M. 19.71 DOTI:~ROW OFFICE SUPPLY COMPANY The City Commission of the City of Sanford, Florida, met in adjourned regular session at the City Hall in the City of Sanford, Florida, at 5:00 o'clock P. M. on October 15,~1971. Present: Mayor-Commissioner Lee P. Moore Commissioner James H. Crapps Co~missioner Gordon T. Meyer ' Commissioner Julian L. Stenstrom Commissioner W. Vincent Roberts City Attorney W. C. Hutchison, Jr. City Manager W.,E. Knowles City Clerk H. N. Tamm, Jr. Absent: Police Chief Ben E. BUtler The meeting was called to order by the Chairman. The Mayor announced that the first it~ of business was the consideration of the resignation of all the members of the Sanford Housing Authority and the need for immediate aCtio~ to fill these vacancies. The City Manager reported that he had been in contact with HUD officials, including Mr. Edward Baxter, Regional Director; Mr. Cleve Talmadge, Program SuPervisor; and Mr. H. H. Maxwell, and relayed to them the urgent need for help in solving this situation. And further, Mr. Jerry Wright, General Counsel in the Jacksonville office, assured the City Manager that the City of Sanford could expect immediate assistance and every effort would be made to carry out the rehabilitation program at the earliest possible time. After discussion, Commissioner Roberts maed to appoint the members of the City Commis- sion as the members of the Commission of the Sanford Housing Authority and designate Mayor Lee P Moore as Chairman, for a period of thimty days or less. Seconded by Commissioner Stenstrom and carried. Members of the Tenants Council appeared to request they bA2~ltOwed to submit names to fill the vacancies on the Sanford Housing Authority. Mayor Moore replied that any names sub- mitted would be considered, but requested at least two names for each vacancy. Mr. Amos Jones, Director of Community Action, appeared and stated that the Commission may have heard a rumor that he is interested in the position of Director of the Housing Authorit, however, although he would be glad to render any,assistance, he would not be interested in fil- ling that position. Consideration was next given to the development on platted21ots and requirements of the Subdivision Regulations for streets and utilities, and after discussion, Commissioner Robert moved that the Subdivision Regulations be enforced andthat any developer building three or more homes, whether in a new plat or in an area previously platted, the developer be responsible for the extension of all utilities from the nearest point of availibility and for providing street paving, If the pavement project is small and paving is not feasible, the developer will be re- quired to put in escrow with the City of Sanford, a sum equal to his share of the costs of the street paving. Seconded by Commissioner Stenstrom and carried. Mr. King Heli, Planner for a proposed 700 acre PUD development located in the Hi~den Lake area, presented an artist's sketch containing single family dwellings,patio houses, MINUTES City Commission, Sanford, Florida October 15 at 5:00 P.M. 19 71 apartments and commercial establishments for review.. After discussion, the Commission approved the use of the PUD concept for this development, providing all phases of the PUD Ordinance were met.
