requestin not to split any commissions with any non-working or non-writing agent; and after considera- tion and on motion of Commissioner Roberts, seconded by Commissioner Crapps and carried,same was approved. Engineering firm of Clark, Dietz and Associates submitted a statement in the amount of $2,285.00 from Ardaman & Associates, Orlando, for soil borings for the site of the propose~ secondary sewage treatment plant, in accordance with a proposal submitted October 26, 1970; and on motion of Commissioner Crapps, seconded by Commissioner Roberts and carried, payment of same was approved. Request next submitted by the Director of the Seminole County Civil Defense for the City to designate the City Hall as a tempOrary fallout or emergency supply shelter in time of enemy attack, and after consideration and on motion of Commissioner Roberts, seconded by Com- missioner Meyer and carried, the Mayor and City Clerk were authorized to execute an agreement for same. The City Manager reported that the Mott flail mower from C & C Tractor, Inc., awarded on low bid on December 28, 1970, was not satisfactory in performance and the company has agreed to the return of same; and further, recommended the purchase of the next low bid in the amount of $586.00 from Hood Tractor Company, Orlando, for a Ford mower, Model 22-12~. After consideration and on motion of Commissioner Crapps, seconded by Commissioner Roberts and carried, same was approved. On motion of Commissioner Roberts, seconded by Commissioner Meyer and carried, minutes of January 25 and February 8, 1971, were approved. Letter next submitted from the Seaboard Coast Line Railroad regarding trackage at the Sanford'Airport, and after discussion, the City Commission confirmed the City Manager's recommendation for the City to offer easement and trackage to the railroad company contingent upon their agreement to maintain same. Recommendation next submitted by the Board of Adjustments on the appointment of Gordon A. Sweeney to serve as a member for a three-year term to February 22, 197g, to fill the vacancy created by the resignation of M. R. Strickland; and on motion of Commissioner Roberts, seconded by Commissioner Meyer and carried, same was approved. Request of Good Samaritan Home Construction Funding Committee for use of an open field on the Sanford Airport for a benefit circus performance, sponsored through the Chamber of Commerce, for one day only, on March. 27, 1971; and on motion of Commissioner Meyer, MINUTES City Commission, Sanford, Florida Fe. bruar7 22 at ~:00 P. M. 19_ '71 371 seconded by Commissioner Roberts and carried, same was approved with the provision that clean-up of the premises would be a responsibility of the petitioner. Request of Sanford Downtown Merchants to~..use City parking lot No. 2 at First Street and Sanford Avenue during the week of March 9-13, 1971, for kiddie and adult ri~es in co- operation with their Sales Promotion Week, and on motion of Commissioner Stenstrom, seconded by Commissioner Roberts and carried, same was approved, with the provision that the petit would be responsible for proper cleaning up of the premises. After consideration, Commissioner Crapps moved to appoint Commissioner Gordon T. Meyer as the City of Sanford representative on the Seminole Co~Auty Highway Safety Advisory Committee. Seconded by Commissioner Stenstrom and carried. City Attorney reported that the attorney for the Seaboard Coast Line Railroad Company had requested a letter from the City acknowledging City liability for taxes from date of deed on that parcel to be transferred to the City from the railroad company. After dis- cussion, and on motion of Commissioner Meyer, seconded by Commissioner Crapps and carried, the City Attorney was authorized to write a letter to Seaboard Coast Line Railroad Company stating that the City will assume said realty taxes from the date that City acquires title, and same would be applicable to the parcel of property being transferred from the City to said Company, in exchange.
