The first item of business was a Public Hearing to consider an amendment in certain districts and bOundaries of the Zoning Ordinance in accordance with notice 'published in the Sanford Herald on July 15, 1971, as follows: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held.at the' Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 26, 1971, t.o con- sider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows: That property lying north of 25th Street and between Cedar Avenue and Holly Avenue is proposed to be rezoned from R-lA (One Family Dwelling) District to R-3 (Multiple Family Dwelling District. Said property being more particularly described, as follows: Lots 1, 2, 18, 19, 20 and south 20 feet of Lot 17, Block 12, Third Section of Dreamwold. Ail parties in interest and citizens shall have an opportunity to be heard at said hearing. July, 1971. By order of the City Commission of the City of Sanford, Florida, this 12th day of H. N. Bill Pyle, owner of property, appeared to support the request and stated the proposed utilization was for a two-story apartment building and that there would be no curb cuts on 25th Street. There were no objections registered. After consideration, Commissioner Meyer moved to authorize the City Attorney to pre- pare an ordinance to rezone the property as described in the aforesaid notice of public hearing. Seconded by Commissioner Crapps and carried. Fred O. Ferris, 2700 Ridgewood Avenue, appeared to object to any increase in future traffic pattern for the area and registered a complaint of encroachment. After consideration, Commissioner Meyer moved to authorize the City Attorney to pre- pare an ordinance to rezone the property as described in the aforesaid notice of public hearing. M. 1971 DOTHEROW OFFICE SUi~I~L¥ COMFANX Recommendation next submitted by the Zoning and Planning Commission to rezone from R-1AA (One ~amily Dwelling) District to C-1 (Neighborhood Commercial) District, property de- scribed as follows: West 230' of the East 339.64' of Lots 38, 39 and 40, Amended Plat of Druid Park; and on motion of Commissioner. Crapps, seconded by CommiSsioner Meyer and carried, a pub- lic hearing was authorized to be held on August 9, 1971, and the City Clerk authorized to advertise same. Mack N. Cleveland, Jr., Chairman of the Finance Committee of the Greater Sanford Chamber of Commerce submitted a request for the same appropriation in the.amount of $15,000.00 for the Chamber's normal functions, and also an additional request of $14,000.00 for industrial promotion, for their 1972 budget. After discussion, the City Commission advised that same would be taken under advisement at the regular Budget meeting. The City Manager next submitted a list of City-owned property of three or more acres for consideration of the location of a proposed Police Security Complex, and after~discussion and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried over the dissenting vote of Commissioner Crapps, Gutmann, Dragash and Matz, Architects, were authorized to expend up to $500.00 for soil probings on the site of Hartwell Avenue and Marshall Avenue south of West 25th Street. In addition, said architects were requested to:present a scale layout of the Police Security ComPlex situated on sites of Fourth Street and French Avenue and Ninth Street and French Avenue Consideration was next given to requests tabled at last meeting, for "reserved" on-street parking spaces in the downtown area, and on recommendation of the Sanford Downtown Merchants Association, CommiSsioner Meyer moved, that due to the severely limited parking for the general public, to deny requests, as follows: 1. James Blythe, d/b/a Seminole Coin Center, 109 West First Street. 2. John S. Benton, d/b/a Sanford Furniture Company, 300 East First ~ Street, one stall on Palmetto Avenue side. 3. Salvation Army, 214 East Second Street. Seconded by Commissioner Stenstrom and carried. Consideration next given to a proposed plat designated as TWENTY WEST, and on recom- mendation of the Zoning and Planning Commission and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom a~d carried, the Mayor and City Clerk were authorized to execute approval of same. On motion of Commissioner Crapps, seconded by Commissioner Stenstrom and carried, Ordinance No. 1030, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ANNEXING TO AND INCLUDING WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA, THE AREA DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA, ACTS OF 1957. was introduCed and placed On its first reading and read in full. On motion of Commissioner Crapps, seconded by Commissioner Stenstrom and carried, Ordinance No. 1031, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ASSESSING $1.00 OF ADDITIONAL MUNICIPAL COURT COSTS FOR LAW ENFORCEMENT EDUCATION AS PRO- VIDED IN CHAPTER 23.105, FLORIDA STATUTES, 1969. was introduced and placed on its first reading and read in full. Consideration next given a copy of letter to the Civil Air Patrol and a report by the Airport Manager of activities of said organization and its use and maintenance of Building No. 17. After diScussion, Commissioner Meyer moved to notify the Civil Air Patrol to vacate the building within thirty days. Seconded by Commissioner Stenstrom and carried. P=:oposal next submitted by Airport Manager to lease Buildings No. 125 and 23 to Con- sumer Electronics, and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, same was approved. The City Manager reported that the Seaboard Coast Line Railroad Company had notified his office by telephone that the railroad siding at the Sanford Airport would not be utilized by their.company due to its condition. The City Manager further outlined that from previous correspondence, the railroad company proposed for the City to repair and maintain the siding and furnish easement rights which would be retained by the railroad company any time the City ceases to utilize the trackage.
