The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8 00 o'clodk P. M. on October 11, 1971.

The meeting was called to order by the Chairman.
Consideration next given to an Agreement and a Deed of Release dated September 29, 197
from the Federal Aviation Administration, United States of America, for the telephone system and
the electrical supply and distribution system located on the Sanford Airport, and after dis--
cussion and on motion of Commissioner Crapps, seconded by Commissioner Meyer and carried, the
Mayor ~as authorized to execute an acceptance of each instrument, and further to authorize the
Mayor and City Clerk to execute bills of sale for the aforesaid systems as follows:
Telephone system, as per?s~hddule, to Southern Bell Telephone & Telegraph
Company in amount of $18,035.06
Electrical supply and distribution system, as per schedule, to Florida
Power & Light Company in amount of $60,522.00.
Consideration next given to the selection of a site for the proposed police security
complex. The City Manager submitted estimated costs in amount of $52,000.00 for acquisition
of additional property, purchase of the Jaycee building, relocation of utilities, and removal
of buildings and trees on the park site at Fourth Street and French Avenue, with an area of
2.96 acres.
After discusgion, Commissioner Meyer moved to designate as the location for the pro-
posed police secutity complex, the City property located between Marshall Avenue and Hartwell
Avenue, south of West 25th Street. 8~eonded by Commissioner Stenstrom and carried over the
dissenting votes of Commissioner Crapps and Commissioner Roberts.
The Building Official next submitted reports of inspections of buildings or structures
found to be in a dilapidated, unsanitary and unsafe condition, as follows:

Aftert;c~nsid~ration, Commissioner Meyer moved to hold a Public Hearing on October 25,
1971, to consider said reports to determine the condition of the structures for condemnation and
to authorize a notice be placed upon each structure; and directed by registered mail to the last
known address as shown by the Tax Assessment Rolls of the City, a notice to the owner of the
property of said hearing. Seconded by Commissioner Crapps and carried.
Submitted next was a letter from the Chairman of the Sanford Housing Authority setting
forth the resignations, effective no later than October 16, 1971, of the five board members,
as follows: Howard Monteith, Chairman, B. L. Perkins, Jr., John M. Fitzpatrick, W. E. Kirchoff,
Jr., Andrew Carraway, and same was accepted.
The Mayor reported that the City Manager has been trying to contact Edward Baxter,
Regional Administrator, U. S. Department of Housing and Urban Development, Atlanta, Georgia,
regarding said resignations; but, that he was out of the office because of a holiday. On motion
of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, the matter was tabled and
a special meeting was called for 5:05 P. M. on October 15, 1971, to further consider same and
any other business that may be brought before the Commission.
The City Attorney next submitted an opinion regarding the statements filed by the
Seminole Joint Tenants Council against the Commission of the Sanford Housing Authority in that
the charges are not specific and do not conform with the requirements as set forth in Chapter
421.07 Florida Statutes and, therefore, the Commission is not in a position to take action
pursuant thereto.
G. H. Sykes, owner of Lots 25, 26, and south 10 feet of Lot 24, Block 7, 2nd Section,
Marvania, located on Crescent Boulevard, north of East Second Street, appeared and stated that
last year the City had assured him that city water would be furnished to this location when he
started construction of his new home. The City Manager reported that this was the policy last
year to permit the extension of services prior to actual annexation, but the Commission had
amended the policy to permit extensions only after annexation. Commissioner Stenstrom stated a
commitment had been made in this case and moved to authorize the water extension; provided the
owner signs the water service agreement and annexation petition and pays the costs.
Commissioner Crapps and carried.

moved to table the matter until November 8, 1'971. Seconded by Commissioner Meyer and carried.
Request next submitted from'R. A. N~Wman', jr., d/b/a Hill Hardware and Implement
Company, 216 South Oak Avenue, for an exempt license for "going out-of-business sale", and on
motion of Commissioner Crapps, seconded by Commissioner Meyer and carried, same was approved.
Application next submitted for the transfer of city taxicab license No. 880 from
George Cambridge, d/b/a Midway Taxi, to Robert Young, d/b/a Young's New Deal Cab, to operate a
1966 Chevrolet as a taxicab, .and on motion of'Commissioner CraPps, seconded by Commissioner
Roberts.and Carried, same. was approved.
Application next submitted by Doyle Crews for~a duplicate of Tax Certificate No. 104,
dated May 29, 1971, Which was destroyed, on Lots 17 and 18, Block 6, Dreamwold, 3rd Section,
and after consideration, Commissioner Meyer moved to authorize the City Clerk to execute same.
Seconded by Commissioner Stenstrom and carried.
The City Manager next requested clarification of the present sick leave of 15 days
per year, with an accumulation total of up to 30 days, and recommended the policy be amended to
allow sick leave on a computation of 1.25 sick days per month employed, accumulative to 30 days,
and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom .and carried, same was
approved.
Consideration next given to federal legislative action on the date change of various
national holidays and Commissioner Meyer moved to authorize the City's recognition of Monday,
October 25, as Verteran's Day in lieu of November llth, with the City Hall and various operation~
being closed inc~observance thereof. Seconded by Commissioner Stenstrom and carried over the
dissenting vote of Commissioner Roberts.
Recommendations next submitted from theZoning and Planning Commission for appoint-
ments to filr.'Vacancies...On~:Aid, board, and on motion of Commissioner Crapps, seconded by Commis-
sioner Stenstrom and carried, the City Manager was authorized to inquire if individuals would
be available. to serve, as follows: Garnett White, William E. Ki~choff, Jr., B. C. Franklin, and
Dale Coppock.
Recommendation next submitted from the Zoning and Planning Commission to rezone Lots
9 through 15, Block 27, Dreamwold, 4th Section, from R-1AA (One Family Dwelling) District to
R-3 (Multiple Family Dwelling) District. A~ter diScussion, Commissioner Meyer moved to author,
ize a public hearing to be held on October 25, 1971, for further consideration and to authorize
the City Clerk to advertise same. Seconded by Commissioner Stentrom and carried.
After consideration and on recommendation of the City Manager, Commissioner Meyer
moved to authorize the installation of six 4500 lumen street lights on Hartwell Avenue, in
Twenty West Subdivisinn. Seconded by Commissioner Stenstrom and carried.
Recommendation next submitted by the Airport Manager to clear as of September 30, 1971.
all Sanford Airport uncollectable rent debts, in net amount of $2,582.09, from leases cancelled,
and after discussion, and on motion of Commissioner Crapps, seconded by Commissioner Meyer and
carried, same was approved.

contribution to the Police Pension Fund to be similar to those of the Fireman's Pension Fund.
After consideration, Commissioner Crapps moved to authorize the repair of the dish
washer at the Sanford Municipal Civic Center, in amount of $450.00, and a transfer of funds for
same. Seconded by Commissioner Roberts and carried.
On motion of Commissioner Crapps, seconded by Commissioner Meyer and carried, current
vouchers and payrolls were next approved as evidenced by General Fund, Florida State Bank, Nos.
6958 through 7029; General Fund, Sanford Atlantic National Bank, Nos. 20314 through 20526; Water
and Sewer Revenue Fund, Florida State Bank, Nos. 814 thraugh 836; Policemen's Pension Fund,
Florida State Bank, Nos. 286 through 288; Firemen's Relief and Pension Fund, Florida State Bank,
Nos. 188 through 190; Sanford Airport, United State Bank of Seminole, Nos. 922 through 966.
Commissioner Roberts next introduced Resolution No. 1106, and after being read in full
moved on its passage and adoption. Seconded by Commissioner Meyer and carried.
Said Resolution No. 1106 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SANFORD, FLORIDA., REQUESTING THE DEPARTMENT
OF TRANSPORTATION, STATE OF FLORIDA., TO INITIATE
CONSTRUCTION OF AN INTERCHANGE AT STATE ROAD '
46A and INTERSTATE 4 IN SEMINOLE COUNTY.
WHEREAS, rapid population expansion in North Seminole County has made access to Inter-
state 4 increasingly difficult; and
WHEREAS, projected future growth requires additional access thereto and it is the
feeling of the City Commission of the City of Sanford, Florida, as representative of the largest
population segment in North Seminole County that the appropriate additional access would be Stat{
Road 46A;
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida,
that the Department of Transportation of the State of Florida be and it~is hereby urged to ini-
tiate an interchange with State Road 46A and Interstate 4 with the Federal Highway Administra-
tion and to take all steps necessary to effectively implement said pr~ect.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City
Commission and copies hereof delivered to appropriate agencies.

After presentation of a layout and consideration of same, Commissioner Meyer moved to
authorize a full page ad in the Progress Edition of the Sanford Herald at a cost of $302.40;
and the transfer of funds from Contingency Account No. 8150 to City Commission Account No. 1113.
Seconded by Commissioner Roberts and carried over the dissenting vote of Mayor Moore.

Recommendation next'submitted from Municipal Judge Roger L. Berry to set aside bonds
estreated on October 5, 1971, in amount of $17.00 in the case of Olga W~ldon, Docket No. 99916;
and $22.00 in the case of Ernest ~Edwards, Jr., Docket No..99946, and after discussion, Commis-
sioner Stenstrom moved to approve same. Seconded by Commissioner Meyer and carried.
Consideration next given request of Henry G. Johnson, St. Johns Realty, to vacate and
abandon street rights of way and alley easement as follows:
(~a) 7th Street, west of French Avenue to the railroad property.
(b) Maple A~enue, north of 8th Street to the railroad pr°perty.
(c) Alley easement running north-south from 7th to 8th Street between Maple
and French A~enues.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, a public
hearing was authorized to be held on November 8, 1971, and the City Clerk authorized to ad-
vertise same.
After further discussion, Commissioner Crapps moved to rescind prior action of the
Commission to designate the site for the police security complex as the area of Marshall Avenue
and Hartwell Avenue, south of West 25th Street. Seconded by Commissioner Roberts. Motion
failed to carry over the dissenting votes of Mayor Moore, Commissioner Meyer and Commissioner
Stenstrom.
There being no further business, the meeting adjourned.
MAYOR
