The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P..M. ~on November 8, 1971. ·

The meeting was called to order by the Chairman.
Consideration given to appointment of Commissioners for the Sanford Housing Authority
from nominees, as follows: John RObert Smith, Gloria Jean Moore, The Rev. G. M. Eubanks,
Samuel wright, Jr., Alfred G. DeLattibeaudiere, Rin~hard L. Evans, Uann Parker, M. D., William
Speigle, and The Rev. William Ennis.
Upon vote and on motion of Commissioner Meyer, seconded by Commissioner~Roberts and
carried, members were appointed to the Sanford Housing AuthOrity, for terms of tenure effective
November 15, 1971, as follows:

Attorney for the Sanford Housing Authority, and acknowledged by the City Commission and directe¢
to be forwarded to the new Housing Authority board.

of Trouphy Lounge, 180 Onora Road, requesting permission to serve alcoholic beverages on Sunday
After discussion, Commissioner Crapps moved to authorize the City Attorney to prepare an amend-
ment to Ordinance No. 849 to permit establishments with seating capacity for 200 or more patron:
and serving full course meals to sell intoxicating beverages, including wins and beer, on
Sunday. Seconded by Commissioner Meyer and carried.
Request next submitted from J. M. Garrett, President of Dewntown Business Association
for permission to place nine Santa Claus mail boxes on the sidewalks along First Street, and
after discussion and on motion of Commissioner Roberts, seconded by CommisAioner Meyer and
carried, same was approved.
Consideration next given to a letter submitted at special meeting of November 4, 1971.
from Howard H. Hodges, President of Sanford Atlantic National Bank, indicating his firms inter-
est in possible purchase of a City Parking Lot on the northwest corner of Park Avenue and First
Street. The City Manager reported the size of the area was 104' x 100' and the City's in-
vestment in the property was $90,063.00. After discussion, Commissioner Meyer moved that the
City would entertain an offer on a negotiable figure based on the bank submitting an engineer-
ing plan for satisfactory traffic flow. Seconded by Commissioner Stenstrom and carried .

First Federal Savings and Loan Association of Seminole, submitted a request to close,
vacate and abandon Elm Avenue from First S~reet north to the railroad t~acks. Commissioner
Meyer moved to authorize a public hearing to be held on December 13, 1971, and to authorize the
City Clerk to advertise same. Seconded by Commissioner Stenstrom. Motion failed to carry.
After further discussion, Commissioner Stenstrom moved to refer the request to the
Zoning and Planning Commission for a study and recommendation. Seconded by Commissioner Roberts
and carried.
On motion of Commissioner Roberts, Seconded by Commissioner Stenstrom and carried,
Ordinance No. 1044, entitled:

ANNEXING TO AND INCLUDING WITHIN THE CORPORATE

Commissioner Roberts then moved on the waiver of the requirement df the second reading

Commissioner Stenstrom.

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote, had passed and adopted said Ordinance No. 1044, entitled:

The next order of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on October 28, 1971, as follows:

The Chairman announced that the Commission would hear from anyone in favor of, or
against, the proposed rezoning as described in the foregoing notice. Fred Ferris, 2700 Ridge-
wood Avenue, inquired if his property was included in the area annexed and was informed it was
not. There being no objections registered, and after consideration and on recommendation of
the Zoning and Planning Commission, Commissioner Crapps moved to authorize the City Attorney
to prepare an ordinance to rezone the property as described in the aforesaid notice of ~ublic
hearing. Seconded by Commissioner Meyer and carried.

C. Vernon Mize, Jr., Attorney for Ernest Southward, appeared to support a request to
close, vacate and abandon a portion of Maple Avenue south of 12th Street and an' alley south of
12th Street between Maple and Holly Avenues; and on motion of Commissioner Crapps, seconded by
Commissioner Stenstrom and carried, a public hearing was authorized to be held on December 13,
1971, and the City Clerk authorized to advertise same. .
Consideration neXt given to the request of J. Brailey Odham, Developer, for approval
of a Planned Unit Development zoning on a develoPment on the southeast corner of Sanford Avenue
and Onora Road; and on recommendation of the Zoning and Planning Commission, Commissioner
Roberts moved to authorize a public hearing to be held on November 22, 1971, and to authorize
the City Clerk to advertise same. Seconded by Commissioner Meyer and carried.:
Letter next sumbitted from Raymond C. Keller, .F=ankLin~R~eal Estate, Winter Park,
requesting to vacate and abandon an east-west utility easement within Block 27, Dreamwold,
4th Section; and on motion of Commissioner Meyer, seconded by Commissioner Roberts and carried,
a public hearing was authorized to be held December 13, 1971, and the City Clerk authorized to
advertise same.
A 40-year lease agreement dated October 27, 1971, for the Sanford Municipal Stadium
next submitted by the District School BOard of Seminole Cotmty, and on motion of Commissioner
Meyer, seconded by Commissioner Crapps and carried over the dissenting vote of Commissioner
Robe=ts, the Mayor and City Clerk were authorized to execute same.
Request of Stromberg-Carls°n Company, division of General Dynamics, for use of the
Civic Cen~er with alcoholic beverage privileges on December 18, 1971, next considered, and on
motion of Commissioner Crapps, seconded bY Commissioner Meyer and carried, same was approved
at the standard rate of $250.00.
Petition for annexation next submitted by R. G. McGraw, 2812 Magnolia Avenue, for the
East 165 feet of Lots 6 and 7, Evans Subdivision; and after consideration, Commissioner Roberts

and carried.
After consideration and on recommendation:,of the City Manager, Commissioner Roberts
moved to authorize the'transfer of supervision of the function'of the Public.Library from the
City Manager and to combine s~e as a division of the. Department of,Recreation and Parks;
Seconded by Commissioner Stenstrom and carried.
The Commission next called a meeting to be held on,Wednesday, December 1, 1971, at
12:00 Noon, to study a proposed draft for a Charter Revision.

Commissioner Roberts next introduced Resolution No. 1108, and after being read in
full, moved on its passage and adoption. Seconded by Commissioner Meyer and carried.

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SANFORD, FLORIDA, REQUESTING THE
ESTABLISHMENT OF A UNITED STATES CUSTOMS
STATION AT SANFORD, FLORIDA
WHEREAS, the Sanford Airport, Sanford, Seminole County, Florida is located in the
central part of Florida, and said Airport has adequate runways for handling all types of
aircraft; and
WHEREAS, with the opening of Disney World, and the overall increased population and
economic development in Central Florida, a need has arisen for the establishment of a United
States Customs Station in the Central Florida area;and
WHEREAS, the Sanford Airport is ideally and geographically situated to serve as a
customs station for the Central Florida area; and
WHEREAS, the nearest customs stations to the Central Florida area are located at
Jacksonville, Tampa and Palm Beach, resulting in inconvenience and delay for those entering
the United States of America from foreign countries; and
WHEREAS, all projections conclusively reflect that there will be an increased volume
in charter flights emanating from cities outside the United States of America, particularly f~
the purpose of visiting Disney World; and
WHEREAS, the air traffic is much less than other airports in the Central Florida
area at the present time; and
WHEREAS, the establishment of a United States Customs Station would provide a port
of entry for Central Florida, together with a significant enhancement for the economic develop-
ment of the area, and said airport would serve as an ideal port of entry for charter and
private planes because of its geographic location;
NOW, THEREFORE, BE IT RESOLVED By the City Commission of the City of Sanford, Florida,
that the Department of the Treasury of the United States, Bureau.of Customs, is hereby re-
quested to favorablyl/consider the establishment of a Un~ ed States Customs StatiOn for Central
Florida at the Sanford Airport, Sanford, Seminole County, Florida.

BE IF FURTHER RESOLVED that a copy of this Resolution be spread upon the minutes of
the City Commission and copy hereof transmitted to the Department of the Treasury of the United
States, Bureau of Customs, and other appropriate govexrnnental agencies for the purpose of
emphasizing the ideal location of the Sanford Airport to serve the Central Florida area as a
United States Customs Station.

Consideration next given to Ordinance No. 991 establishing a Contractors Prequalifi-
cation Committee, of-~the City Manager, City Clerk, City Attorney, and a City Commissioner.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, Commissioner
James H. Crapps was appointed to this committee and said committee authorized was to proceed
with the requirements of. the ordinance.
After consideration, Commissioner Meyer moved to authorize the City tolpay all utili-
ties of the Municipal Zoo Concession stand operated by the Seminole Zoological Society.
Seconded by Commissioner Roberts and carried.
Consideration given to a recommendation of the City Manager to implement a policy re-
quiring all developers to provide concrete street light poles and underground wiring, and after
discussion, the Commission requested cost figures for said installation for further considera-
tion.
On motion of Commissioner Stenstrom, seconded by Commissioner Crapps and carried,
Ordinance No. 1046, entitled:

minutes of October 15, Oc~ber 25, and October 27, 1971, were approved.
Statement dated November 8, 1971, next submitted from Hutchison & Leffler, Attorneys
at Law, in the amount of $4,965.00, for professional services rendered in the case of Monroe
Harbour, Inc., vs City of Sanford, Florida, Civil Action No. ~70-843; and on motion of Commis-
sioner Crapps, seconded by Commissioner Meyer and carried,payment was authorized from Account
No. 1302, Suit Expense, and a transfer from Account No. 8150, Contingency, to cover same.
After discussion, Commissioner Meyer moved to authorize the implementation of 1971-72
Classification and Pay Schedule at the end of the present federal wage freeze. Seconded by
Commissioner Crapps and carried. :"

current vouchers and payrolls were next approved as evidenced by: General Fund, Florida State

Albert C. Phelps, Phelps Restaurant, 2920 Orlando Drive, and J. B. Cain, Super Trading
Post, 2922 Orlando Drive, appeared regarding the recent annexation of their property, located
on the west side of U. S. 17-92, across from the Sanford Plaza, and stated they had not re-
ceived any notice of the proposed annexation; however, they had received the notice of being
annexed into the City limits and were objecting to same. The Commission requested the City
Manager to give a report of same at the next regular meeting.
