N~: Tamm, Jr. The meeting was called to order by the Chairman. The first order'.of .bUsiness Was ~the Co~nsideration of the rePlats'~of Sanora~Unit 1 and Unit 2:, andafter dis-Cussion,-CommiSsioner Meyer moved to authorize approval of said replats and to authorize the Mayor and City Clerk to execute same upon the.approval of the Zoning and Plan- ning Commission. Seconded by .Commissioner StenstrOm and carried. Request submitted from the Sanford Furniture Company, 300 East First Street, for the City to remOVe the barricade a~d~to open the~siddwatk~and parking on East'~Fi~st Street in front of Robson Sporting Goods, 304 East First Street, recently damaged by fire. Inspection report submitted from the Building'Official citing the hazardous condition of the Robson structure. The City Manager recommended that the Commission consider setting a date for a public hearing to consider the condemnation of the structure. Harry Robson reported that his attorney was working with the insurance company and anticipated results in the coming week, and further that he was going to repair the structure and, in the interim, the canopy causing the stress on the front wall would be removed. 'After discussion, Commissioner Meyer moved to table action on the matter until the meeting of March 27, 1972, when Mr. Robson would present aq.up-to-date report on the matter. Seconded by Commissioner Stenstrom and carried. Request next submitted for quit Claim Deed to Hardy C. Patterson and Gloria E., on Lots 7 and 10, Block 6, A. B. Russell's Addition to Fort Reed, to release any interest of the City tax deed dated June 1, 1942; and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, the Mayor and City Clerk were authorized to execute same. Request next considered from Attorney John M. Melvin, representing Ed Martin, for a 90-day time extension to effect repairs on property covered by Condemnation Report No. 71-367, Group 19, at 417 West First Street. Commissioner Meyer moved to approve the request. Seconded. by Commissioner Morris and carried. After consideration and on recommendation of the City Manager, Commissioner Stenstrom moved to authorize the City Attorney to prepare a resolution setting forth the enforcement of a refuse policy, effective April 1, 1972, as follows: 1. All refuse must be in containers. This refuse includes grass trimmings, leaves, weeds, paper, and all loose materials. The containers may be boxes, bags, tarpaulin, or other means. 2. Ail branches, limbs, shrubs, lumber, or other long refuse shall be tied in bundles no longer than 5 feet and no larger than what two men can lift into a truck. 595 MINUTES "City Commission, San~rd, Florida.March 13 at 8:00 P.M. 1972 D~OW OF~CE sUPPLY COMPANY 3. A].i refuse must be placed at the alley line or at the street line if no alley exists. Further, to authorize the City Manager to advertise same as a 3 x 7 bold print, to be published :hree times in the Sanford Herald and the local edition of the Orlando Sentinel, and for spot mnouncements on Radio Station WTRR, at a total cost of $381.00 and a transfer from Contingency iccount No. 8150 for same. Seconded by Commissioner Meyer and carried over the dissenting vote of'Mayor Moore. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, Drdinance No. 1065, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ESTABLISHING PROCEDURES FOR EXTENSION OF THE CITY'S SEWERAGE AND WATER SYSTEM; PRESCRIBING DESIGN AND CONSTRUCTION STANDARDS FOR SUCH PROJECT; IMPOSING A WATER, SEWER, DRAINAGE CONNECTION AND CONTROL CHARGE; PROVIDING FOR EXCEPTIONS; PROVIDING FOR METHODS OF PAYMENT AND UTILIZATION OF FUNDS. ,as introduced and placed on its first reading and read in full. COmmissioner Meyer then moved on the waiver of the requirement of the second reading >f Ordinance No. 1065 and that same be placed on its final passage and adoption. Seconded by ]ommissioner Stenstrom. Motion failed to carry unanimously over the dissenting vote of Commis- sioner Morris. After consideration and on motion of Commissioner Meyer, seconded by Commissioner {tenstrom and carried, the City Clerk was authorized to advertise a public hearing to be held >n April 10, 1972, to consider the closing, vacating and abandoning streets as follows: (a) Ail of those streets in Plat of Sanora Unit 1, as recorded in Plat Book 16, Page 88, Seminole County Records. '~'(b) All of those streets in Plat of Sanora Unit 2, as recorded in Plat Book 16, Page 97, Seminole County Records. After a review of a list of certified contractors and on the recommendation of the Building Official, Commissioner Meyer moved to reappoint members to boards for a tenure of >ffice, as follows: CENTRAL EXAMING BOARD Leroy Robb William Halback E. After discussion, Commissioner Meyer moved to Hable the matter for further consideration at the Commission Workshop Session on March 20, 1972, at 4:00 P. M., and'to invite the Airport Manager and Airport Authority mem- bers to attend said meeting. Seconded by Commissioner McClanahan and carried. After consideration, Commissioner Morris moved to authorize the City Attorney to pre- pare a resolution opposing the proposed State' Constitutional Amendment on Article V, Judiciary, pertaining to abolishment of municipal court systems. carried. Seconded by Commissioner Meyer and After further consideration, Commissioner McClanahan moved to approve the Sanora Re plats, Unit 1 and Unit 2, and to authorize the Mayor and City Clerk to execute same. by Commissioner Stenstrom and carried. Seconded Commissioner Morris moved to table the adoption of an ordinance to rezone a portion of Geneva Terrace and Geneva Terrace Amended Plat. Seconded by Commissioner McClanahan.' Motion failed to carry over the dissenting votes of Commissioner Meyer, Commissioner Stenstrom and Mayor Moore. After further consideration that said property was being transferred and that in- formation was not submitted of development plans or commitments by the new owner, Commissioner Morris moved to table the reading of an ordinance for said rezoning. Seconded by Commissioner McClanahan and carried. On motion of Commissioner McClanahan, seconded by Commissioner Meyer and carried, Ordinance No. 1064, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ANNEXING TO AND INCLUDING WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA, THE AREA DESCRIBED HEREINAFTER,:IN ACCORDANCE WITH THE PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA, ACTS OF 1957. was introduced and placed on its first reading and read in full. Commissioner McClanahan then moved on the waiver of the requirement of the second reading of Ordinance No. 1064, and that same be placed on its final passage and adoption. Seconded by Commissioner Meyer. M, , , 19 72 , DOTI:~ow OFFICE SUPPLY (~OMPANY Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote, had passed and adopted said Ordinance No. 1064, entiDled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ANNEXING TO AND INCLUDING WITHIN THE CORPORATE AREA OF THE ~ITY OF SANFORD, FLORIDA, THE AREA DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA, ACTS of 1957. On motion of Commissioner Meyer, seconded by Commissioner Stemstrom and carried, the City Manager's Administrative Report, dated March 10, 1972, was approved covering items, as follows: ,, 1. Negotiated the purchase of vehicles: (a) Refuse~truck chassis from Jack Prosser Ford at cost of $11,437.78 ~ (b). Heil refuse packer body from Transtat at cost of $5,840.00 (c) Two police car replacements from Mid-Florida Dodge at cost of $6,239.42~net. 2. Employed'~heavy equipment o~erator, dragline, in a "D" classification. ~ A review of the Traveler's Insurance Company of insurance coverage .on city vehicles, ~quipment, buildings, etc., noted that no provision is made for insurance coverage for the stadium leased to the Seminole County Board of Public Instruction. After discussion, the City Manager was.authorized to notify Traveler's~:Insurance Company that insurance coverage was not desired on the Municipal Stadium. After review, Commissioner Stenstrommoved to authorize the Mayor and City Clerk to execute a Contract with the Municipal Code Corporation, Tallahassee, for the recodification of the City ordinances. Seconded by'Commissioner Meyer and carried. Request next submitted .by Phillip Zeuli and T. B. Hastings for the Commission to con- sider annexation of property located south of 25th Street and west of Georgia Avenue. Commis- sioner McClanahan moved to authorize a public hearing to be held on March 27, 1972, and to authorize a notice by Certified mail to owners of property described as follows: Begin 29 chains South of NE corner of Section 2, Township 20 S, Range 30 E, Run W 21.3 chains, North 10.54 chains, East 9.5 chains, South 1.92 chains, East 11.8 chains, South 8.62 chains to beginning. And Begin 29 chains South and 778.8 feet West of Northeast corner, run West 612.48 feet South 1017.7 feet to NWly right-of-way of Ridgewood Avenue North 45 degrees East 291.5 feet, West to Nwly right-of-way of Ridgewood Avenue North 45 degrees East to a point which is 2319.5 feet South and 778.8 feet West of Northeast corner North 405.24 feet to Pt. of Beginning. Section 2, Township 20 South, Range 30 East. Seconded by Commissioner MOrris and carried. ' Request submitted by John Wilson, Longwood, to lease the Civic Center with the serving of alcoholic beverages for adult dances on dates tq be scheduled, and on motion of Commissioner ~eyer, seconded by Commissioner McClanahan and carried, same was approved at the standard fee of $250.00 per event. ' ' ' · (b) Increase Donations Account No. 891, $76.00 Increase Softball Fields Account No. 4171 by $76.00 Commissioner Meyer moved to authorize same. Seconded by Commissioner Stenstrom and carried. On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried, the Mayor was authorized to execute a resubmission application for recertification of the City of Sanford Workable Program. On motion of CommissiOner Morris, seconded by Commissioner Stenstrom and carried, minutes of February 28, and March 2, 1972, were approved. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, current vouchers andpayrolls were next approved as evidenced by-General Fund, Florida State Bank, Nos. 156230 through 156439; Water and Sewer Revenue Fund, Florida State Bank, Nos. 890 through 902; Policemen's Pension Fund, Florida State Bank, Nos. 303 through 306; Firemen's Relief and Pension Fund, Florida State Bank, Nos. 204 thmough206; Utilities Service Taxes Fund, Sanford Atlantic National'Bm~k, No. 37; General Fund, Sanford Atlantic National Bank, Nos. 1211 through I2~5~,;Utility Sinking Fund Series "B" Bonds, Florida State Bank, No. 58; Public Improve- ment RevenUe Sinking Fund, Florida State Bank, Nos. 23 and 24. Petition next submitted by A. B. Peterson, Jr., Trustee, for annexation of an 153-acre tract of land located north of Lake Mary Boulevard and east of the railroad right-of-way, and after consideration, Commissioner Stenstrom moved to authorize the City Attorney to prepare an ordinance for annexation of said property upon the proper certification by the SeminOle County Tax Assessor. Seconded by Commissioner Meyer and c~rried. Commissioner Stenstrom moved.to authorize the City Attorney to prepare a resolution to support Governor Ruben Askew's "Arrive Alive" program initiated through the State of Florida Hijhway Safety Committee.
