The CitY Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on February 28, 1972.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on February 17, 1972, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITy OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Commission Room in
the City Hall in the City of Sarfmrd, Florida, at 8:00 o'clock P. M. on February 28, 1972, to
consider changes and amendments to the Zoning Ordinance of the City of Sarford, Florida, as
follows:
That property lying south of Twenty-fifth Street and west of Georgia Avenue is pro-
posed to be rezoned from R-lA (Single Fanily Dwelling) District to R-2 (One and Two Family
Dwelling) District. Said property being more particularly described as follows:
Lots 5 through 25, Lots 35 through .42, Lots 51 through 62,
Lots 72 through 75, and Lots 81 through 91, all in
Geneva Terrace Amended Plat.
All parties in interest and citizens shall have an opportunity to be heard at said
hearing.
By order of the City Commission of the City of SanfOrd, Florida, this 14th day of
February, 1972.

The Chairman announced that the Commission would hear from anyone in favor of, or
against, the proposed rezoning as described in the foregoing notice.
No one appeared in opposition to the rezoning.
L. W. Lord, president of Guilford Construction Company, Inc., Orlando, appeared to
support the petition for rezoning and submitted a site plan including nine single family resi-
dences, 112 duplex units and 226 apartment'units; including plans to request to close a certain
street in exchange for right of way for other streets. Mr. Lord also stated that the 16 homes
now existing within this area would be provided, without cost, improvements of street paving,
curbs and gutters, drainage, water and sewer facilities.
After consideration, Commissioner Meyer moved to authorize the City Attorney to pr~-
pare an ordinance to rezone the property as described in the aforesaid notice of public hearing

The next order of business was a Public Hearing to consider annexation of property in
ccordance with notices authorized by the City Commission to be mailed to owners of property
escribed as follows:
Lots 9 and 10, Block 23; Lots 12 through 20, and south 1/2
of Lots 21, Block 25; Lots 1 through 14, Block 26~ Dreamwold.
Joseph J. Sieczkowski, owner of Lots 18, 19 and 20 and south 1/2 of Lot 21, Block 25,

Robert Morse, 1001 Santa Barbara Drive, owner of Lots 1 and 14, Block 26, appeared in
Mary Webb, owner of Lots 13 and 14, BlocR 25, spoke in favor.
Mr. and Mrs. Melvin F. Williamson, owner of Lots 2 and 3, Block 26, favored annexation.
There being nm:? other opposition and after discussion, Commissioner Stenstrom moved to
uthorize the City Attorney to prepare an ordinance to annex the property as described, upon
roper certification by the Seminole County Tax Assessor. Seconded by Commissioner McClanahan

On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried,

Consideration next given to request from Elsie Menendez for extension of time on five
:ondemned structures in Group 18, as follows: Report No. 71-350, 811 East Tenth Street; Report

1000 Orange Avenue; and Report. No. 71-354, 1002 Orange Avenue.

. . Irvin Moss and~,Herbert A. Licht, .officials of Woodmere Development Corporation, devel-
opers of Woodmere Park Subdivision, appeared to oppose the proposed increase in fees on water and
~ewer taps and to establishing a drainage fee in the total amount of.~$550.00,on residential con-
~truction. Mr. Licht outlined that due to prior FHA commitments on. the 235 financing of homes
in their development, the additional cost of $415.00 would create a hardship and would have to
~e paid ~ntirely out of their profits or pocket.
After discussion, Commissioner Morris moved to table the matter for further considera~
:ion at the City Commission Workshop Session on Monday, Marc~ 6, 1972, at 4:00 P. M. Seconded

After further discussion, Commissioner Stenstrom moved to rescind the action taken
on January 24, 1972, setting forth'R~moratorium on the issuance of the certificate of occupancy
on all building permits issued after today"; and, that effective to April 1' 1972, developers
be permitted to present proof of financing commitment dated, or building permits issued, prior
to January 24, 1972, and upon acceptance by the City of such proof, they be exempted from the
proposed additional $415.00 fee and those commitments and/or building permits issued after
that respective date will pay the Proposed. S550.00 fee. Seconded by Commissioner Morris and
carried over the dissenting vote of Commissioner McClanahan.
Consideration next giVen to proposed water, sewer and drainage fees of $550.00 per
residential dwelling unit, and the City Attorney was authorized to prepare an Ordinance~in-
ctUding commercial and industrial uses on' formula of equivalent units, as follows:
Industrial: 5,000 square feet of area equals 1 dwelling unit.
Commercial: Motels - 1 motel unit equals 1 dwelling unit.
Restaurants - 30 seats equals 1 dwelling unit.
Beauty Shops - 6 chairs equals 1 dwelling Unit.
Office and all other commercial - 4,000 square feet equals 1 dwelling
unit.
Any fraction of the number of units shall require a minimum ~
equivalent fee of one dwelling unit.
After consideration, Commissioner Morris moved to auth0ri~e the CitY to establish a
sanitary landfill operation on the Sanford Airport for City refuse vehicles only. Seconded
by Commissioner McClanahan and carried over the dissenting vote of Commissioner Meyer.
On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, the
City Manager was authorized, effective April 1, 1972, to enforce regulations as follows:
(a) Require all loose refuse to be plaeed in containers; this includes grass,
leaves, yard trimmings, paper. Containers may.be boxes, bags, tarpaulin,
or other means.
(b) All'branches, 'iiimbs, shrubs, lumber, or other long'refuse shall be tied
in bundles; and:not greater than five feet in length~; and no greater in
weight than two men can lift into a refuse truck.
Commissioner Morris moved to waive the requirements of the bid procedure and to
authorize the City Manager to,negotiate the purchase of a new, additional refuse packer vehicle
Seconded by Commissioner Stenstrom and carried.
Adley Associates, Inc., Atlanta, Georgia, next submitted a proposal for the prepara-
tion of a Neighborhood Development Program (NDP) application at'a cost of $1,200.00. Commis-
sioner McClanahan moved to accept the recommendation of the City Manager to see if the City
could prepare the application without outside assistance and expenditure of funds. Seconded
by Commissioner Stenstrom and carried.
Request submitted by Gwendolyn Cates to vacate a portion of an alley in Cates Subdi-
vision between Southwest Road and Roosevelt Avenue in exchange for another alley easement, and
on recommendation of the City Manager and on motion of Commissioner Meyer, seconded by Commis-
sioner McClanahan and carried, a Public Hearing was authorized to be held on March 27, 1972,

· Recommendation submitted from the Build}ng Official for reappointments as follows:
~eroy Robb, William Halback, E. L. Burns., A. T; Hawkins, Louis Temple to the Central Examining
~oard for a tenure of office for two years from April, 1972; and A. K. Shoemaker, Jr., and Merle
~arner to the Board of Adjustment and Appeals for a tenure of office of four years from January,
L972, next considered. Commissioner Stenstrom moved to table action and to request the City
{anager to provide a list by name and address of those certified specialized and general con-
:factors for further consideration of appointments to the respective boards. Seconded by Commis-
sioner Morris and carried.
Consideration next given to tabulation o~:bids opened publicly at 2:00 P. M. on Febru-
ary 25, 1972, for the recodification of the ordinances of the City of'Sanford, in accordance with
Invitation to Bid published in the Sanford Herald in February 8,. 1972

Request next submitted from the Sanford Airport Authority for a budget.amendment, to
increase Aviation Revenues Account No. 850 and Pension Account No. 8696 by $9,300.00 to provide
for Airport employees to participate in the Florida State Retirement System, effective March 1,
1972, and on motion of Commissioner Meyer, seconded by Commissioner Morris and carried, same
was approved.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried over
the dissenting votes of Commissioner McClanahan and Commissioner Morris, adoption on January 4,
1972, of Parliamentary Law at a Glance by E. C. Utter was reScinded.~
Request next submitted from the Sanford Airport Authority fora budget amendment to
increase by $15,500.00 Aviation Industrial Revenues Account No.:860 and Tower Rehabilitation and
Operation Account No. 8699-G to-provide for rehabilitation, instmumemtation and staffing of a
control tower at the Sanford Airport. On motion by Commissioner Meyer, seconded.bY Commissioner
McClanahan and carried, same was approved.
After consideration, Commissioner McClanahan moved to authorize the City Manager to
grant a license exemption as an administrative function to a veteran meeting the requirements
of the State and upon submitting proof of same. Seconded by Commissioner Meyer and carried.
After consideration of the request from the Seminole County Industrial Board, Commis-
sioner Stenstrom moved to appoint Commissioner Gordon T. Meyer as an "Ambassador" in behalf of
the City of Sanford to work with the said'Board with industrial Prospects. Seconded by~Commis-
sioner Morris and carried.
Consideration next given to request submitted by Charles Hampton for'permiss-ion to
operate a taxicab to load and unload..passengers from Midway into the. City of Sanford, and on
motion of Commissioner Meyeri seconded:by Commissioner Morris and carried, same was denied,
The City Manager next submitted a request to designate as an area~from which an annexa
tion petition would~be receiYed~, that t53-acre tract~of:~land located.north of,Lake Mary Boule-
vard and east of the railroad right of way, and on motion of Commissioner Meyer, seconded by
Commissioner Stenstrom and carried, the Commission indicated favoring the annexing of said
property upon receipt of the annexation petitiOn and on certification of the Seminole County
Tax Assessor.
After consideration, Commissioner Stenstrom moved to authorize the City Manager to
write to the State Department of Transportation to request the establishment of a sign for NO
LEFT TURNS onto US 17-92 for traffic exits going south from the Sanford Shopping Plaza parking
lot. Seconded by Commissioner Meyer and carried.
Commissioner Meyer moved to authorize the City Attorney to prepare a resolution op-
posing the proposed Constitution Amendment to Article V, Judiciary, abolishing municipal court
system. Seconded by Commissioner McClanahan and carried over the dissenting vote of Commis-
sioner Morris.
There being no further business, the meeting adjourned.
