The City Commission of the City of Sanford, Florida, met in Special Called Session
at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on August 16, 1971.
Present: Mayor-Commissioner Lee P. Moore
Commissioner James H. Crapps
Commissioner Gordon T. Meyer
Commissioner W. Vincent Roberts '~
Commissioner Julian L. Stenstrom
City Manager W. E. Knowles
City Clerk H. N. Tamm, Jr.
Absent: City Attorney W. C. Hutchison, Jr.
Police Chief Ben E. Butler
Commissioner Meyer moved to waive the requirement of the twenty-four hours written
notice, and to call the meeting into special session. Seconded by Commissioner Roberts and
carried by the unanimous vote of the Commission.
Commissioner Roberts moved to increase to..$2,700.00 the salary o6 the Attorney for
the Airport in Account No. 8699.9 of the proposed Airport Budget for 1971-72. Seconded by
Commissioner Crapps and carried..
Commissioner Meyer moved to increase to $26,113.00 the appropriation for the Zoo
Division in the 1971-72 proposed budget. Seconded by Commissioner Stenstrom and carried.
Mrs. Ruth Swinney, President of the SISTERS, appeared to express confidence in being
able to put over a Zoological Garden within a year through the cooperation of the people of
the Central Florida area, and to thank the CommiSsion for'::the action to restore the funds for
the zoo.

Commissioner Crapps moved to transfer $6,900.00 from Engineer Account No. 5092 to
Seconded by Commissioner
Commissioner Meyer moved to authorize the City Manager to prepare a wage and salary
survey. Seconded by Commissioner Crapps and carried.
Commissioner Meyer moved to authorize the City Attorney to prepare a Resolution
appropriating the unexpended cash suplus and adopting the 1971-72 Budget of Revenues and
Expenditures and an Ordinance making the Appropriations for Fiscal Year 1971-72. Seconded by
Commissioner Stenstrom and carried.
Commissioner Meyer moved to authorize the City Attorney to prepare an Ordinance
determining the rate of taxation for the 1971 tax roll to be 8 mills for the Department of
General Government and 3 mills for the Department of Debt Service. Seconded by Commissioner
Stenstrom and carried over the dissenting vote of Commissioner Roberts.
There being no further business, the meeting adjourned.
