SUPPLY ~OMPANY
The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 27, 1971.
Present: Mayor-Commissioner Lee P. Moore

The meeting was called to order by the Chairman.
B. C. Conklin, representative of Clark, Dietz & Associates, Inc., engineers, appeared
to explain a preliminary engineering studY entitled "Storm Drainage Interceptor Fadilities" and
submitted in November, 1968. Said report outlined basic drainage interceptor facilities to
handle storm and surface water run-off. Mr. Cmnklin estimated a current construction cost of
3.75 million dollars, exclusive of right-of-way acquisition~cost, for the entire project; and
further, that the flooding problems in the Country Club Manor subdivision ~and Mills Creek from
Eighth Street to 20th Street could be alleviated at an approximate cost of three quarters of
a million dollars. Mr. Conklin offered further observation that some relief could be given at
a cost of approximately $100,000.00 pertaining to correction of six drainage restrictions in
the area.
Loomis C. Leedy, City's Fiscal Agent, appeared to offer information regarding a bond
issue to finance said drainage project.
After discussion, cOmmissioner Roberts moved to proceed with the proposed City-wide
interceptor drainage program as:~recommended by the engineering study and to authorize the City
Attorney to prepare the proper resolution to submit the question to a referendum vote on a
general obligation bond issue to finance same. Seconded by Commissio~ner Stenstrom and carried.
The Reverend Joseph Smith, spokesman for a group of citizens from the Goldsboro area,
appeared to report observations of improvement made as a result of previous requests regarding
certain conditions in the area, and to request continued efforts be directed to stop signs,
drainage ditches, street lights and streets.
Ruthia Riggins, Executive Secretary, Seminole Joint Tenants Council, appeared to pre-
sent recommendations to be added to the list of improvements to be presented in a request for
funds to Edward Baxter, Housing and Urban Development Department, Jacksonville, Florida. Said
recommendations were as follows:
1. "Coin Laundry" facilities to be added to each project unit.
2. Replacement of worn out and hazardous electrical wiring and the additional
wall receptacles provided'in each unit.
3. Closed cabinets to be installed in the kitchen area above the sink.
The Mayor assured Mrs. Riggins that the above recommendations would be added and presented to
Mr. Baxter at the Jacksonville meeting, and reminded representatives of the Seminole Joint
Tenants Council they were invited to attend this meeting.

Mrs. Riggins then read a statement from Reverend Goldie M. Eubanks, Chairman, Seminol~
Joint Tenants Council, setting forth allegations that the Sanford Housing Authority had failed
to carry out its responsibilities. Thereafter, s~me was filed with the Chairman with Exhibits
"A", "B" and "C". The Chairman acknowledged receipt of same.
After consideration, Commissioner Meyer moved to authorize the Mayor and City Clerk
to execute a Lease Agreement with the Seminole~Zoological Society for-the operation of the
concession stand at the municipal zoo for a period of one year, effective October 1, 1971.
Seconded by Commissioner Stenstrom and carried.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried,
consideration of a contribution of funds by the City to the Seminole Zoological Society for
the proposed relocation of the existing municipal zoo was tabled until receipt of an appraisal
of property located at French Avenue and Seminole Boulevard.
After consideration, Commissioner Meyer moved to authorize the Mayor to sign an
annexation petition for City-owned land located on the west side of US 17-92 between Onora
Road and Lake Mary Road and being a part of.a proposed area for annexing into the City limits
and described as follows:

Seconded by Commissioner Stenstrom and carried.
Consideration next given to proposed siteS for the construction of a new police
security complex, and on motion of Commissioner Crapps, seconded by Commissioner Roberts and
carried over the dissenting vote of Commissioner Meyer, the site of Fourth Street and French
Avenue was selected.
The Chief of Police submitted a list for approval for installation of 74 Stop signs,
on recommendation of the City Manager and after discussion, Commissioner Meyer moved to author-
ize the purchase and installation of same and to transfer $1,000.00 from Account No. 8150,
Contingency, to Streets Account No. 4728, Street Signs, in the 1971-72 Budget. Seconded by
Commissioner Roberts and carried.
Letter dated September 22, 1971, next submitted from the Sanford Housing Authority,
setting forth an additional request in amount of $380,500.00 to U. S. Department of Housing
and Urban Development for modernization funds, making the total request $875,500.00; and, on
motion of Commissioner Roberts, seconded by Commissioner Meyer and carried, the additional
request was approved for incorporation in the total request to be presented to said department.
Recommendation next submitted by the Zoning and Planning Commission for annexation
petitions to be held in abeyance for a 60-d~y period pending completion of their annexation

study, and also recommendations on zoning policy changes and fees; and after discussion, and
on motion of Commissioner Stenstrom, seconded by Commissioner Roberts and carried, same was
approved.
After consideration, Commissioner Roberts moved to authorize the. City Attorney to
prepare an ordinance to initiate the Airport Authority Act for the operation of the Sanford
Airport under separate administration. Seconded by Commissioner Meyer and carried.
Consideration next given to request submitted at last regular meeting for an exempt
license to peddle fruit and vegetables by Bertey Creech, and tabled. On motion of Commissioner
Meyer, seconded by Commissioner Stenstrom and carried, same was approved provided that the
petitioner meetS the requirements of the state law.
Report next submitted from William R. Gordon, Director of Adult and Continuing Educa-
tion, Seminole Junior College, on the establiShment of a Seminole Advisory Council for Aging
and recommended the appointment of Mrs. Taamar Braden as-community representative, and on
motion of Commissioner Meyer, seconded, by Commissioner Roberts and carried, same was approved.
After consideration, and on motion of Commissioner Meyer, seconded by Commissioner
Crapps and carried, transfer of funds were authorized as follows:
$201.62 from Contingency Account No. 8150 to City Manager, Purchasing
Department Supplies, Account No. 1248.

Commissioner Roberts next introduced Resolution No. 1105, and after being read in
full, moved on its passage and adoption. Seconded by Commissioner Meyer and carried.
Said Reaolution No. 1105 being in words and figures as follows:
WHEREAS, the CITY OF SANFORD, FLORIDA, hereinafter called CITY, desires the DEPART-
MENT OF TRANSPORTATION OF FLORIDA, hereinafter called DEPARTMENT, to make a TrafficSignal
Study, and further desires said Department to issue a "permit" to the City ~rwthe installa-
tion of certain traffic lights,
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, duly assembled on September 27, 1971, as follows:

1. That the City does herby request a "permit" be issued for a traffic signal at the
intersection of State Road 15-600 (County Section No. 77010) and Third Street, in the City of
Sanford, Florida.
2. That the City does hereby request a "permit" be issued for a traffic signal at
the intersection~.of State Road 15'600 (County Section No. 77010) and Ninth Street in the City
of Sanford, Florida.
3. That the City will inStall the type of signal recommended by the Department and
pay for the signal out of local funds.
4. Thmt the City will maintain the traffic signals in accordance with the Department
of Transport. Rtion Traffic Signal. Maintenance recommendations, and the Signal Operating Plan.
5. That the City will pay the electrical charges for operating the signals.
6. That the City will not make any significant changes to the signal operation, to
include timing, without prior Department of Transportation approval.
IN WITNESS WHEROF, this Resolution is hereby executed by the Mayor of said City and

Ordinance No. 1041, entitled:

AMENDED, SAID ORDINANCE BEING A ZONING PLAN
WITHIN THE CITY OF SANFORD, FLORIDA, SAID
AMENDMENT PLACING CERTAIN TERRITORY IN THE
DISTRICT DELINEATED BELOW.
was introduced and placed on its first reading and read in full.
Commissioner Crapps then moved on the waiver of the requirement of the second reading
of Ordinance No. 1041, and that same be placed on its final passage:~and adoption. Seconded by
Commissioner Meyer.
Thereupon, the question recurred on the waiver of the second reading, the roll was
called and the vote stands as follows:

City Attorney next submitted.and recommended execution of a Quit Claim Deed from
the City to Ben F. Williams and Daisy O. Williams, 2001 Grandview Avenue, on LOt 1, Rose Court
Repine,recorded in Plat Book 10, pages 7 and 8, public records of Seminole County, Florida,
to clear an easement restriction; and after consideration, Commissioner Crapps moved to
authomize the Mayor and City. Clerk to execute same. Seconded by Commissioner Stenstrom and
carried over the dissenting vote of Commissioner Roberts, who opposed on the basis that same
was not referred to the City Manager for a recommendation.
City Attorney next submitted and recommended execution of a Quit Claim Deed from the
City to Hidden Lake Corporation, Mary McCauly Peterson, covering W½ of the SW~ of the SE~ of
Section 2, Township 20S, Range 30E, Seminole County, Florida, to clear a reservation retained
by the City for a 300-foot strip lying adjacent to the high wa~mr mark of Lake Ada, and after
consideration, Commissioner Crapps moved to authorize the Mayor and City Clerk to execute
same. Seconded by Commissioner Stenstrom and carried over the dissenting vote of Commissioner
Roberts, who opposed on the basis that same was not referred to the City Manager for recom-
mendation.
After discussion, Commissioner Meyer moved to rescind the previous action of this
meeting to select the site of Fourth Street and French Avenue for the construction of the pro-
osed security complex. Seconded by Commissioner Stenstrom.
Commissioner Crapps moved to table this motion. Seconded by Commissioner Roberts.
Motion failed to carry over the dissenting votes of Commissioner Meyer, Commissioner Stenstrom
and Mayor Moore.
The. Mayor then called, for the question on the original motion and upon roll call,

on the south, and valuation of the Jaycee building located on said property.
Consideration next given to petitions for annexation as follows:
(1) Two lots on DeSoto Drive between E1 Portal and Mohawk.
(2) Ratliff property located on west side of US 17-92 between Onora R~ d and
Lake Mary Road.
Action on the requests was withheld pending the Zoning and Planning Commission's annexation
study to be completed within a 60-day period.
On motion of Commissioner Stenstmm, seconded by Commissioner Meyer and carried,
minutes of September 8, September 13, and September 14, 1971, were approved.
Letter next submitted from the Insurance Committee of their inability to undertake
an analysis and recommendations at this time for a Group Medical and Hospitalization Plan,
and after consideration, the City Manager was authorized to proceed with the specifications
and bids.

On recommendation of the City Manager and on motion of Commissioner Meyer, se~ nded
by Commissioner Stenstrom and carried, the Commission authorized the purchase of a used, three-
wheel motorcycle for the Police Department and transfer of funds from Contingency Account No.
8150, to Police Equipment Account No. 2256, in amount of $600.00.
City Attorney reported that Attorney General's opinion, No. 070~174, provided that
banking institutions are not subject to a municipal occupational license until January 1, 1972,
and therefore, the licenses purchased by banking firms for the year 1970-71 were issued in
error. Commissioner Crapps moved to authorize a credit for payments for 1970-71 licenses be
applied to licenses ~ue J~nuary 1, 1972, and issued without further charge. Seconded by Com-
missioner Meyer and carried.
After consideration, Commissioner Crapps moved to authorize the City Attorney to
preceed with the necessary legal steps towards Validation of the bonds for the secondary sewage
treatment plant construction. Seconded by Commissioner Meyer and carried.
There being no further business, the meeting adjourned.
