HomeMy WebLinkAbout091471478 MINUTES City' Commission, Sanford, Florida September 14 at 12:00 Noonl9 71 The City Commission of the City of Sanford, Florida, met in adjourned regular session at the City Hall in the City of Sanford, Florida, at 12:00 o'clock Noon on September 14, 1971. Present: Mayor-Commissioner Lee P. Moore Commissioner Gordon T. Meyer Commissioner Julian L. Stenstrom City Attorney W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: Commissioner James H. Crapps Commissioner W. Vincent Roberts P~lice Chief Ben E. Butler The meeting was called to order by the Chairman. Consideration next givem:to the proposed sale of approximately 14 acres of City property located on the lakefront at French Avenue and Seminole Boulevard and designated as a site for the relocation of the zoo, and after consideration, Commissioner Meyer moved to author ize the City Clerk to obtain the fair market selling price from two real estate brokers on said land. Seconded by Commissioner Stenstrom and carried. Consideration next given request for the installation of STOP signs at all inter- sections throughout the Goldsboro and Georgetown areas. The City Manager presented a survey showing the number of signs required would be as follows: 136 for Goldsboro area; 63 for Georgetown area; and 100 for the other sections of the City; and cited traffic engineering studies that set forth that the request is not a good practice and is not recommended. After discussion and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, the City Manager and Police Chief were authorized to make a study and report of intersections of paved streets with unpaved streets and high pedestrian crossing. Consideration next given to the implementation of the Airport Authority Act~ and the City Attorney recommended that an ordinance be adopted for same to detail items to be under the City's jurisdiction or independent thereof. Commissioner Stenstrom moved to authorize the City Manager and Airport Manager to meet to resolve same and submit to the Commission. Seconded by Commissioner Meyer and carried. Notice next submitted from Gulf Life Insurance Company that the premium for Group be Hospitalization and life insurance for City employees is proposed to/increased by 24%, and after discussion and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, the City Manager was authorized to turn the matter over to the JCity's Insurance Com- mitted for study and recommendation. After consideration, Commissioner Meyer moved to adopt a ReSOlution and to authorize the Mayor and City Clerk to execute an Agreement dated August 12, 1971, with the Seaboard Coast Line Railroad Company granting to the City the right to install and maintain a sewer force main across right-of-way and underneath tracks of said company located on West Country Club Road east of Old Lake Mary R~d. Seconded by Commissioner Stenstrom and carried. On petition of property owners and after consideration, Commissioner Meyer moved to authorize the installation of eight 4,500 lumen street lights in San Lanta Est~ es, subdivision east of Lotcust Avenue and south of Celery Avenue. September 14 at 12: 00 Noon 19 71 DOT~r~OW OFFICE ~o~PLY COMPANY 479k, On request of the Airport Manager and recommendation of the City Manager, Commissioner Stenstrom moved to rescind action of April 12, 1971, permitting certain property on the Sarf ord Airport to be used as a collection site for junk cars received from owners residing within the City limits; and further, that Willie Archie be informed to clean up any debris remaining. Seconded by Commissioner Meyer and carried. The Airport Manager next submitted a request for the refuse collection service of lessees on the Sanford Airport being performed by airport personnel be taken over by the City's refuse operation, and on recommendation of the City Manager, Commissioner'Stenstrom moved to recommend the board contract with a commercial firm to provide the service, as the small, sepa- rate system would not produce sufficient revenue to warrant the City's operating cost to pro- ~ide the service. Seconded by Commissioner Meyer and carried. Statement next submitted from the Seminole County Tax Collector in the amount of ;4,210.27 representing fee for collection of City of Sanford 1971 Tax Roll, and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, payment of same was author- ized. Seconded by Commissioner Meyer and carried. After consideration, Commissioner Meyer moved to authorize the City Attorney to pre- pare a Resolution to the State Department of Transportation to support a recommendation for a 480 ? Seconded by CommiSsioner Stenstrom and carried. Commissioner Meyer moved to appoint Mayor Moore as a representative on the Metropoli- tan Water Quality Management Study of the East. Central Florida Regional Planning Council. Seconded by Commissioner'St~strom and carried. The proposed purchase of a borrow pit site located on SR 46 in the Geneva area, next considered, and after discussion, Commissioner Meyer moved to authorize negotiation of a pur- chase price of $35,000.00. Seconded by Commissioner Stenstrom and carried. Petitions next submitted for the annexation of certain properties located on the west side of US 17-92 south of Lake Mary Boulevard, and on motion of Commissioner Stenstrom, seconde¢ by Commissioner Meyer and carried, the City Attorney was authorized to prepare an ordinance for same, upon proper certification of the Seminole County Tax Assessor. Request next submitted for consideration of annexation of Lots 9 through 15, Block 27 4th Section Dreamwold, and after discussion, Commissioner Stenstrom moved to authorize the City Attorney to prepare an ordinance for same, upon proper certification by the Seminole 'County Tax Assessor. Seconded by Commissioner Meyer and carried. On motion of Commissioner Stenstrom, seconded by Commissioner Meyer and carried, current vouchers and payrolls were next approved as evidenced by: General Fund, Florida State Bank, Nos. 6899 through 6957; General Fund, Sanford Atlantic National Bank, Nos. 20097 through 20313; Water and Sewer Revenue Fund, Florida State Bank, Nos. 783 through 813; Policemen's Pension Fund, Florida State Bank, Nos. 283 through 285; Firemen's Relief and Pension Fund, Florida State Bank, Nos. 185 through 187; Sanford Airport, United State Bank of Seminole, Nos. 889 through 921; Public Improvement Revenue Sinking Fund, Florida State Bank, Nos. 21 and 22; Board of Bond Trustees, Sanford Atlantic National Bank, Nos. 402 through 407; Utility Sinking Fund Series "B" Bonds, Florida State Bank No. 57.
