The Commission discussed a clarification of action taken on May 24, 1971, setting
a total cost of $550,000.00 for the proposed project of the Police Security Complex as to
whether this included costs of architect fees, legal and fiscal agent fees, soil borings, site
preparation, furnishings, etc., or was to be strictly a construction cap for the building only.
Commissioner Meyer moved to authorize the Mayor to execute the Contract of the firm
of Gutmann, Dragash and Matz Architects, Inc.,
and setting a total project cap of $550,000.00.
over the dissenting vote of Mayor Moore.
for the design of the Police Security Complex
Seconded by Commissioner Crapps and carried
Mr. Dragash recommended that the two sites of:
(a) Park area at Fourth Street and French Avenue
(b) Area south o£ West 25th Street between Marshall and Hartwei1 Avenues
for the Police Security Complex be deleted due to insufficient land area and accessibility on
site (a); and, poor soil conditions on site (b).
On motion of Commissioner Stenstrom, seconded by Commissioner Meyer and carried,
the City Manager was authorized~ to prepare a list of proposed siteS of 'three acres Or more
for the location'of the Police Security Complex~ for~the CommisSion to visit.
After consideration of said request,.~Commissioner Crapps Roved to authorize the
Mayor to sign an affidavit, of right of occupancy for the new lessee of the City's golf course,
Mayfair Country Club of Sanford, Inc., fOr the state to transfer the alcoholic beverage licens~
Seconded by Commissioner Meyer and carried.
After consideration, Commissioner Crapps moved' tO'exempt the:proposed Police Securit,
Complex from the requirement under Resolution No. 1093 for fallout shelter protection pro-.
visions in the said construction,.' Seconded by Commissioner Meyer and carried.
Letter next considered from Paul S. Polgar, president of Sanford Bath and Tennis
Club, Inc., requesting renewal of a lease on swimming pool located on the Sanford Airport,
and on motion of Commissioner Meyer, seconded by Commissioner Roberts and carried, a five-year
lease was approved, subject to review by the Federal Aviation Administration.

Commission of the City of.Sanford, Florida, had passed and adopted said Ordinance No. 1026,
entitled:

ANNEXING TO AND INCLUDING WITHIN THE CORPORATE
AREA OF THE CITY OF SANFORD, FLORIDA, THE AREA
DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE
PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA,
ACTS OF 1957.
Consideration next given to a proposal by A. Fennel, Ground Service Manager of Modern
Air Transport, Inc., Miami, for lease of facilities and operation at the Sanford Airport of
Supplemental charter flight service, as follows:
1. Utilize Sanford Airport for base of ~operations.
2. Station sufficient personnel and ground equipment at Sanford to handle the
operation.' ·
3. Lease terminal space; approximately 8,000 square feet.
4. Lease fuel storage facilities for jet fuel of approximately 200,000 U.S.G.
5. Perform fueling for own aircraft.
After discussion, Commissioner Meyer moved to entertain a firm proposal as a fixed base opera-
tion from said organization. Seconded by Commissioner Stenstrom and carried over the dis-
senting vote of Commissioner Crapps and Commissioner Roberts.
Commissioner Roberts moved to table the request until the next City Commission meeting
to permit Modern Air and Page Airways to complete their negotiations.'

Motion failed to carry.
Request next submitted from the owners of Mary-Esther's Women's Apparel Shop, 200
North Park Avenue, for 15-minute parking around their location for the duration of the construc-
tion of the Seminole Courthouse, and after discussion, on motion of Commissioner Meyer, seconded
by Commissioner Roberts~and carried over the dissenting vote of. Commissioner Crapps, same was
denied. The Commission~instructed the Police Chief to enforce present 2-hour parking regula-
tions in the area.
Herbert Stenstrom, Stenstrom Realty, requested consideration of sale or lease of the
municipal "Bandshell Pier" area for proposed construction of a motel, and on motion of Commis-
sioner Crapps, seconded by Commissioner Meyer and carried, same was denied. Commissioner
Stenstrom abstained from vote.

Requests next submitted for reserved on-street parking spaces in the downtown area,
as follows:
1. James Blythe, d/b/a Seminole Coin Center, 109 West First Street, for
unrestricted use of a stall in front of business due to security reasons.
2. John S. Benton, d/b/a San~o~.d Furniture Company, 300 East First Street,
stall on Palmetto Avenue side for loading and unloading.
The city Manager stated that both petitioners were willing to pay an annual fee of $90.00 per
space. After consideration, Commissioner Stenstrom moved to refer the matter to the Sanford
Downtown Merchants Association for a recommendation. Seconded by Commissioner Roberts and
carried.
Carl Schilke, president of Harcar Aluminum Products, submitted a request for the
City to respond to fire calls while his pnoperty is pending annexation. After discussion,
Commissioner Meyer moved to authorize the City Attorney to prepare the proper ordinance for
annexation of certain properties on South US 17-92, including Harcar Aluminum Products Company,
and upon completion, of annexation, the City would.then provide fire protection to the area.
Seconded by Commissioner Roberts and carried.
Consideration next given to amendment to Chapter 112, Florida Statutes, and on motion
of Commissioner Meyer, seconded by Commissioner Roberts and carried, the Travelers Insurance
Company was authorized to increase the limits on life insurance from the present $10,000.00
to the required $20,000.00 on covered policemen and firemen at an estimated annual premium
cost of $1,183.00.
Recommendations next submitted from the Zoning and Planning Commission, as follows:
1. Rezone Lots 1, 2, 18, 19, 20 and south 20 feet of Lot 17, Block 12,
3rd Section Dreamwold, from R-lA (Single Family Dwelling) District
to R-3 (Multiple Family Dwelling) District.
2. Rez~ne Lots 1 through 6 and Lots 15 through 27, Block 22, 4th Section
Dre~mwold, from R-1AA (Single Family Dwelling) District, to C-1
(Neighborhood Commercial) District.
3. Rezone Lots 15 and 16, Parkwiew, 2nd Section, from R-1AA (Singl~e Family
Dwelling) District to R-1 (Single Family Dwelling) District.
4. Increase the fee for application for rezoning to cover the cost of
$48,80 without receipts, and $75.80 with return receipts.
and on motion of Commissioner'Meyer, seconded by Commissioner Crapps ~and carried, public
hearings were authorized to be held on July 26','~ 1971~, to consider items 1, 2 and 3'above~, and
the City Clerk authorized to advertise sam~. On motion of Commissioner Crapps, 'seconded~by

After consideration, Commissioner Meyer moved to hold a public hearing on August 9,
1971, to consider said reports to determine the condition of the structures for condemnation
proceedings; and to authorize that a notice be placed upon each structure; and directed by r:eg-
istered mail to the last known address as shown by the Tax Assessment Rolls of the City, a
notice to the owner of the property of said hearing. Seconded by Commissioner Stenstrom and
Carried.
On motion of Commissioner Stenstrom, seconded by Commissioner Meyer and carried, the
Mayor was authorized to sign a Compliance Report as part of Public Law 660 for a federal grant
on the proposed construction of a secondary sewage treatment plant. Seconded by commissioner
Meyer and.carried.
Consideration next given to Chapter 23.105, Florida Statutes, providing that the City
may assess $1.00 court cost for law enforcement education expenditures for City officers, and

Attorney was. authorized to prepare the proper ordinance for same to be effective October 1,
1971.
Request submitted for a determination of the status of the Sanford Naval Academy
pertaining to the municipal utility tax, and the Commission determined said.institution was
not exempt.
Consideration given to a request:for annexation of property described as follows:
West 230' of the East 339.64' of Lots 38, 39 and 40, Amended Plat of Druid Park; and on motion
of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, the City Attorney was
authorized to prepare an ordinance for said annexation upon proper certification by Seminole
County Tax Assessor.
Con'sideration next given to the rezoning of newly annexed property of the Christian
Village area, and after discussion and on motion of Commissioner~Meyer, seconded by Commis-
sioner Stenstrom and carried, a public hearing.was authorized to be held on July 26, 1971, and

of June 28, 1971, were approved.
On motion of Commissioner Stenstrom, seConded by Commissioner Meyer and carried,
current vouchers and payrolls were next aPproved as evidenced by General Fund, Florida State
Bank, Nos. 6783 through 6841; General Fund, Sanford Atlantic National Bank, Nos. 19661 through
19903; Water and Sewer Revenue Fund,'Florida State Bank, Nos 771 through 781; Poticemen's

On motion of Commissioner Crapps, seconded by Commissioner Stenstrom and carried~.over
the dissenting vote of Commissioner Meyer, signs designating "No Swimming" were authorized to
be posted on the beach area north and east of Holiday Inn.
After consideration and on motion of Commissioner Stenstrom, seconded by Commissioner
Meyer and carried, the Mayor was authorized to execute a contract with firm of Gerald L. Dake
Associates, Jacksonville, for the preparation of a new Zoning Ordinance for the City of Sanford
After further discussion, Commissioner Meyer moved to rescind prior action taken this
date to approve a Contract with firm of Gutmann, Dragash and Matz, Architects, Inc., for the
design work on the Police Security Complex, with the inclusion of a total cap of $550,000.00
on the project. Seconded by Commissioner Stenstrom and carried over the dissenting vote of
Commissioner Crapps. '~ " '~
After further discussion, Commissioner Meyer moved to authorize the Mayor to execute
a Contract with Gutmann, Dragash and Matz, Architects, Inc., for the design~work on the Police
Security Complex. Seconded by Commissioner Stenstrom and carried over t~e dissenting vote of
Commissioner Crapps. The Commission directed the City Manager to inform the architects not t~
proceed with any design work until the Commission has set a cap figure on the total project
and/or the bBilding construction.

The City Commission of the City of Sanford, Florida, met in Special Called Session
at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 19, 1971.

Commissioner Crapps moved to waive the requirement of the twenty-four hours written
notice, and to call the meeting into special session. Seconded by Commissioner Meyer and
carried by the unanimous vote of the~Commission.
Th-e first item of business was the consideration of a lease No. 32-71 to Sanford
Aviation Academy, Inc., of certain buildings and areas at the Sanford Airport.
After discussion, Commissioner Crapps moved to authorize the Mayor and City Clerk
to execute the aforesaid lease. Seconded by Commissioner Meyer and carried.
The Commission then proceeded to stUdy the 1971-72 proposed budget amd there being
no further business the meeting adjourned.
