The first order of business was a Public Hearing to consider the condemnation of mildings or structures on Report Nos, 71-359 through 71-374, Group 19,.in accordance with totices authorized at regular meeting of October 11, 1971. The Chairman announced that the Commission would hear from any property.owner or repre. sentative thereof. On motion of Commissioner Crapps, seconded by Commissioner Meyer and carried, said building was determined to be unsanitary, unsafe and dilapidated, and condemned and owner given a period of ninety days in which to repair or demolish the structure. 71-361 1236 West 13th Street Carrie W. After disCuSsion, Commissioner Meyer moved that, due to the hazardous condition of the burned structure, the period of ninety 'days granted 'on Condemnation Report No. 71-359 for repair or demolition be amended to thirty days after date of notice. Seconded by Commissioner Roberts and carried. OF THE CITY OF SAN-FORD, FLORIDA., THE AREAS .~. DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA, ACTS OF 1957 ~as introduced and placed on its first reading and read in full. Commissioner Crapps then moved on the waiver of the requirement of the second reading of Ordinance No. 1043, and that same be placed on its final passage and adoption. Seconded by Commissioner Stenstrom. Said property being more.particularly described as follows: Lots 9 through 15, Block 27,'Dreamwotd 4th Section.. Theme being no objections registered, and after consideration and on recommendation of the Zoning and Planning Commission, Commissioner Meyer moved to authorize the City Attorney to prepare an ordinance to rezone the property as described in the aforesaid notice of public hearing. ~ Seconded by Commissioner Roberts ~and carried. Miss Mary H. McMahon, 309 Park Avenue, appeared to request the City to remove a tree located on the parkway in front of her neighbor's property, claiming that the tree was dead and hazardous to her home. Hollingsworth, Chairman of the Charter Revision Committee, submitted to the Commission copies of a proposed new City Charter, and explained that the draft was minus judi- ciary and zoning provisions which needed to be provided by the Municipal Judge and City Attorne, respectively. On motion of Commissioner Stenstrom, seconded by Commissioner Meyer and carried, said draft was accepted and the~committee commended for their work. Request next submitted by the Seminole County Supervisor of Registration to designate for Commission candidates a qualifying period beginning forty-five days prior to and ending thirty days prior to city electiOns, to make same'uniform thmoughout the county. The City Attorney advised that any Change must be an amendment to the City Charter by an act of the legislature. After discussion, Commissioner Roberts moved to rescind action taken on October 11, 1971, designating the site of Marshall and Hartwell Avenues, south of West 25th Street, for the construction of a police security complex, and to investigate and evaluate other sites offered to the City fOr purchase, and any other sites available, under a 30-day limitation period, and that the Marshall and Hartwell site be retained for a green belt park. Seconded by Commissioner Crapps, and same failed to carry over the dissenting votes of Mayor Moore, Commissioner Meyer, and Commissioner Stenstrom. Richard Matz of Gutmann, Dragash, and Matz, Architects, Inc., appeared to present a time schedule for completion of the architectural work of the police security compleX, as follows: December 1, 1971 April 1, 1972 May 1, 1972 March 1, 1973 ' ' Schematic design Workdrawings Receive bids Completion of project Mr. Matz stated that-the time schedule~and all working arrangements, including modifications, will be cleared and coordinated with the City Manager and the Police Chief and periodically his firm will make progress presentations to the Commission. Petition next submitted from property owners on West 14th Street, and after considera- tion and on recommendation of the City Manager, Commissioner Roberts moved to authorize the installation of four 4,500 lumen street lights on West 14th Street from Southwest Road to Olive Avenue. Seconded by Commissioner Stenstrom and carried. Commissioner Meyer moved to nominate Dale Coppock to serve on the Zoning and Planning Commission. Commissioner Roberts moved to nominate B. C. Franklin to serve on the Zoning and Planning Commission. Commissioner Meyer moved that the nominations be closed. Seconded by Commissioner Crapps and carried. On motion of Commissioner Meyer, seconded by Commissioner Roberts and carried, Dale Coppock and B. C. Franklin were appointed as members of the Zoning and P~nning Commission to fill existing vacancies. After consideration, Commissioner Roberts moved to authorize the Mayor and City Clerk to..execute LEAA application grant for the installation of a PREP police department radio system and to approve the installation of said system under a lease agreement for a 5-year plan at a cost of $709.68 per month. Seconded by Commissioner Meyer and carried. Petition for annexation next submitted bn property as follows: Geneva Terrace amended plat, Lots 1, 2, 3, and 4/19 inclusive, and Geneva Terrace, Lots 3, 5, 7, 20, 23, 25, 27, 28, 47, 48, 50. The City Manager reported that the Zoning and Planning Commission had r. ecommended that the moratorium on annexation be waived on this particular property. After discussion, Commissioner Meyer moved to approve for annexation said property and to authorize th City Attorney to prepare the ordinance for same after proper certification by the Tax Assessor of Seminole County. Seconded by Commissioner Stenstrom and carried. After consideration, Commissioner Roberts moved to authorize the Mayor and City Clerk to execute a Deed for Sale in amount of $1,850.00 to C. Howard McNulty and Thomas S. Seconded by Commissioner Meyer and carried. On motion of Commissioner Roberts, seconded by Commissioner Meyer and carried, minutes of October 11, 1971, were approved. Request ndxt submitted from Mrs. Winton G. Campbell, Jacksonville, for a ninety-day extension to date of February 9, 1972, on Condemnation Report No. 71-326, 301 West Eighth Street; and after consideration, Commissioner Crapps moved to approve same. Seconded by Com- missioner Meyer and carried. ~ The City Manager next submi~tted proposals for dat'a processing for Payroll,' Budgetary and Utility Accounts, and after discussion, Commissioner Meyer moved to authorize to negotiate a contract for programs and service with the City of Lakeland and Florida Data Center for City to proceed with implementation of same. Seconded by Commissioner Roberts and carried. Request next submitted to rezone Geneva Terrace and Geneva Replat, as follows: ) (a) North 341 feet to be rezoned R-3 (Multiple Family Dwelling) District. (b) Balance of property to be rezoned R-lA (Single Family Dwelling) District. Commissioner Roberts moved to authorize a Public Hearing to be held on November 8, 1971, and to authorize the City Clerk to advertise same. Seconded by Commissioner Meyer and carried. Request next submitted from J. Brailey Odham, Developer, for erection of concrete street light poles with underground wiring for Twenty West Subdivision, and after consideration, Commissioner ;Crapps moved to authorize the installation of six 4,500 lumen street lights on wooden poles with overhead wiring at a cost of $30,84 per light per year. Seconded by Commis- sioner Roberts and carried over the dissenting votes of Commissioner Meyer and Commissioner Stenstrom. There being no further business, the meeti-ng adjourned. MAYOR
