The City COmmission of the City,.of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 24, 1972.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider closing, vacating and
abandoning a portion of a utility easement in accordance with notice published in the Sanford
Herald on April 4, 1972, as fOllows:

You will take notice that the City Commission of the City of Sanford, Florida, at
8:00 o'clock P. M. on April 24, 1972, in the City Commission Room at the City Hall in the City
of Sanford, Florida, will consider and determine whether or not the City will close, vacate and
abandon any right of the City and public in and to that certain easement lying east of French
Avenue and between Colonial Way and Katherine Court.

The Chairman announced that the Commission would hear from anyone in favor of, or
against, the proposed abandonment.
After consideration, Commissioner McClanahan moved to authorize the City Attorney to
prepare the proper ordinance to close, vacate and abandon the utility easement as described in
the aforesaid notice of public hearing. Seconded by Commissioner Morris and carried. Commis-
sioner Meyer abstained from vote.
George Crossley, president of the Jaycees, appeared to report that his organization
supported the Legislative and National Affairs Committee of the Greater Sanford Chamber of
Commerce in their efforts to have placed on the ballot in December, 1972, the following:
(a) Divide the City of Sanford into four Commission districts with
reasonably close population count.
(b) Eligible candidates for each City Commission seat must reside in
that respective district; but, run for election by a city-wide vote.
(c) Mayor to be elected at large with no district requirements.
Mr. Crossley requested that district requirements be placed on the December, 1972, ballot and
the proposed district requirements be included in the oro~osed Ci~v

Letter next submitted from J. M. Hattaway, representing the South Seminole County.
laycees, requesting to waive the rent in amount of $107.64 for leasing the Sanford Civic Center
January 28, 1972, for a Distinguished Service Awards Banquet, and after consideration, Com-
missioner Meyer moved to deny the request. Seconded by Commissioner Stenstrom. Motion failed
carry over the dissenting votes of Commissioner Morris, Commissioner Stenstrom and Mayor
~oore.

Herbert A. Licht,-realtor, Orlando, submitted a request to purchase 6.46 acres of City
~roperty located on Celery Avenue, between Mellonville and Scott Avenues. After consideration,
;he Commission authorized the City Manager to inform Mr. Licht the property is proposed to be
~tilized for City purposes and is not for sale.
Hawkins Connelly, representing Cooperating Parishes, Inc., owners of Btam Towers apart-
nents, appeared to support a request for a two-year option to purchase one and one-half acres of
]ity property lOcated in the Fort Mellon Park on East First Street, for construction of a pro-
)osed 18-story building consisting of 250 apartments. The City Attorney questioned the ability
)f the City to deliver a clear title to the property.' The Commission reviewed the status of the
property being exempt from real estate taxes. Zoning and Planning Chairman, Art Harris, pointed
~ut that regulations of the present Zoning Ordinance require a site Of 10 acres for said type of
:onstruction and the present height restriction being 250 feet.
After lengthy discussion, Commissioner Meyer moved to deny the request. Seconded by
]ommissioner McClanahan and carried.
Consideration next given to Appraisal Report dated April 21, 1972, in amoBnt of
~16,000.00 submitted by John Sauls and W. L. Kirk, Sr., appraisers for 1.3 acres of City propertY
lying on the north side'of Airport Boulevard, west of US 17-92. Said appraisal authorized by the
~ity Commi-ssion upon a request by F. Thomas Ustler, Ustler-Burst, Inc., Orlando, to purchase the
)roperty in interest of clients proposing to include the land for development of a shopping
:enter. After consideration, Commissioner McClanahan moved to authorize the City Manager to
~otify the.petitioner of-tha o.ffer for sale,at the appraised value,~plus~praisal cost, for a
total of $16,100.00 net t~ the City. Seconded by Commissioner Meyer and carried.
Consideration next given to requests for transfer.of funds, as follows:
Utility Administr~ation
$250.00 from Account No. 9106, Printing and Office Expense, to Account No..9112,
Furniture, Fixtures and Equipment, for purchase of an adding machine and
t~pewriter stand.
Parks and Cemetery
$500.00 from Account No. 4126, Equipment-General, to Account No. 4120, Plants
Shrubs~and Fertilizer.

$595.00 from Account No. 4372, Food for Animals to the following Accounts:

On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, same were approved
After consideration, Commissioner Meyer moved to authorize the Mayor and City Clerk to
execute a Memorandum of Agreement with the State of Florida Department of Transportation for
inclusion of Sanford in the program study, TOPICS (Urban Traffic Operations Program for Improv-
ing Capacity and Safety). Seconded by Commissioner Morris and carried.
After consideration and on motion of Commissioner Meyer, seconded by Commissioner
Stenstrom and carried, the City Attorney was authorized to prepare an Operating Agreement be-
tween the City and the Sanford Airport Authority for City employees to operate the water, sewer
and refuse functions on the Sanford Airport.
After consideration, Commissioner Morris moved to authorize the City Manager to work
with the City employees presently covered by the General Municipal Employee Pension Plan with
Travelers Insurance Company, fora conversion of said plan to the State Pension Plan. Seconded
by Commissioner Meyer and carried.
COmmissioner Meyer next introduced Resolution No. 1113 and, after being read in full,
moved on its passage and adoption. Seconded by Commissioner Morris and carried.
Said Resolution No. 1113 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF SANFORD, FLORIDA, COMMEND-
ING LIEUTENANT JOHN R. CROW FOR THIRTY
CONTINUOUS YEARS OF SERVICE AS A FIREMAN
OF THE CITY OF SANFORD, FLORIDA.
WHEREAS, LIEUTENANT JOHN R. CROW employed by the City.of Sanford Fire Department
March 15,1952, has completed thirty continuous years of service with said Department; and
WHEREAS, LIEUTENANT CROW in the performance of his duties as such fireman has worked
diligently and unselfishly for the City of Sanford and its people, and it is the privilege and
desire of the City Commission to express proper recognition for such long and meritorious and
continuous service;
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida
that the sincere commendation and~preciation of the City Commission, both for itself and for
the people of this community, be and the same is hereby expressed to LIEUTENANT CROW for his
continuous public service.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City
Commission and copy hereof delivered to LIEUTENANT CROW.

Commissioner McClanahan then moved on the waiver of the requirement of the second
reading of Ordinance No. 1069, and that same be placed on its final passage and adoption.
Seconded by Commissioner Meyer.
Thereupon, the question recurred on the waiver of the second reading, the roll was
called and the vote stands as follows:

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1068, entitled:

ANNEXING TOAND INCLUDING WITHIN THE CORPORATE
AREA OF THE CITY OF SANFORD, FLORIDA, THE AREAS
DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE
PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA,
ACTS OF 1957.
On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, minutes
of April 10, 1972, were approved.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, the City
Attorney was authorized to prepare an ordinance to amend Ordinance No. 987, Subdivision Regula-
tions, in accordance with a public hearing held on January 24, 1972, to include a requirement
for developers to provide underground wiring for house services, and street lights using concret
poles and underground wiring.
After consideration of the request of the Sanford Airport Authority, Commissioner
Meyer moved to authorize an increase in amount of $6,400.00 in the Aviation-Airport 1971-72
budget in each of the accounts as follows:
Miscellaneous Revenue Account No. 888
Building Repairs and Mahtenance Account No. 8612.
Seconded by Commissioner Stenstrom and carried.
On motion of Commissioner McClanahan, seconded by Commissioner Stenstrom and carried,
the Mayor and City Clerk were authorized to execute Quit Claim,Deeds to correct deeds recorded,
as follows:
ORB 897, Page 148, dated December 3, 1971, to Robert L. Cornell, Jr.
ORB 667, Page 343, dated May 31, 1968, to W. L. Kirk.
~On motion of Commissioner~Stenstrom, Seconded by Commissioner Meyer~and carried,
Admini~strative Report of the City Manager was approved, as follows:
1. Payment of one-half of the fee, $1,300.00 for clearing work on
borrow pit area.
2. Salary reclassifications:
Danny-Martin, Maintenance Department, D to E, $5,672.00 annually
Lyman Meyers, Fire Department, D to E, $6,678.00 annually
John Carver, Fire Department, D.~o E, $6,678.00 annually
3.Ordered 15 police sidearms under 1972-73 budget, due to long waiting
period for delivery.

Commissioner Stenstrom moved.to authorize the City Attorney to prepare a Proclamation
to commend the Florida League of Cities, Inc., for their work in supplying information to the
municipalities regarding the 1972 State Legislative Session. ~Seconded by Commissioner Meyer
and carried.
Consideration next given~to.a request for annexation of 1.85 acres of land owned by
the Seaboard Coast Line Railroad located on.the north side of Country Club Road, west of Country
Club Manor Subdivision. Commissioner Meyer moved to authorize the City Attorney to prepare the
proper ordinance for annexation of said land, upon proper certification of an annexation petitior
by the Seminole County Tax Assessor. Seconded by Commissioner Stenstrom and carried.
After consideration, Commis~oner Meyer moved to designate that four members of the
nine-member Zoning and Planning Commission Shall conStitute a quorum to enable the board to hold
official meetings. Seconded by Commissioner Morris and carried.
Consideration given to delinquent utility account No. 31 03315, E. J. Trepanier, 1110
East First Street, "The Village", in the amount of $24,18. Said account having been a rehabili-
tation organization for teenagers; and on motion of Commissbner Meyer, seconded by Commissioner
Morris and carried,-a transfer from. ContingencyAccountwas authorized for same. ·
