The City Commission of the City of Sanford, Florida, met in special called session
at the City Hall in the City of Sanford, Florida, at 12:00 Noon on November 4, 1971.

The meeting was called to order by the Chairman.
Commissioner Meyer' moved to waive the requirement of the twenty-four hours written
notice and to call the meeting into special session. Seconded by Commissioner Stenstrom and
carried by unanimous vote of the Commis~on. .
A letter.was submitted~from Howard H. Hodges, President, Sanford Atlantic National
Bank, setting forth:a proposed 10-year expansion program and requesting information for the:
possible purchase of the City parking lot on the northwest corner of Park Avenue and First

Commissioner Roberts next intmoduced Resolution No. 1107, and after being read in
full, moved on its passage and adoption. Seconded by Commissioner Stenstrom and ca~ried.
Said Resolution. No. 1107 being in words and figures as follows:
A RESOLUTION ORDERING AND PROVIDING FOR THE
HOLDING OF A BOND ELECTION OF THE QUALIFIED
ELECTORS IN THE CITY OF SANFORD, FLORIDA, ON
THE QUESTION OF THE ISSUANCE OF NOT EXCEED-
ING $4,000,000 GENERAL OBLIGAT%ON BONDS OF
THE CITY; SUCH BOND ELECTION TO BE HELD ON
DE'CEMBER 7, 1971.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, t~hat:
SECTION 1. A bond election of the qualified electors residing in the City of Sanford
is hereby called to be held on the 7th day of December, 1971, at the time and places hereinafte:
set forth, to determine whether or not the issuance of general obligation bonds not exceeding
in the aggregate $4,000,000 shall be approved by such qualified electors to finance the cost
of constructing or acquiring storm drainage improvements in the City.
The bonds proposed to be issued shall be payable from ad valorem taxes levied without
limitation as to rate or amount on all taxable property in the City; none of such bonds shall
be issued for a longer term then forty (40) years and no bond shall bear interest at a rate or
rates exceeding the maximum legal rate of interest at the time of the sale of the bonds.
SECTION 2. The Bond election provided for in Section 1 shall be held at the same
time and places as the general City election but shall be held and conducted as a separate bond
election. Only qualified electors shall be permitted to vote in the bond election provided for
in Section 1 hereof.
Ail qualified electors shall submit proof by affidavit made before the inspectors

that they are qualified electors residing in the City. Qualified electors who vote by absentee
ballot shall submit proof by affidavit made before a notary public or other person authorized
to take oaths under Florida law.
The polls will be open at the voting:~ places for said bond election from seven o'clock
P. M. on the same day.
SECTION 3. The places of voting and the Inspectors and Clerks for the polling places
for the bond election, who are hereby appointed for such bond election, are as follows'

SECTION 4. Voting machines shall be used at said bond election and the form of ballot
to be used in said bond election shall be in substantially the following form:

Instruction to Voters:
Shall the City of Sanford issue not exceeding
$4,000,000 principal amount of general obliga-
tion bonds of the City bearing interest at not
exceeding the maximum legal rate of interest
at the time of the sale of the bonds, maturing
not later than fort~ (40) years from the date
of issuance thereof, payable form ad valorem
taxes levied on all taxable property in the
City without limit as to rate or amount for
the prupose of constructifig or acquiring storm
drainage, improvements in h he.City as more spe-_
cifically described and provided in Resolution
No. 1107 adopted on the 4th day of November,.

SECTION 5.
~ndicate by pulling dc~n lever over "AGAINST APPROVAL OF BONDS"
if you do not favor the issuance of said bonds.
Paper ballots shall be used at such election for absentee voting. The
form of ballot to be used in the election for absentee voters shall be in substantially the
form provided in Section 4 above, except that Instructions to Voters shall be as follows:
Instruction to Voters: If you are in favor of the issuance of said bonds, place an "x"
in the space to the left of the words "FOR APPROVAL OF BONDS"
If you are not in favor of the issuance of said bonds, place m"x"
in the space to the left of the words "AGAINST APPROVAL OF BONDS".
SECTION 6. The City Clerk is hereby authorized and directed to have printed on plain
white paper a sufficient number of the aforesaid ballots and to deliver them to the appropriate
officials for absentee voters'and shall also have printed sample ballots an&~shall deliver them
to the Inspectors and Clerks on or before the date and time for the opening of the polls for
such bond election for the voting places at which voting machines are~to be used, and is further
authorized and directed to make appropriate arrangements with the proper officials of Seminole
County for the use of such voting machines at the polling places specified herein and to have

printed on plain white paper and delivered in accordance with law the official ballots for use
in such voting machines.
SECTION 7. For the purpose of determining the result of said bond election, the
bonds shall be approved if a majority of the total votes cast in the bOnd election shall be in
favor of the:i.issuance of the bonds.
SECTION 8. This resolution shall be published in full as a part of the notice of
such bond election, together with an appropriate caption in such form as the City Clerk shall
determine, in the Sanford Herald, a newspaper published and of general circulation in the City
of Sanford, once each week for four (4) consecutive weeks, the first publication to be not less
than thirty (30) days prior to the date of such bond election.
SECTION 9. Tn the event that any word, phrase, clause, sentence or paragraph hereof
shall be held invalid by any court of competent jurisdiction, Such holding !i:.shall not affect
any other word, clause, phrase, sentence or paragraph hereof.
SECTION 10. Ail resolutions in conflict or inconsistent herewith hereby are repealed,
insofar as there is conflict or inconsistency.
SECTION 11. This resolution shall take effect upon its becoming a law.

NOTICE OF BOND ELECTION OF THE QUALIFIED
ELECTORS ON THE ISSUANCE OF NOT EXCEEDING
$4,000,000 GENERAL OBLIGATION BONDS BY THE
CITY OF SANFORD, FLORIDA, ON DECEMBER 7, 1971.
NOTICE IS HEREBY GIVEN that a bond election will be held on the 7th day of December,
1971, in the City of Sanford, Florida, for the pumpose of determining whether general obliga-
tion bonds of the City shall be issued in an aggregate principal amount of not exceeding
$4,000,000, bearing interest at such rate or rates, not exceeding the maximum legal rate of
interest at the time of the sale thereof, and maturing not later than forty (40) years from
the date of the bonds, for the purpose of constructing storm drainage improvements in the City,
as described in Resolution No. 1107 of. the City adopted on the 4th day of November, 1971, which
such resolution is published in full below as a part of this notice.
The polls will be open at the voting places on the day of the bond election from
~e~en o'clock A.M. until seven o'clock P.M. on the same day, and only qualified electors may
vote in the said election, all as provided in Resolution No. 1107 adopted on November 4, 1971,
and published in full as part of this notice.

Co~missioner Roberts reported that his action was on the basis that the drainage pro-
ject would be a decision of the people through a referendum vote to tax themselves.
The Commission authorized the preparation of information as to an estimated millage

increase to service the issue at the current rate of interest.
After discussion, additional names were suggested for appointment to the Sanford
Housing Authority as follows: William Speigle, Father William Ennis, and Dr. Vann Parker.
After consideration, the City Attorney was authorized to prepare ordinances to adopt
the following: Southern Standard Plumbing Code, 1971 Edition; Soukhern Standard Gas Code, 1971
Revisions to 1969 code; Southern Standard Building Code, 1971, revisions to 1969 edition; and
National Electric Code of 1971.
There being no further business, the meeting adjourned.
