The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Saraford, Florida, at 8:00 o'clock P. M. on April 12, 1971.

The meeting was called to order by the Chairman.
The first item of business was a Public Hearing to consider the. vacating of alley-
ways in accordance with notice published in the Sanford Herald on March 23, 1971, as follows:

TO WHOM IT MAY CONCERN:
You will take notice that the CitY,Commission of the City of Sanford, Florida, at
8:00 P. M. on April 12, 1971, in the City Commission Room at the City Hall in the City of
Sanford, Florida, will consider and determine whether or not the City will close, vacate and
abandon any right of the City and the public in and to the north-south alley and that portion
of the east-west alley, being more particularly described as follows:
Ail of that certain north-south alley, and
that certain east-west alley (less the westerly
117 feet) lying between Myrtle Avenue and Elm
Avenue and First Street and Commercial Street
in the City of Sanford, Florida.
Persons interested may appear and be heard at the time and place above specified.

The Chairman announced that the Commission would hear from anyone in favor of, or
against, the proposed closing, vacating and abandoning of the alleys as described in the fore-
going notice. A. Edwin Shinholser~ Attorney for the First Federal Savings and Loan Associa-
tion, appeared in favor of the vacating and stated that the entire block was owned and occu-
pied by said association. The City Manager reported no utilities were involved.
There being no objections registered, Commissioner Meyer moved to close, vacate
and abandon the alleys as advertised and to authorize the City Attorney to prepare an ordi-
nance pertaining to same. seconded by Commissioner Crapps and carried.
Report next submitted of sale to Warren W. Bennett and Carl Miller of all of the
stock of Monroe Harbour, Inc., holder of a lease to operate a marina on City of Sanford lake-
front property, and on motion of Commissioner Roberts, seconded by Commissioner Meyer and
carried, assignment of said lease to the new principals was approved.
Consideration next given to a request of property owner James E. Lee to close,
vacate and abandon an alley of the North 12 feet of the l°t described as beginning 984 feet
South and 25 feet East of the Northwest corner o£ the SW~ of Section 31, Townshi~.~;19 South,
Range 31 East, run East 167 feet, North 86 fee'~ to P.O.B., in exchange for an alley of the
East 12 feet of the aforesaid described lot and the East 12 feet of West 167 feet of Lot ~,
Rose Court; and on motion of Commissioner Crapps, seconded by Commissioner Meyer and carried,
a public hearing was authorized to be held on May~10, 1971, to consider said request, and
the City Clerk authorized to advertise same.

A plat next submitted designating streets and street names on the Sanford Airport
property, and after consideration and on motion of Commissioner Roberts, seconded by Commis-
sioner Stenstrom and carried, the City Attorney was authorized to prepare an ordinance to
adopt same.
Mr. Mel Silverman, representing Stephen L. Morrow & Associates, Orlando, appeared to
request City participation in improvements of perimeter streets pertaining to residential sub-
division construction to be known as Lake Jennie Highlands located in Dreamwold, Fourth Sect
between Marshall and Hartwell Avenues north of Santa Barbara Drive, with the developer agreeint
to pay material costs. The City Manager reported approximated costs of:

After consideration, Commissioner Roberts moved that the request be denied and the
developer required to pay 100% of the total costs, including labor and equipment. Seconded by
$ommissioner Crapps and carried.
Next submitted was a signed petition for annexation of property described as the
West 230.34 feet of the East 339.64 feet of Lots 38, 39, and 40 (less the South 56.3 feet and
road) Amended Plat of Druid Park; located south of Onora Road, joining easterly the Standard
Service Station on the SE Corner of U.S. Highway 17-92; with the owner requesting water and
sewer utilities to serve said property; and on motion of Commissioner Meyer, seconded by Com-
missioner Roberts and carried, same was approved for annexing into the corporate limits of the
~ity of Sanford, upon proper county certification, and the City Attorney instructed to draw
the appropriate ordinance for same.
The City Manager submitted a report on maintenance work needed on the runways and
taxiways at the Sanford Airport at a cost of $518,355.00, and with anticipated participation
by the federal and state governments would leave Airport Fund's share in the amount of
$229,703.00, to be pro-rated over a period of five or six years. After consideration, Commis-
sioner Meyer moved to accept said report. Seconded by Commissioner Stenstrom and carried.
Street light petition next considered, and on motion of Commissioner Meyer, seconded
~y Commissioner Roberts and carried, authorization was given for the installation of two 4,500
Lumen street lights on Rosalia Drive between Vernango and Locust Avenues.
Request next considered for mid-block street lights on Palmetto Avenue between l~th
~nd 15th Streets, and on motion of Commissioner Crapps, seconded by Commissioner Roberts and
~arried, same was tabled until the ¢'onversion of present lights on the corners are changed to
-,500 lumen lights.
After consideration, Commissioner Meyer moved to reappoint members to the Central
~xamining Board for a tenure of office for two years from April l, 1971 to April l, 1973,

After discussion, Commissioner Meyer moved to authorize the City Manager to proceed
with the purchase of material and equipment at an estimated cost of $12,000.00 for the fur-
nishing of a sanitary sewer line to serve the Grapeville Avenue Industrial Area. Seconded by
Commissioner Crapps and carried.
Consideration given to signed annexation petition and request of owner of Harcar
Aluminum Products Company, U.S. Highway 17-92 South, for annexation into the City limits and
the furnishing of City water and sewer to the property regarding expansion. The City Manager
outlined that signed annexation petitions had also been received from owners of Joe Creamons,
Inc., Butte Knit, Ranch House and William L. Kirk, all located in the same general area on
17-92. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, the
annexing of the Harcar property was approved and the City Attorney authorized to prepare the
appropriate ordinance; and, in the meantime, the City Manager authorized to co~tact the other
named owners to see if they are agreeable to annexation at this time; in addition to con-
tacting other owners in the immediate area to determine if they would favor annexation at
this particular time; all based upon proper certification of petitions by the County.
On rec°mm:endation of the City Manager, Commissioner Crapps moved to authorize a
salary reclassification for two employees, as follows:

Seconded by Commissioner Meyer and carried.
In compliance with Attorney General's opinion on state law, Commissioner Meyer moved
that the City Attorney draw the necessary ordinance and/or r~solution to specifically author-
ize City of Sanford off-duty, full-time, law enforcement officers to carry side arms.
Seconded by Commissioner Roberts and carried.
After consideration, Commissioner Roberts moved to authorize the City Attorney to
prepare a resolution to support Senate Bills 40 and 735, relating to the proposed one cent
gasoline tax increase. Seconded by Commissioner Meyer and carried.
Recommendation of the Citizens Advisory Committee that voting age of 18 years for
municipal elections be considered in work now b~ing done under the charter revision, and on
motion of Commissioner Crapps, seoonded by Commissioner Roberts and carried, the matter was
tabled for consideration at such time that there is a ch~uge in the State voting age.
Recommendation next submitted by the Citizens Advisory Committee to prohibit sale
and usage of portable heaters that use combustable fuels~ and on motion of Commissioner Crapps
seconded by Commissioner Roberts and carried, the recommendation was denied.
After consideration, Commissioner Meyer moved to approve the transfer of funds in
the amount of $3,005.50 from Fire Department Salary Account No. 2301, to accounts as follows:
$2,155.50 to Account No. 2326, Equipment, to replace
three radio units too~::old to comply with. FCC standards
$850.00 to Account No. 2321, Building Repairs and Maintenance,
to replace front doors at Central Fire Station.
Seconded by Commissioner Stenstrom and carried.
Report of the Building Department regarding increase in work load and recommenda~
tions regarding same was next considered, and on motion of Commissioner Meyer, seconded by
Commissioner Stenstrom and carried over the dissenting vote of Commissioner Crapps, the

following policies were authorized regarding inspectionsaand requirements for the obtaining
of building permits:
1. Applicants to provide sketches and legal descriptions, as required,
for obtaining building permits.
2. Requests for building inspections received between 9:00 A.M. and
l:O0 P.M. will be made in the afternoon of the same day.
Requests received between l:00 P.M. and 5:50 P.M. will be made
the following morning.
After discussion of the County's junk car program failing to materialize, Commis-
sioner Meyer moved that the City provide space for Willie Archie for a period of 90 days at
the Sanford Airport, in an appropriate area out of site, as a collection site for junk cars
from those owners residing in the City Limits, to make ultimate disposal of said cars in
~ampa, and further stipulating that the property to be returned in its original condition.

and Pension Fund, Florida State Bank, Nos. 168 through 170; Sanford Airport, United State Bank
of Seminole, Nos. 699 through 736; Water and Sewer Renewal and Replacement Fund, United State
Bank of Seminole, No~55;
On motion of Commissioner Meyer, seconded by Commissioner Roberts and carried,
minutes of March'22, 1971, were approved.
Request of Seminole County submitted for the adoption of a resolution to support
President Nixon's revenue sharing proposal, and on motion of Commissioner Roberts, seconded
by Commissioner C~apps and carrie{, same was tabled for further consideration.
Consideration next given to support of Governor Askew's recommendations to legisla-
tive body for early referendum on levying a Corporate Profits Tax, and after diseussion,
Commissioner Roberts moved to table same. Seoonded by Commissioner Meyer and carried.

Thereupon, the Chairman announced that the City Commission of the City of Sanford,

After consideration, Commissioner Meyer moved to appoint Robert M. Morris, Attorney
as City Prosecutor, to replace Kenneth M. ~effler, Attorney. Seconded by Commissioner Robert~
and carried.
Petition next submitted for street lights, and on motion of Commissioner Roberts,
seconded by Commissioner Meyer and carried, three 4,500 lumen street lights were authorized
to be installed on Bethune Circle, starting at Grapeville Avenue and going east.
After consideration, Commissioner Meyer moved to authorize the Mayor to execute
an application of the City for the Recertification of the Workable Program. Seconded by
Commissioner Roberts and carried.
Recommendation next submitted by Municipal Judge Roger L. Berry to set aside the
bond estreatures of George W. Bare, Docket No. 94646, Drunkenness, October 9, 1970, $57.00;
and Docket No. 94647, Carrying Concealed Weapon, October 9, 1970, $202.00; dated October 13,
1970; and on motion of Commissioner Meyer, seconded by Commissioner Roberts and carried,
same was approved.
There being no further business, the meeting was adjourned.
