Ap. ril 26 at 8: 00 Po M. 19 71 359 I OFFICE SUPPLY COMPANY The City Commission of the City of Sanford, Florida, met in regular.session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 26, 1971. Present: Mayor-Commissioner Lee P. Moore Commissioner James H. Crapps Commissioner Gordon T. Meyer Commissioner W. Vincent Roberts Commissioner Julian L. Stenstrom City Attorney W. C. Hutchison, Jr. City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler Absent: City Manager W. E. Kuowles The meeting was called to order by the Chairman. John Krider, Executive Secretary of the Greater Sa~ford Chamber of Commerce; Michael Porter, Chairman of the Tourist Committee; Sidney Vihlen, Jr., Seminole County Commissioner; and representatives of Schweizer Associates, consultants, appeared to present a proposed appli- cation for technical assistance to the Economic Development Administration of the Federal Government. This application being a prerequisite for federal funds, entitled "An analysis of the methods of depressing unemployment rates in the Sanford area through development and pro- motion of tourist related activities, with particular~emphasis on intercepting tourist traffic destined for Disney World aud Disney supported industries". Total project cost is $30,000.00 with a cost to the City of $1,000.00 in cash and most of the $6,500.00 of "in-kind services" to initiate the application. Comsideration was given to a preliminary meeting wherein direct and greater County amd Chamber 'Participation was represented. Mr. Vihlen stated that the County would probably view the application with a broader perspective than just keyed to tourism. After discussion, Commissioner Meyer moved to authorizethe Mayor to meet with city, county, and chamber representatives at an early date to discuss the application regarding participation from all bodies. Seconded by Commissioner Roberts and carried. Letter next submitted from F. Thomas Ustler, Realtor, in behalf of a client, Kimzay Realty Corporation, requesting consideration for a~uexation of property located on the North- west intersection of U.S. Highway 17-92 and 0nora Road; and further, requesting purchase of ~butting 1.3 acres of City-owned land, upon the assembling of the various parcels for con- struction of a shopping center. After discussion, Commissioner Meyer moved to authorize the City Manager to inform ~r. Ustler that the City would favor annexation of said property, and would consider sale of the City-owned property providing the realtor can get the package together and subject to the ~ity's acgeptance of an appraisal on the City property and to include out of pocket expenses relating to the cost of the appraisal. Seconded by Commissioner Stenstrom and carried. Request next submitted by John D. Carlton, holder of a license for the sale of in- toxicating liquors for consumption on premises at The Fountain, 2~01 French Avenue, for a ~hange in n~e of the business to "Your Mother's Parlor". Moved by Commissioner Roberts that the request be denied. Secondedby Commissioner Stenstrom. Motion failed to carry over the lissenting votes of Mayor Moore, Commissioner Crapps, and Commissioner Meyer. Moved by Commis- sioner Stenstrom that the request be tabled. Seconded by Commissioner Roberts and carried. Consideration next given to subdivision plat of Academy Mauor, Unit Two, and on motion of Commissioner Meyer, seconded by Commissioner Roberts and carried, same was approved and the Mayor and City Clerk authorized to execute same. Request next considered for installation of street light on Oek Avenue between 2$th 390 MINUTES City Commission, Sanford, Florida April 26 at 8:00 P.M. 19 71 and carried, same was tabled on .the basis that the area has three existing lights that are included on the city-wide changeover from 1,O00 to ~,500 lumen lights. Two requests for street lights next submitted, and on. motion of Commissioner Meyer, seconded by Commissioner Roberts and carried, installation of three $,500 lumen lights in Idyllwilde and three on Grove Drive in Woodmere Park were authorized. Consideration next given to a request by the Mutual Concert Association for use of the Municipal Civic Center on May 22, 1971, with alcoholic beverages pri~-lleges, for holding the Spring Frolics Ball; and on motion of Commissioner Crapps, seconded by Commissioner Meyer and carried, same was approved at the standard fee of $250.00. Letter next submitted from R. A. Roy, Maintenance Manager, Home-Land Properties, Orlando, setting forth a proposed trailer display and sales outlet to be established at 2500 French Avenue, and offering to donate to the Sanford Zoo project 10% of their commissions.on each and every sale starting April l, 1971, for a period of six months, and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried over the dissenting vote of Commissioner Crapps, the City Manager was authorized to extend a letter of thanks on be- half of the Zoo Committee and the City Commission' On recommendation of the City Manager, and on motion of Commissioner Crapps, seconded by Commissioner Stenstrom and carried, salary reclassification of an employee in the Fire Department was authorized, as follows: John J. Carver From: Fireman Class O - To: Fireman Class D - $6,1~8.00/amuual After consideration, Commissioner Crapps moved to authorize the employment of three additionallijailers in the Police Department with the City Manager to work out the details. Seconded by 0ommissioner Meyer and carried. Commissioner Crapps then moved on the waiver of the requirement of the second reading of Ordinance No. lO21, and that same be placed on its final passage and adoption. Seconded by Commissioner Meyer. After review by the City Attorney of an opinion from the Attorney General, Commis- sioner Crapps moved to authorize that Sanford law enforcement officers to be placed on 2~-hour call a day and side arms be made a responsibility under their care and maintenance, and fur- ther that said officers be permitted to carry side arms during off-duty hours. Seconded by Commissioner Meyer and carried. Resolution No. 1095 was next introduced and after being read in .full, Commissioner Roberts moved on its passage and adoption. Seconded by Commissioner Crapps and carried. Said Resolution NO. 1095 being in words and figures as. follows: A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, REQUESTING THE ORANGE-SEMINOLE T,F. GISLATIVE DELEGATION TO SUPPORT THE RIGHT TO WORK CLAUSE IN THE FLORIDA CONSTITUT~GN. WHEREAS, the Right to Work is guaranteed under the Constitution of the State of Florida, but is being violated, and House Bill No. 57 is now pending which can rectify the s ituat ion; NOW, TNEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the Orange-Seminole Legislative Delegation be urged to support the passage of the above legislation; and BE IT FURTHER RESOLVED, that this ResolutiOn be spread upon the minutes of the City Commission and copies hereof be delivered to the Governor, the Orange-Seminole Legislative Delegation, the press, and other interested parties. 392 OFFICE ~u~LY COMPANY MINUTES City Commission, Sanford, Florida April 26 at g:00 P. LEGISLATIVE DELEGATION TO SUPPORT HOUSE BILL 928 AND SENATE BF,?, 725 WHICH PROVIDE FOR A ONE CENT ADDITIONAL GASOLINE TAX TO BE DISTRIBUTED TO CITIES OF FLORIDA EXCLUSIVELY. WB~.REAS, there are presently pending House Bill 928 and Senate Bill 725 which pro- vide for a one cent additional gasoline tax to be distributed exclusively to the cities of Florida; and ~, these funds are needed in the City of Sanford immediately to take care of the City of Sanford's needs for unpaved streets, resurfacing, etc-, and a delay in distribu- tion would only compound the City's street problem; WHEREAS, cities at present do not receive any highway user revenues and it is essential that cities receive the additional funds represented 'by such one cent ~dditional gasoline tax; NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Samford, Florida, that the Orange-Seminole Legislative Delegation be ~mrged to support the passage of above legislation which provide for a one cent additional gasoline tax to be distributed exclusively to the cities of Florida; and BE IT FUR _TMER RESOLVED, that this Resolution be spread upon the minutes of the City Commission.and copies hereof delivered to the Governor, the Orange-Seminole Legislative Delegation, and other interested par~-ies. Consideration next given to a request by the Seminole County Chapter of American Red Cross to park two emergency vehicles in City Parking Lot on Park Avenma and First Street during the Downtown Merchants Sidewalk Sales Days May 6-7, and on motion of Commissioner Roberts, seconded by Commissioner Meyer and carried, same was approved. Request next submitted by Michael Porter, d/b/a Michael' s Restaurant, for a permit for the sale of intoxicating liquor for consumption, on premises at 2508 French Avenue, and DOT~ROW OFFICE SUPPLY COMPANY MINUTES : City. After discussion, Commissioner Roberts mo~ved to authorize the City AttOrney to pre- pare a resolution to Governor Askew and to Secretary of Transportation to encourage a study of the extension of the Monorail transit system from Disneyworld to S~*ord. Seconded by Co~missioner Meyer and ca~ried. ReferenCe minutes of April 12, 1971, wherein report was accepted. After considera- tion, Commissioner Stenstrom moved to authorize the City Manager to proceed with steps to apply for state and federal funds in amount of $288,652.00 in accordancewith report submitted at meeting of April 12, 19?l, for maintenance on runways and taxiways on the Sanford Airport. Seconded by Commissioner Meyer and carried. After consideration, Commissioner Meyer moved to authorize the City Manager to in- form the Seminole County Board of Public Instruction of the City's Willingness to negotiate a long term lease for the Board's utilization of the Sanford M~m~cipal Stadium for football games. Seconded by Commissioner Stenstrom and carried over the dissenting votes of Commis- sioner Roberts and Commissioner Stenstrom. There being no further business, the meeting adjourned. MAYOR
