The City Commission of the City of Sanford, Florida, met in special called session at
the City Hall in the City of, Sanford, ~Florida, at 4:40~o'clock B~'~M.,.on February 21, 1972.
Present: -MaYor-Commissioner Lee P. Moore
Commissioner A. A. McClanahan
Commissioner Gordon. T. Meyer
Commissioner John A. Morris
Commissioner Julian L. Stenstrom
City Attorney W. C. Hutchison,
City Manager W. E. Knowles
City Clerk H. N. Tamm, Jr.
Absent: Police Chief Ben E. Butler
The meeting was called to order by the Chairman.
Commissioner Stenstrom moved to waive the requirement of the twenty-four hours writter
notice and to call the meeting into special session. Seconded by COmmissioner Meyer and carrie~
by the unanimous vote of the Commission.
The first order of business was the consideratiOn of proposals to purchase approxi-
mately 14 acres of city-owned property in accordance with notice published in the Sanford
Herald on January 20, 1972, as follows:
INVITATION FOR PROPOSAL
The City of Sanford will accept firm proposals for the sale of approximately fourteer
(14) acres of city-owned property on the west side of French Avenue at Seminole Boulevard.
The proposal should be in a sealed envelope and clearly marked as such on the outside
of the envelope'. It should be in the office of the city manager no later than 4 P. M. on
Monday, February 21, 1972.
The proposal shall indlude the following information:
7 1. The net price of th~ land to be paid to the City of Sanford.
2, All fees shall be paid by the buyer--none by the City of Sanford.
3. List the proposed use and extent of improvements in detail.
4. State the completed value of the improvements.
5. State the anticipated starting date and completion date of the
construction of improvements.
6.Include a certified check for ten (10) per cent of the land
price as a binder.
This proposal is open to anyone. Appropriate zoning will be provided. The City
Commission reserves the right to accept or reject any proposal in the best interests of the
City of Sanford.

The Mayor announced that two proposals had been submitted.
from James M. Rhiner and associates in the amount of $100,000.00.
The first proposal was
The second proposal was from C. Vernon Mize and associates in the amount of
$125,000.00.
After considerable discussion, Commissioner Stenstrom moved on the acceptance of the

proposal from James M. Rhiner and associates in the amount of $100,000.00. Seconded by Commis-
;ioner Meyer and same failed to carry over.:the dissenting votes of Commissioner Meyer, Commis-
sioner McClanahan, Commissioner Morris and Mayor Moore.
Commissioner Meyer moved to accept the proposal from C. Vernon Mize and associates in
the amount of $125,000.00. Seconded by Commissioner Morris and carried.
Commissioner Meyer moved to authorize to return the binder check in the amount of
10,000.00 to James M. Rhiner and associates. Seconded by Commissioner McClanahan and carried.
Commissioner Morris moved to donate to the Seminole Zoological Society, one-third of
he funds derived from the final sale of the aforesaid property. Said funds to be retained by
the City until said organization can substantially exhibit they can conform with their announced
proposals. Seconded by Commissioner Meyer and cazried.
On motion of Commissioner Meyer, seconded by Commissioner StenStrom and carried, the
~ayor and City Clerk were authorized to execute congracts with T. W. Blount, Jr., and Son,
2ontractors, as follows:
1. Agreement for West Harbor Breakwater, Riverport Marina,
Sanford, Florida, in the amount of $23,445.18.
2. Agreement for reconstruction of Pier "A", Riverport Marina,
Sanford, Florida, in the amount of $39,862.00.
There being no further business, the meeting was adjourned.
