The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 12, 1971.
Present: Mayor-Commissioner Lee P. Moore
Commissioner James H. Crapps
Commissioner Gordon T. Meyer
Commissioner W. Vincent Roberts
Commissioner Julian L. Stenstrom
City Attorney W. C. Hutchison, Jr.
City Manager W. E. Knowles
City Clerk H. N. Tamm, Jr.
Police Chief Ben E. Butler
The meeting was called to order by the Chairman.
The first item of business was a Public Hearing to consider an amendment in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on July 1, 1971, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Commission Room in
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 12, 1971, to con-
sider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows
That property on the, north side of 25th Street and between Maple Avenue and Holly
Avenue is proposed to be rezoned from R-lA (Single Family Dwelling) District to R-3 (Multiple
Family Dwelling) District. Said property being more particularly described, as follows:
Lots 1, 2, and 3, Block 13, Dreamwold 3rd Section
All parties in interest and citizens shall have an opportunity to be heard at said
hearing.
By order of the City Commission of the City of Sanford, Florida, this 28th day of
June, 1971..

The Chairman announced that the Commission would hear from anyone in favor of, or
against, the proposed rezoning as described in the foregoing notice.
There were no objections registered.
William L. Morgan appeared to support the reqnest and presented a plot plan and
proposed building design sketches for utilization of the property for professional offices.
After consideration, Commissioner Stenstrom moved to authorize the City Attorney to
prepare an ordinance to rezone the property as described in the aforesaid notice of public
hearing. Seconded by Commissioner Meyer and carried.
John Dragash of Gutmann, Dragash and Matz, Architects, Inc., appeared to explain the
section referring to "additional services" contained in said firm's proposed Contract for the
design of the Police Security Complex. Mr. Dragash also recommended that the City employ a
"Clerk of the Works" as an on-project/site man in a capacity to assure proper quality and
quantity of construction.
