M. 19 71 The City Commission of the City of Sanford, Florida, met in adjourned regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December 28, 1971. Present: Mayor - Commissioner Lee P. Moore Commissioner James H. Crapps Commissioner Gordon T. Meyer Commissioner W. Vincent Roberts Commissioner Julian L. Stenstrom City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler Absent: City Attorney W. C. Hutchison, Jr. The meeting was called to order by the Chairman. S. M. RiChard, Jr., Director of Utilities, appeared to receive recognition by the Commission for the honor of receiving the L. H. Scott Memorial Award presented by the Florida Pollution Control Association for his outstanding contribution in teaching and training opera- tors in pollution control. Paul Porter of Clark, Dietz and Associates, engineers for the City's proposed second- ary treatment plant next submitted a partial tabulation of bids opened publicly at 1 :00 P. M. on December 22, 1971, for Wastewater Treatment Improvements, in accordance with Invitation to Bid published in the Sanford Herald on November 5 and 12, 1971. M. 19 71 DOTHEROW OFFICE SUPPLY COMPANY After consideration, Commissioner Meyer moved to award the sewer treatment plant bid to Lee Construction Company and that the final bid be determined by alternates,in the bid as they are approved by federal and state agencies involved. Seconded by Commissioner Crapps and carried. Loomis C. Leedy, Jr.,,of Pierce, Wulbern, Murphey Corporation, City Fiscal Agents, next appeared to outline ordinances prepared for the sale of revenue parity issues to finance the construction of the Wastewater Treatment Improvements and the Police Security Complex. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, Ordinance No. 1053, entitled: AN ORDINANCE SUPPLEMENTING AN ORDINANCE ENTITLED "AN ORDINANCE AUTHORIZING THE CONSTRUCTION OR ACQUISITION OF ADDITIONS, EXTENSIONS AND IMPROVE - MENTS TO THE COMBINED WATER AND SEWER SYSTEM OF THE CITY OF SANFORD, FLORIDA, AND AUTHORIZING THE ISSUANCE OF $1,175,000 WATER AND SEWER REVENUE CER- TIFICATES FOR SUCH PURPOSES." AND PROVIDING FOR THE ISSUANCE OF $1,325,000 WATER AND SEWER REVENUE CERTI- FICATES, SERIES 1971. was introduced and placed on its first reading and read in full. On motion of Commissioner Stenstrom, seconded by Commissioner. Meyer and carried, Ordinance No. 1054, entitled: AN ORDINANCE PROVIDING FOR THE ACQUISITION AND CONSTRUCTION OF A MUNICIPAL JAIL AND SECURITY COMPLEX OF THE CITY OF SANFORD, FLORIDA: PROVIDING FOR THE ISSUANCE OF NOT EXCEEDING $700,000 PUBLIC IMPROVEMENT REVENUE BONDS, SERIES 1971, OF SUCH CITY TO PAY THE COST OF SUCH PROJECT; PROVIDING FOR THE PAYMENT THEREOF; AND MAKING CERTAIN OTHER COVENANTS AND AGREEMENTS IN CONNECTION WITH THE ISSUANCE OF SUCH BONDS. was introduced and placed on its first reading and read in full. Mr. Forest Foggin, 1702 East Fourth Street, appeared to commend the Commission for City Activities as follows: Resurfacing tennis courts; continuation of the zoo; updating City Charter; Planning and Zoning and Engineering Departments for preparation of present and future growth of Sanford; trash collection; Fire Department; Police Department. Recommendation next submitted from the Zoning and.Planning Commission for approval of a plat of Washington Oaks, "Section Two, and after review, Commissioner Meyer moved on the approval of the plat and to authorize the Mayor and City Clerk to execute same. Seconded by Commissioner Stenston and,carried. Recommendation next submitted from the Zoning and Planning Commission for approval of a plat of Sanora, First Section, and after review Commissioner Stenstrom moved on the approval of the plat and to authorize the Mayor and City.Clerk to execute same. Seconded by Commissi Meyer and carried. I. E. Estridge, Executive Vice President, First Federal Savings and Loan Association, appeared to support a request for the City to designate that certain east -west alley in Block 2,1 Tier 7, for one -way traffic to the west. After consideration, Commissioner Roberts moved to open the alley and to approve the request provided the petitioner bear all costs for paving r i 549 MINUTES City Commission, Sanford, Florida December 28 at 8: 00 P. M. 19 71 T. B. Ball, Jr., owner of Lots 5 and 6, Block 9, Second Section, Marvania, appeared to (request water service for a proposed residence and indicated his willingness to sign an annexa- ltion petition. The Commission, discussed the property not being contiguous to the City; however la water main is..located across the street from the property. After consideration, Commissioner Roberts moved to approve the request contingent upon the owner of record signing a Utility Service Agreement and the Annexation Petition and the owner bear the cost of running the service to his property line. Seconded by Commissioner Stenstrom and carried. Letter next submitted from the Police Benevolent Association requesting the City's lassistance in dealing with their current insurance carrier,;about problems encountered in col- �lecting policemen's dependent claims; and on motion of Commissioner Roberts, seconded by Commis- jsioner Meyer and carried, the City Attorney and City Manager were authorized to particpate in a preview and investigation with the insurance company regarding said matters. Consideration next given to request submitted by the Police Chief to purchase,' -for emergency use, the 21 -foot, 1970 boat now in use by his department, due to Cobia Boat Company discontinuing the courtesy use of said boat; and further, that the Sheriff's Department would not have a boat. After discussion, Commissioner Crapps moved to authorize purchase of same and to authorize a transfer of $22000.00 from Contingency Account No. 8150, to Police Equipment Account No. 2256, to provide for same. Seconded by Commissioner Meyer and carried. Commissioner Meyer moved to table until the next regular meeting the consideration of Ian ordinance to vacate an east -west alley in the block east of Sanford Avenue between 20th Street land Grandview Avenue. Seconded by Commissioner Stenstrom and carried. On motion of Commissioner Crapps, seconded by Commissioner Stenstrom and carried, Ordinance No. 1055, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN THE DISTRICT DELINEATED BELOW. was introduced and placed on its first reading and read in full.- Commissioner Crapps then moved on the waiver of the requirement of the second reading of Ordinance No. 1055, and that same be placed on its final-passage-and adoption. Seconded by Commissioner Stenstrom. M. 19 71 Thereupon, the Chairman announced that the City Commis,sion.of the City of Sanford, Florida, by unanimous vote, had passed and adopted said Ordinance No. 1055, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE. BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN THE DISTRICT DELINEATED BELOW. On motion of Commissioner Crapps, seconded by Commissioner Meyer and carried, Ordinance No. 1056, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, VACATING AND ABANDONING A UTILITY EASEMENT IN THE CITY OF SANFORD, FLORIDA, AS DELINEATED BELOW. was introduced and placed on its first reading and read in full. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, the City Attorney was authorized to prepare resolutions in recognition of service to the City by John Ivey and`Randall Chase. Commissioner Stenstrom moved to authorize the City Manager to obtain copies for the Commission of the information submitted by the Florida Power & Light Company to support a re- quest for a proposed rate increase. Seconded by Commissioner Crapps and carried. The Commission next called a workshop session to be held on January 6, 1972, at 4:00 P. M. to stu-,dy the Annexation Report and the feasibility of sunning a gravity sewer line from 25th Street north to Second Street. A. A. McClanahan, owner of Lots 16 and 17, Block 25, and Lots 2 and 3, Block 26, Dreamwold, 4th Section, appeared to request City water service to said properties. M. 19-Li- : ission discussed that said property not being contiguous to the City limits; however, a water line is located in close proximity and that one residence abutting said property is utilizing City water service. After consideration, Commissioner Crapps moved to authorize the request, contingent on the owner of record signing a Utility Service Agreement and Annexation Petition and all extension costs to be borne by the.property1owner. Seconded by Commissioner Meyer and carried. Request next submitted by John Krider, Chairman of Good Samaritan Home Construction Committee, for the City to consider participation in the paving of that portion of Ninth Street west of Mulberry Avenue, with the Good Samaritan Home paying the material cost. After discussioi the City Manager was authorized to contact the petitioner pertaining to vacating said right-of- way. Request next submitted by Albert Williams, Water Distribution Division,:'.for`a salary advance in the amount of $150.00, payable at $15.00 per week, and on motion of Commissioner Cr.apps, seconded by Commissioner Meyer and carried, same was approved. On motion of Commissioner Stenstrom, seconded by Commissioner Meyer and carried, a letter of commendation was authorized to be sent to William F.'Lykens, Jr. Detective- Sergeant, Police Department, regarding receipt of an Associate Science Degree, Major in Law Enforcement, I from Seminole Junior College. i On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, minutes of December 13 and December 22, 1971, were approved.
