M. 19. 72 DOTtiI~II~OW OFFICI!I MUI~I"L¥ COMI~Ai~I~ The City Commission of the City of Sanford, Florida, met in regular annual organiza- tion session at the City Hall in the City of SanfOrd, Florida, at 8:00 o"clock P..-M.-on ~. January 4, 1972. Present: Mayor-Commissioner'Lee P.'Moore : Commissioner James H. Crapps Commissioner Gordon T. Meyer Commissioner W. Vincent Roberts Commissioner Julian L. Stenstrom City Manager W. E. Knowles City Clerk H~ N,~Tamm, Jr. .... : .... Police Chief Ben E. Butler Absent: City Attorney W. C. Hutchison, Jr. The meeting was called to order by the Acting Chairman Crapps. The first item of business was the consideration of a petition for a rate increase from the Florida Power and Light Company and filed with the Florida Public. Utilities Commission After consideration, Commissioner Roberts moved to authorize the City Attorney to prepare a resolution for opposing said petition. Seconded by Commissioner Stenstrom and on roll call the vote stands as follows Commissioner Meyer Commissioner Roberts Commissioner Stenstrom .Commissioner Crapps Naye Aye Aye Abstained The City Manager reviewed provisions of the City Charter requiring three affirmative votes for action by the Commission.' After consideration and on motion of Commissioner Roberts, seconded by Commissioner Meyer and carried, the report dated September 27, 1971, on paved and unpaved streets within the City limits, was accepted. After consideration, Commissioner Roberts moved to accept the Annual Reports of the departments of Public Works, Recreation and Parks, and Building. Seconded by Commissioner Meyer and carried. Consideration given to tabulation of bids opened publicly at 1:00 P. M. on December 6. 1971, for the Employees Group Health Insurance in accordance with specifications of Invitation to Bid published in the Sanford Herald on October 29, 1971. Seconded by Commissioner Crapps and carried over the dissenting vote of Commissioner Meyer. After consideration, Commissioner Meyer moved to authorize the Mayor and City Clerk to execute an Agreement of Stipulations in the case of Murphy Oil Corporation vs. City of Sanford. Seconded by Commissioner Crapps and carried. · After consideration, Commissioner Meyer moved to authorize the Mayor to execute an Offer and Acceptance df Federal Grant for Sewage Treatment Works to be filed with the Environ- mental Protection Agency, Atlanta, Georgia, Project WPC-FLA-336, Wastewa'ter Treatment Improve- ments, requesting to increase in the federal grant of $503,910.00 to 33 percent of the actual low base bid of $1,503,240.00 for construction of the proposed Secondary Sewage Treatment Plant. Seconded by Commissioner Crapps and carried. After discussion, Commissioner Meyer moved to designate the United State Bank of Seminole as an agency for collection of City utility accounts and to establish a City Account for purposes of depositing said utility collections therein. and carried. There being no further old business to be transacted by the outgoing board, Commis- sioner Meyer moved that the meeting adjourn sine die. zarried. Seconded by Commissioner Stenstrom Seconded by Commissioner Roberts and The Commission then reconvened for the purpose of organization., The City Clerk then administered the oath of office to Commissioner-Elect A. A. ~cClanahan and to Commissioner-Elect John G. Morris; each'signed the oath and acceptance of office and was seated as Commissioner of the City of Sanford, Florida, for a term of three years. Commissioner James H. Crapps and Commissioner W. Vincent Roberts, M.D., were then presented with engraved silver trays in appreciation of their past serVices as Mayors and Commissioners of the City of Sanford. After discussion, Commissioner Morris moved to adopt the "Parliamentary Law at a Glance" by E. C. Utter, as procedures for rules of order to be followed by the City Commissioner~ in conducting City Commission Meetings. Seconded by Commissioner Stenstrom and carried over the dissenting vote of Mayor Moore. Commissioner McClanahan abstained from voting. 554 MINUTES City.Commission, Sanford, Florida. Seconded by Commissioner Morris and carried. Commissioner McClanahan abstained from voting.-- After consideration, Commissioner Stenstrom moved to authorize City Commission meetings to be held on the first four Mondays of each month for a trial period of 90 days. Seconded by Commissioner McClanahan. Motion failed to carry over the dissenting votes of Commissioner Meyer, Commissioner Morris and Mayor Moore.
